Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Education Law dated December 2, 1998;
Pursuant to Decree No. 43/2000/NĐ-CP dated August 30, 2000 of the Government detailing and guiding the implementation of certain provisions of the Education Law;
Pursuant to Decision No. 47/2001/QĐ-TTg dated April 4, 2001 of the Prime Minister approving the planning of the university network for the period 2001-2010;
CONSIDERING THE PROPOSAL OF THE PEOPLE'S COMMITTEE OF HAIPHONG CITY AT REPORT NO. 02/TT-UB DATED FEBRUARY 3, 2004 AND THE PROPOSAL OF THE MINISTRY OF EDUCATION AND TRAINING AT REPORT NO. 2195/TCCB DATED MARCH 22, 2004 ON CHANGING THE NAME OF HAIPHONG TEACHERS' UNIVERSITY TO HAIPHONG UNIVERSITY,

Article 1. CHANGE THE NAME OF HAIPHONG TEACHERS' UNIVERSITY TO HAIPHONG UNIVERSITY.
Article 2. HAIPHONG UNIVERSITY IS AN INSTITUTION OF HIGHER EDUCATION UNDER THE PEOPLE'S COMMITTEE OF HAIPHONG CITY AND SUBJECT TO THE STATE MANAGEMENT OF EDUCATION AND TRAINING BY THE MINISTRY OF EDUCATION AND TRAINING. THE UNIVERSITY HAS LEGAL PERSONHOOD, ITS OWN SEAL, AND SEPARATE ACCOUNTS.
Article 3. THE TASKS OF HAIPHONG UNIVERSITY ARE AS FOLLOWS:
1. TRAINING HIGHER EDUCATION PERSONNEL AND PERSONNEL AT LOWER LEVELS.
2. RESEARCH FOR ECONOMIC AND SOCIAL DEVELOPMENT.
Article 4. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
Article 5. The Ministers, Heads of ministerial-level agencies, Heads of government agencies, and Chairpersons of provincial People's Committees and municipal People's Committees directly under the Central Government are responsible for enforcing this Decision./.
