DECISION OF THE MINISTER OF NATIONAL DEFENSE
Regarding the assignment of officers to the Education and Training Departments of central key provinces and cities

MINISTER OF NATIONAL DEFENSE
Pursuant to the Government Organization Law dated December 25, 2001;
Pursuant to the Law on Enactment of Regulatory Legal Documents dated November 12, 1996 and amended and supplemented on December 16, 2002;
Pursuant to Decree No. 41/CP dated July 5, 1996 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of National Defense,
Pursuant to the Government's Decree No. 15/2001/NĐ-CP dated May 1, 2001 on national defense education;
At the proposal of the Ministry of Education and Training and the General Staff,
Pursuant to …;
Article 1. Assign 26 officers to 26 Education and Training Departments of central key provinces and cities to assist the Department Directors in implementing national defense work and national defense education in their respective localities (attached list).
Article 2. The assigned officers shall have specific functions and tasks as follows:
1. Function: To advise the Department Director on directing and organizing the strict and effective implementation of the curriculum and program of national defense education subjects and to direct the implementation of certain aspects of military and national defense work within the education sector at the local level.
2. Tasks:
a) To advise the leadership of the Department on disseminating regulatory legal documents and directives concerning national defense and military education within the Department's agencies and schools under its management.
b) To propose all aspects related to national defense education; to organize coordination and cooperation with provincial agencies and departments to implement national defense education among students and trainees according to the requirements of the tasks.
c) To assist the leadership of the Department in managing and directing the development of study plans and methods for implementing national defense education subjects in high schools, vocational schools, and universities within the province, in accordance with local conditions.
d) To develop training and capacity-building plans for national defense education teachers in accordance with the plan of the Minister of Education and Training.
đ) To assist the Department Director in organizing the activities of self-defense forces in schools and agencies under the education and training sector in the locality.
e) To coordinate with the Civil Defense Committee to propose to the Provincial Military Command and the Department of Education and Training regarding annual inspections and reviews of national defense education among students and trainees.
h) To perform other tasks assigned by the Department Director.
Article 3. Standards, relationships, operational regulations, benefits, and other guarantees for the assigned officers.
1. Standards:
a) Officers must possess adequate qualifications, capabilities, and moral qualities to provide advice and effectively implement assigned tasks.
b) Must hold a bachelor's degree or higher.
c) Must have at least three years of experience in local military work and in training and education.
d) Officers assigned to the Department of Education and Training shall have a rank equivalent to a key assistant at the provincial level, from major to lieutenant colonel, exceptionally up to colonel.
2. Relationships, operational regulations, benefits, and other guarantees.
To be implemented in accordance with the provisions of current relevant documents.
Article 4. Responsibilities of functional agencies under the Ministry of National Defense.
1. The General Staff:
a) As the leading agency together with the Political General Department to assist the head of the Ministry of National Defense in coordinating and cooperating with functional agencies of the Ministry of Education and Training to organize and implement the assignment of officers to the Education and Training Departments according to the requirements of the tasks. Allocate personnel quotas for 26 Provincial Military Commands named in Article 1, each Provincial Military Command one officer, to be assigned to the Education and Training Departments.
b) To coordinate with functional agencies of the Ministry of National Defense, the Ministry of Education and Training, and related agencies and units to manage and inspect the implementation of the curriculum and program of national defense education subjects and in the implementation of national defense education at the local level by the assigned officers.
2. The Political General Department:
a) To coordinate with functional agencies of the General Staff, the Ministry of Education and Training, and related agencies to ensure the quantity and quality of assigned officers to the Education and Training Departments, meeting the standards and target groups to effectively fulfill assigned tasks.
b) To coordinate with functional agencies of the Ministry of National Defense and the Ministry of Education and Training to effectively carry out political and ideological education work, enhancing the sense of responsibility of the assigned officers.
Article 5. This Decision takes effect fifteen days from the date of publication in the Official Gazette.
Article 6. The Chief of the General Staff, the Director of the Political General Department, functional agencies of the Ministry of National Defense, and related units are responsible for enforcing this Decision.
