Issuing the Regulation on Flood Diversion and Delay in the Red River System to Ensure Safety for Hanoi Capital City

belongs to the Red River system for the purpose of protecting the safety of Hanoi Capital.

GOVERNMENT

Pursuant to the Law on Government Organization dated September 30, 1992;

Pursuant to the Water Resources Law dated May 20, 1998;

Pursuant to the Dike and Reservoir Ordinance dated November 9, 1989 and the Flood and Storm Prevention Ordinance dated March 8, 1993;

At the proposal of the Minister of Agriculture and Rural Development, Chairman of the Central Steering Committee for Flood and Storm Control,

DECREE

Article 1. The Regulation on Flood Diversion and Delay in the Red River System to Ensure Safety for Hanoi Capital City is hereby promulgated together with this Decree.

Article 2. This Decree takes effect from the date of signature. Any previous provisions contrary to this Decree are abolished.

The Minister, Chairman of the Central Steering Committee for Flood and Storm Control, Ministers of Ministries, Heads of ministerial-level agencies and agencies under the Government, Chairmen of People's Committees of provinces and centrally-run cities in the Red River Delta within their respective functions and duties shall be responsible for guiding and implementing this Decree.

Article 3. The Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairmen of People's Committees of provinces and centrally-run cities concerned are responsible for enforcing this Decree.
