Issuing Technical Standards national on the national geographic base database at scales of 1:25,000, 1:50,000, and 1:100,000

Pursuant to the Law on Standards and Technical Regulations No. 68/2006/QH11 amended and supplemented by Law No. 35/2018/QH14 and Law No. Pursuant to Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Standards and Technical Regulations and;

Pursuant to the Law on Surveying and Mapping No. 27/2018/QH14;

Pursuant to Decree No.Decision No. 127/2007/NĐ-CP issued on August 1, 2007 by the Government detailing the implementation of certain provisions of the Law on Standards and Technical Regulations amended and supplemented by Decree No. 67/2009/NĐ-CP and Decree No. 78/2018/NĐ-CP;

Pursuant to Decree No.27/2019/NĐ-CP issued on March 13, 2019 by the Government detailing certain provisions of the Law on Surveying and Mapping amended and supplemented by Decree No. 136/2021/NĐ-CP; Pursuant to Decree No. 22/2023/NĐ-CP issued on May 12, 2023 by the Government amending and supplementing certain articles of related Decrees concerning business activities in the natural resources and environment sector;

Pursuant to Decree No.35/2025/NĐ-CP issued on February 25, 2025 by the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

On the proposal of the Director of the Vietnam National Survey and Mapping Center;

The Minister of Agriculture and Rural Development issues this Circular to promulgate the National Technical Standard on the national geographic base database at scales of 1:25,000, 1:50,000, and 1:100,000.

Article 1. This Circular hereby promulgates the National Technical Standard on the National Geographic Base Database at scales of 1:25,000, 1:50,000, and 1:100,000, designated as QCVN 88:2025/BNNMT.

Article 2. Effective Date

1. This Circular shall take effect from March 18, 2026

2. The following Circulars shall cease to be effective from the date this Circular comes into force:

a) Circular No. 15/2020/TT-BTNMT dated November 30, 2020 issued by the Minister of Natural Resources and Environment stipulating technical standards for the structure and content of the national geographic base database at scales of 1:10,000 and 1:25,000;

b) Circular No. 07/2022/TT-BTNMT dated June 30, 2022 issued by the Minister of Natural Resources and Environment promulgating the National Technical Standard on the national geographic base database at scales of 1:50,000 and 1:100,000.

Article 3. Implementation Organization

1. Ministries, ministerial-level agencies, government agencies, provincial people's committees, and relevant organizations and individuals are responsible for implementing this Circular.

2. The Vietnam National Survey and Mapping Center is responsible for disseminating and supervising the implementation of this Circular.

3. In the course of implementation, if there are difficulties or obstacles, agencies, organizations, and individuals should report to the Ministry of Agriculture and Rural Development for consideration and decision.
