CIRCULAR
OF THE MINISTRY OF EDUCATION DECREE NO. 06/TT ON APRIL 9, 1975 GUIDING THE IMPLEMENTATION OF REGULATIONS AND POLICIES FOR BTVH TEACHERS
RURAL VOLUNTEER
To ensure the robust and steady development of the supplementary education program to meet the requirements stipulated in Resolution 22 and Directive 208 of the Central Committee of the Party, the supplementary education sector must have a strong and capable team of supplementary education teachers. Particularly in the vast rural areas, the team of volunteer supplementary education teachers must continue to be consolidated, developed, and continuously trained in their professional skills.
To encourage the above-mentioned team of teachers to fully utilize their capabilities and work enthusiastically, on May 17, 1961, the Prime Minister issued Circular No. 195-TTg setting forth the incentive system for cadres and supplementary education teachers working at agencies, enterprises, and agricultural, forestry, and fishery farms. Subsequently, the Ministry of Education and Finance issued Circular No. 54-TT/LB on December 15, 1961, guiding its implementation. On July 13, 1968, the Council of Ministers issued Directive No. 110-CP stipulating that "supplementary education teachers in rural areas and at agencies and enterprises are a large number of people who engage in production or work while participating in supplementary education teaching. This group needs to be stabilized without frequent changes and should be trained in teaching methods and experience. Monthly remuneration for these teachers shall be contributed by students through labor points or money; if insufficient, enterprises need to allocate from their enterprise fund to supplement, where there is no enterprise fund, the trade union fund will cover it, and in rural areas, the public welfare fund of the cooperative society will cover it..."
On December 3, 1973, the Ministry of Education issued the regulation on supplementary education schools for employees in rural areas (Decision No. 1251-QĐ) with the aim of ensuring the steady and stable development of the supplementary education movement in rural areas.
Now, the Ministry of Education, with the agreement of the Central Committee for Agriculture, based on the regulations and policies for rural volunteer supplementary education teachers already established by the Government in the aforementioned documents, provides additional guidance on the contents of those regulations and policies for localities to implement.
I - REGULATIONS ON THE WORK OF RURAL AMATEUR VOCATIONAL TEACHERS
1. PRINCIPLES: The number of days and hours spent teaching supplementary education and participating in production activities annually is determined by the educational program and the supplementary education teaching plan of each locality. The number of compulsory labor days for volunteer supplementary education teachers includes both agricultural labor days and teaching, lesson preparation, grading, and teaching material creation days, as well as attending professional meetings and training sessions.
2. In detail:
- For primary level teachers, for every hour of class teaching, one hour of lesson preparation, grading, and making teaching aids is required.
- For secondary level teachers, for every hour of class teaching, one and a half hours of lesson preparation, grading, and making teaching aids are required. Specifically, for literature teachers, two hours of lesson preparation, grading, and making teaching aids are required.
Annually, in addition to the teaching hours, lesson preparation, grading, and teaching material creation, primary and secondary level supplementary education teachers are entitled to 16 sessions (each session lasting 4 hours) for teacher group activities, professional council meetings, observation, and practice, 20 sessions for mid-term and year-end evaluations, preparation for the new academic year, and up to 15 to 20 days for attending professional training courses organized by higher authorities.
II - RIGHTS AND BENEFITS OF SUPPLEMENTARY EDUCATION TEACHERS
RURAL VOLUNTEER
1. Spiritual benefits.
a) Rural amateur vocational teachers are allowed to attend meetings to disseminate or study the policies and guidelines of the Party and State organized by the commune for commune cadres.
b) They are provided with training and professional development organized by higher education authorities.
c) If their educational level is still low, they are given priority to attend secondary and tertiary level supplementary education programs at their own expense within the county.
d) Each year, they are evaluated for their work performance, nominated for commendation titles, and awarded according to current regulations.
2. Material benefits.
It is necessary to ensure the living standards of volunteer supplementary education teachers comparable to other cadres in the commune, rewarding them appropriately for their assigned tasks, avoiding situations where their economic income, living conditions, and lifestyle fall behind those of other commune cadres.
a) Rural amateur vocational teachers (including general education teachers participating in supplementary education outside regular hours) engaged in teaching are entitled to the following monetary benefits:
- For each hour of teaching primary classes, they receive 0.30 dong.
- For each hour of teaching secondary classes, they receive 0.60 dong.
- Primary level teachers receive payment equivalent to one hour of teaching for every two hours of professional meetings and discussions on supplementary education-related matters.
- Secondary level teachers receive payment equivalent to one hour of teaching for every three hours of professional meetings or discussions on supplementary education-related matters.

b) Food allowance.
Even if the remuneration for rural amateur vocational teachers is paid in cash, all levels of government and cooperatives must ensure their food supply is comparable to other commune cadres.
3. Other benefits.
a) Volunteer supplementary education teachers may borrow textbooks of their own classes or subjects they are responsible for, reference books for teaching and training, and specialized journals on supplementary education for research purposes, and are provided with paper and ink for lesson preparation, chalk for writing on boards, and paper, ink, and chalk are budgeted according to the standard for general education teachers (paper and pen for lesson preparation throughout the year: primary school teachers: 6.70 dong, secondary school teachers: 8.30 dong; chalk for writing on boards throughout the year: 1 class of primary school: 4.60 dong; 1 class of secondary school: 9.80 dong). If volunteer supplementary education teachers only teach half (1/2) of the maximum hours of general education teachers, they are only budgeted at half (1/2) of the standard.
b) Rural volunteer supplementary education teachers also receive political, cultural, and professional training from the state, and when attending training courses, their travel and food expenses during the study period are covered according to the current regulations and funded by the education sector's budget.
c) In addition, part-time rural cultural supplementary teachers are entitled to the following benefits as village cadres in the following cases:
- They are subsidized by the authorities and the Cooperative for difficulties when their families encounter hardships such as natural disasters, crop failures, or prolonged illness;
- They enjoy medical benefits, receive treatment and compensation when teachers are ill or suffer accidents while performing supplementary education duties. Female supplementary education teachers are entitled to all benefits like female cooperative members when giving birth.
- The People's Committee or village applies reasonable civil service policies to ensure the maintenance of cultural supplementary classes;
- They are allocated secondary products by the Cooperative according to the general policy for village cadres and the Cooperative.
III - EXPENSES FOR REMUNERATION OF RURAL VOLUNTEER SUPPLEMENTARY EDUCATION TEACHERS
The regulations and policies for rural volunteer supplementary education teachers outlined in this circular are policies that have been stipulated in many documents. Now, the Ministry of Education has compiled and systematized them for localities to implement. During the implementation process, if any issues requiring modification or supplementation to meet current needs arise, localities should send their opinions to the Ministry for study and submission to the Government for decision.
To compensate part-time rural cultural supplementary teachers, localities need to utilize the following sources of funds:
1. Monthly tuition fees paid by students (Circular No. 195-TTg dated May 17, 1961 of the Prime Minister);
2. Village Cooperative public fund (Directive No. 110-CP dated July 12, 1968 of the Government);
3. Social security medical fund at the commune level (Circular No. 11-TC/TDT dated October 6, 1972 of the Ministry of Finance).
