CIRCULAR
Issuing the Intermediate Vocational Education Curriculum Framework for the following groups of industries: Chemical Technology, Materials, Metallurgy and Environment; Geological, Geophysical, and Surveying Engineering Technology; Electrical, Electronics, and Telecommunications Engineering Technology; Mechanical Engineering Technology; Architectural and Construction Engineering Technology Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and Ministerial-level agencies; Pursuant to Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Law on Education; Decree No. 31/2011/NĐ-CP dated May 11, 2011 of the Government amending and supplementing certain articles of Decree No. 75/2006/NĐ-CP;
Pursuant to the Education Law on June 14, 2005; the Law Amending and Supplementing Certain Articles of the Education Law on November 25, 2009;
Pursuant to the Minutes of the Program Review Boards dated December 31, 2009, December 26, 2009, December 30, 2009, December 29, 2009, December 25, 2009, January 6, 2010 established pursuant to Decision No. 8769/QĐ-BGDĐT dated December 8, 2009 of the Minister of Education and Training;
Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
This Circular issues 11 intermediate vocational education curriculum frameworks belonging to five industry groups, specifically as follows:
Pursuant to Decree No. 115/2010/NĐ-CP dated December 24, 2010 of the Government stipulating responsibilities for state management of education;
1. The Chemical Technology, Materials, Metallurgy and Environment group includes the majors: a) Metal Casting; b) Metal Rolling.
Considering the proposal of the Director of the Department of Vocational Education,
The Minister of Education and Training decides:
Article 1. 2. The Geological, Geophysical, and Surveying Engineering Technology group includes the major: Mine Surveying.
3. The Electrical, Electronics, and Telecommunications Engineering Technology group includes the majors: a) Electrical Systems; b) Hydropower.
4. The Mechanical Engineering Technology group includes the majors: a) Manufacturing Mechanics; b) Mechatronics; c) Mining Mechanics; d) Ship Repair.
5. The Architectural and Construction Engineering Technology group includes the majors: a) Water Supply and Drainage; b) Railway Bridge and Road Construction.
This Circular takes effect from February 1, 2012. The curriculum frameworks issued together with this Circular shall be used in educational institutions assigned the task of training these majors at the intermediate vocational level.
Based on the curriculum framework prescribed in this Circular, educational institutions assigned the task of training the majors specified in Article 1 shall organize the development of specific school training programs; compile or select textbooks; approve textbooks for use as teaching materials based on the review by the textbook review board established by the head of the educational institution.
Article 2. The Director of the Office, the Head of the Department of Vocational Education, the Heads of units related to the Ministry of Education and Training, and the Heads of educational institutions assigned to train the majors at the intermediate vocational level specified in Article 1 are responsible for implementing this Circular./.
Article 3. Pursuant to the framework curriculum prescribed in this Circular, educational institutions assigned the task of training the fields of study specified in Article 1 shall organize the development of specific training programs for their institution; organize the compilation or selection; approve textbooks for use as materials within the school based on the assessment of the Textbook Assessment Council established by the head of the educational institution.
Article 4. The Director of the Office, the Head of the Department of Vocational Education, the Heads of relevant units under the Ministry of Education and Training, and the Heads of educational institutions assigned to train the intermediate vocational fields of study specified in Article 1 are responsible for implementing this Circular./.
