CIRCULAR
ISSUING ECONOMIC AND TECHNICAL STANDARDS FOR THE MAINTENANCE OF NATIONAL RAILWAY INFRASTRUCTURE
Pursuant to Decree No. 32/2019/NĐ-CP dated April 10, 2019 of the Government on assigning tasks, placing orders, or tendering for the provision of products and public services using state budget funds from regular expenditure;
Pursuant to the Government Decree No. 06/2021/NĐ-CP dated January 26, 2021 detailing certain provisions on quality management, construction works, and maintenance of construction projects;
BASED ON THE DECREE NO. 56/2022/ND-CP dated August 24, 2022 of THE GOVERNMENT stipulating the functions, tasks, powers, and organizational structure of THE MINISTRY OF TRANSPORT;
At the proposal of the Director of the Infrastructure Structure Department and the Director General of the Vietnam Railway Administration;
The Minister of Transport hereby issues this Circular on economic and technical standards for the maintenance of national railway infrastructure.
Article 1. The economic and technical standards for the maintenance of national railway infrastructure accompanying this Circular are as follows:
1. Standards for the maintenance of national railway infrastructure for tracks, signaling, bridges, culverts, tunnels, and architectural structures, detailed in Appendix I attached hereto.
2. Standards for the maintenance of national railway infrastructure for signaling systems, detailed in Appendix II attached hereto.
3. Standards for expenses serving as the basis for determining machine and equipment construction costs for the maintenance of national railway infrastructure, detailed in Appendix III attached hereto.
Article 2. Scope of Application
This Circular applies to agencies, organizations, and individuals related to the maintenance of national railway infrastructure.
Article 3. Effectiveness
1. This Circular takes effect from January 18, 2025.
2. This Circular replaces Circular No. 58/2012/TT-BGTVT dated December 28, 2012 of the Minister of Transport on issuing material consumption standards for one cycle of national railway infrastructure maintenance; and Circular No. 22/2017/TT-BGTVT dated July 7, 2017 of the Minister of Transport amending and supplementing certain contents of the material consumption standards for one cycle of national railway infrastructure maintenance issued together with Circular No. 58/2012/TT-BGTVT dated December 28, 2012 of the Minister of Transport./.
