 CIRCULAR

REGULATIONS ON THE STATISTICAL INDICATORS SYSTEM FOR DRUGS AND COSMETICS

Pursuant to the Law on Statistics No. 89/2015/QH13 dated November 23, 2015;

Pursuant to the Decree No. 94/2016/NĐ-CP dated July 1, 2016 of the Government detailing and guiding the implementation of certain provisions of the Law on Statistics;

Pursuant to the Government's Decree No. 75/2017/NĐ-CP dated June 20, 2017 stipulating the functions, tasks, powers, and organizational structure of the Ministry of Health;

At the proposal of the Director of the Drug Administration Department;

The Minister of Health issues this Circular to regulate the statistical indicators system for drugs and cosmetics.

Article 1. Scope of Regulation

This Circular stipulates the list and contents of statistical indicators in the healthcare sector concerning medicines (including chemical drugs, herbal drugs, vaccines, biological products except in vitro diagnostic reagents), raw materials for medicines (including semi-finished herbal products, except herbs), and cosmetics.

Article 2. Statistical Indicators System for Drugs and Cosmetics

The statistical indicators system for drugs and cosmetics includes:

1. The list of statistical indicators for drugs and cosmetics is prescribed in Appendix I attached hereto.

2. The content of statistical indicators for drugs and cosmetics is prescribed in Appendix II attached hereto.

Article 3. Implementation Organization

1. The Drug Administration Department shall be responsible for:

a) Guide, monitor, urge, and inspect the implementation of this Circular;

b) Take the lead and coordinate with relevant units under the Ministry of Health to establish a reporting system for statistics in the field of drugs and cosmetics to serve the collection of statistical indicators listed in the unified statistical indicator list throughout the country;

c) Organize the collection, consolidation, and submission of reports to the Department of Planning and Finance for consolidation and publication of the list of statistical indicators.

2. The Department of Planning and Finance shall be responsible for:

a) Announce the list of statistical indicators for drugs and cosmetics based on the report collected and consolidated by the Drug Administration of Vietnam;

b) Collect and consolidate data of the statistical indicators assigned in the statistical indicators system for drugs and cosmetics and submit them to the Drug Administration of Vietnam for consolidation.

3. The Department of Health at provincial level is the main agency responsible for organizing the collection and consolidation of statistical information within its jurisdiction to serve the calculation of statistical indicators for drugs and cosmetics.

Article 4. Effective date

This Circular takes effect from July 1, 2020.

Article 5. Responsibilities for Implementation

The Director of the Office of the Ministry, the Inspector General, Heads of Departments, Directors of Bureaus, General Directors of General Departments under the Ministry of Health, Provincial Health Department Directors, and related agencies, organizations, and individuals are responsible for implementing this Circular. In the course of implementation, if there are any difficulties, agencies, organizations, and individuals shall promptly reflect them to the Drug Administration of Vietnam for consideration and resolution.

The number of pharmaceutical personnel is the total number of people trained in pharmaceuticals (including both civil servants and contractual employees) currently working in state administrative agencies, public institutions, production and business units, and other healthcare facilities (including both state-managed and private units) in a region at the time of reporting.

2. Major classification:

- Gender;

1. Concept, Calculation Method:

The value of domestically produced pharmaceuticals is the total production revenue of all pharmaceutical manufacturing enterprises nationwide.

2. Major classification:
