ISSUING REGULATIONS ON THE ORGANIZATION AND OPERATION OF CULTURAL ACTIVITIES FOR STUDENTS IN UNIVERSITIES AND COLLEGE VOCATIONAL EDUCATION INSTITUTIONS

THE MINISTER OF EDUCATION AND TRAINING

Pursuant to Decree No. 178/2007/ND-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
Pursuant to Decree No. 32/2008/ND-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
Pursuant to Decree No. 75/2006/ND-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law;
On the proposal of the Director of the Department of Student Affairs;

DECISION:

Article 1.The accompanying Decision promulgates Regulations on organizing cultural activities for students in universities and college vocational education institutions.

Article 2.These regulations shall take effect fifteen days from the date of publication in the Official Gazette. All previous regulations that conflict with these regulations are hereby abolished.

Article 3.The Heads of the Office, the Director of the Department of Student Affairs, the Heads of relevant units under the Ministry of Education and Training, the Directors of provincial Departments of Education and Training, the Rectors of universities and colleges, and the Principals of vocational colleges are responsible for implementing this Decision.

REGULATIONS

REGULATIONS ON THE ORGANIZATION AND OPERATION OF CULTURAL ACTIVITIES FOR STUDENTS IN UNIVERSITIES AND COLLEGE VOCATIONAL EDUCATION INSTITUTIONS

(Issued together with Decision No. 60/2008/QD-BGDĐT dated November 5, 2008 of the Minister of Education and Training)

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation and Applicability

1. This document stipulates the organization and operation of cultural activities for students in universities and college vocational education institutions, including: content and forms of cultural activities; implementation procedures; responsibilities of related agencies; reporting, inspection, supervision, commendation, and violation handling systems.

2. These regulations apply to universities and college vocational education institutions, including universities, academies, university-level institutions, colleges, and vocational colleges (hereinafter referred to as schools).

Article 2. Interpretation of Terms

In this document, the following terms are understood as follows:

Culturerefers to material and spiritual values created by people throughout history. It is the spiritual life of people.

Mass culturerefers to cultural activities serving the masses and participated in by large numbers of people..

Cultural activities of studentsrefer to mass cultural activities aimed at enhancing the spiritual life of students.

Cultural behaviorrefers to human conduct demonstrating civility in a specific context.

Cultural exchangerefers to meetings and exchanges of cultural activities between individuals or communities.

Article 3. Purpose of organizing cultural activities for students

1. To contribute to nurturing personality and providing comprehensive education for students; at the same time, forming a healthy cultural environment in schools.

2. To create conditions for students to develop their ability to recognize, participate in creative activities, and form aesthetic behavioral patterns.

3. To provide opportunities for students to entertain, reduce academic and research pressures.

Article 4. Requirements for organizing cultural activities for students

Recognizing that organizing cultural activities for students is part of comprehensive education, ensuring continuous improvement in aesthetic taste, artistic appreciation skills, and participation in mass cultural activities among students.

Article 5. Principles for organizing cultural activities for students

Organizing cultural activities for students in schools must ensure the following principles:

1. Consistent with the Party's policies, state laws, specific conditions in Vietnam, and the age group of students; ensuring class character, national identity, and humanistic nature in the overall cultural activities of the school.

2. Ensuring the harmonious implementation of basic functions of culture.

3. Closely combining with other school activities.

4. Not organizing activities or promoting content contrary to the Party's policies, state laws, or inconsistent with educational orientation.

5. Enhancing socialization of cultural activities.

Chapter II

CONTENT AND FORMS OF ORGANIZING CULTURAL ACTIVITIES FOR STUDENTS

Article 6. Requirements for cultural behavior of students

1. Demonstrating a spirit and will to lift Vietnam out of poverty and backwardness; possessing professional integration capabilities.

2. Handling personal and collective relationships harmoniously, being concerned about common interests; knowing how to communicate and interact in work and social relations.

3. Living a healthy lifestyle, practicing civilized habits, respecting laws and traditional ethics; being thrifty, honest, benevolent, and environmentally conscious.

4. Having a sense of conscience and professional ethics, effectively utilizing trained expertise upon graduation; being flexible and having creative thinking abilities.

5. Possessing knowledge and understanding of various cultural fields and societal knowledge. Having aesthetic levels, appreciating and recognizing beauty, criticizing ugliness; having the ability to participate in sports activities and take care of personal health.

Article 7. Content of cultural activities for students

1. Educating and praising the fine traditions of the nation, revolutionary traditions, promoting the Party's viewpoints and state policies and laws.

2. Educating moral conduct, sense of responsibility, civic duties, patriotism, love for socialism, ethics, lifestyle, cultural customs, history, ethnic identity, and the finest cultural achievements of humanity.

3. Reflecting the aspirations, emotions, responsibilities of student youth towards friendship, love, family, teachers, school, and community.

4. Praising positive expressions and criticizing negative trends in interpersonal relationships, with human heritage, and the surrounding environment.

Article 8. Basic forms of cultural activities for students

1. Organizing reading rooms, research, and understanding through book systems, newspapers, magazines, and other information and communication means.

2. Organizing clubs for students to participate in cultural and artistic activities, mass culture, aesthetic creativity such as literature, music, painting, theater, cinema, and other art fields; organizing regular cultural performances and film screenings for students.

3. Organizing activities to repay kindness, remember the source of water, humanitarianism, volunteering, environmental protection, and other activities.

4. Organizing for students to listen to current affairs, political, social reports, ideological political life, updating information, organizing contests to understand political and social fields; cultural exchanges between domestic and international students and different social strata.

5. Other activities.

Chapter III

IMPLEMENTATION

Article 9. Annual Cultural Activity Plan

1. Cultural activities for students must be linked to significant national events, historical and traditional events of the school and locality, and activities as prescribed by the sector.

2. Schools build plans to organize cultural activities for students annually, semesterly, or quarterly but must ensure at least two activities are organized in each semester or at least one activity in each quarter.

3. Each student must participate in at least four cultural activities organized or jointly organized by the school in one academic year.

Article 10. Implementation Measures

1. Annually, schools base on the provisions of this document and specific conditions of the school and locality to build plans and implement cultural activities for students from the first year to the final year.

2. Closely cooperate with management agencies, cultural organizations, arts organizations, Ho Chi Minh Communist Youth Union, Vietnam Student Association, Vietnam Youth Federation, and other organizations within the school to build implementation plans suitable for specific conditions of the unit.

3. Strengthen the organization of mass cultural activities, cultural exchanges, and specialized cultural, social, and vocational introductions so that students can directly participate.

4. Organize cultural activities for students according to extracurricular education methods, integrating them into related subjects and adapting to individual conditions, capabilities, and talents.

5. Proactively coordinate with students' families and relevant social agencies during the implementation of this Regulation.

6. The school principal is responsible for directing, concretizing the contents of this Regulation into school regulations to organize implementation, inspect, and evaluate results.

Article 11. Funds

1. Annually, the school allocates appropriate funds to cover the costs of implementing tasks related to organizing cultural activities for students.

2. Funds allocated for cultural activities include:

a) State budget funds as prescribed;

b) Donations and support from organizations and individuals both domestically and internationally as prescribed by law;

c) Other legitimate sources of income of the school (if any).

Chapter IV

RESPONSIBILITIES OF THE DEPARTMENT OF EDUCATION AND TRAINING DIRECTOR; REPORTING REGIME; INSPECTION AND AUDIT; REWARD AND DISCIPLINARY ACTION FOR VIOLATIONS

Article 12. Responsibilities of the Department of Education and Training Director

Advise the People's Committee of the province, centrally governed city on directing, urging, inspecting, and periodically organizing mid-year and year-end reviews of the implementation of this Provision for schools under their jurisdiction.

Article 13. Reporting regime

At the end of the academic year, the Departments of Education and Training and the schools shall report to the Ministry of Education and Training and the direct supervisory authority on the results of organizing cultural activities for students and trainees.

Article 14. Inspection and Audit

The Ministry of Education and Training, the competent authorities, state management bodies for culture, and the schools shall organize inspections and checks on the organization of cultural activities for students and trainees according to their respective authorities.

Article 15. Rewards and Handling of Violations

1. The results of implementing the Provision on organizing cultural activities for students and trainees shall be a criterion for assessing competition and rewarding the Departments of Education and Training and the schools.

2. Based on the results of participating in cultural activities, the schools shall promptly reward groups and individuals of students and trainees, and teaching staff who have outstanding achievements in participating in and organizing cultural activities.

3. Organizations and individuals violating the provisions when implementing this Provision shall be subject to handling according to regulations.
