CIRCULAR
Amending some Articles of Circular No. 20/2010/TT-BGTVT dated July 30, 2010, issued by the Minister of Transport regarding the issuance, replacement, and revocation of registration certificates and license plates for specialized motorcycles participating in road traffic.

On the basis of Decree No. 86/2012/NĐ-CP dated October 19, 2012, issued by the Government detailing and guiding implementation of certain provisions of the Metrology Law;
Pursuant to Decree No. 51/2008/NĐ-CP dated April 22, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;
The Minister of Transport hereby promulgates as follows:
Article 1. Amending some Articles of Circular No. 20/2010/TT-BGTVT dated July 3, 2010, issued by the Minister of Transport.
1. Delete Point d Clause 1 Article 4.
2. Delete Article 8.
3. Delete Clause 4 Article 11.
4. Delete Point c Clause 1 Article 18.
5. Amend Point a Clause 2 Article 19 as follows:
“a) The owner of the specialized motorcycle shall submit one set of ownership transfer registration application files including:
- A specialized motorcycle registration application form according to the model prescribed in Appendix 2 of this Circular (original);
- One of the documents stipulated in Points a, b, and c Clause 1 Article 6 of this Circular;
- A specialized motorcycle registration transfer form (original) issued in accordance with Clause 1 of this Article together with the registration file of the specialized motorcycle.”
6. Amend Clause 2 Article 20 as follows:
“The procedure for re-registration at the Department of Transport of the place of transfer shall be carried out in accordance with Clause 2 of Article 19 of this Circular, and the Department of Transport shall not inspect the specialized motorcycle as prescribed in Clause 3 Article 9 of this Circular.”
Article 2. Effectiveness
This Circular shall take effect forty-five days from the date of signature.
Article 3. Responsibility for Implementation
The Head of the Ministry's Office, the Inspector General, Heads of Departments, the Director of the Vietnam Highway Administration, Directors of Provincial Departments of Transport, Heads of agencies, organizations, and individuals related to this Circular are responsible for its implementation./.
