Guidelines for Implementing the Position Allowance System for Leadership Positions within Environmental Control Agencies
under the Bureaus under the General Department of Environment under the Ministry of Natural Resources and Environment

Pursuant to Decree No. 21/2013/NĐ-CP dated March 4, 2013, promulgated by the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;
Pursuant to Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on the Salary System for Civil Servants, Public Officials, and Military Personnel;
Pursuant to Decision No. 25/2014/QĐ-TTg dated March 25, 2014 of the Prime Minister stipulating the functions, tasks, powers, and organizational structure of the General Department of Environment under the Ministry of Natural Resources and Environment;
Pursuant to the unified opinion of the Ministry of Home Affairs in Circular No. 4638/BNV-TL dated November 3, 2014 and of the Ministry of Finance in Circular No. 5079/BTC-HCSN dated April 18, 2014;

The Minister of Natural Resources and Environment promulgates this Circular guiding the implementation of the position allowance system for leadership positions within Environmental Control Agencies under the Bureaus under the General Department of Environment under the Ministry of Natural Resources and Environment.
Article 1. Scope and Applicability
This Circular provides for the implementation of the position allowance system for leadership positions for civil servants appointed to leadership positions within Environmental Control Agencies under the Bureaus under the General Department of Environment under the Ministry of Natural Resources and Environment.
Article 2. Position Allowance for Leadership Positions
1. The level of position allowance for leadership positions within Environmental Control Agencies under the Bureaus under the General Department of Environment under the Ministry of Natural Resources and Environment shall be as follows:

2. Principles and circumstances for receiving, ceasing to receive position allowances, and methods of payment shall be implemented in accordance with the provisions of Circular No. 02/2005/TT-BNV dated January 5, 2005 of the Minister of Home Affairs guiding the implementation of the position allowance system for leadership positions for cadres, civil servants, and public officials, and Circular No. 83/2005/TT-BNV dated August 10, 2005 of the Minister of Home Affairs guiding amendments and supplements to the promotion salary system and other position allowances for cadres, civil servants, and public officials.
Article 3. Effectiveness and Responsibility for Implementation
1. This Circular takes effect from January 1, 2015.
2. The General Department of Environment Director is responsible for directing the Bureaus under their jurisdiction to review organizational structures and leadership positions to uniformly implement the position allowance system for leadership positions in accordance with the guidelines set forth in this Circular.
3. The Director of the Cadre and Civil Servant Organization Department and heads of relevant units directly under the Ministry of Natural Resources and Environment are responsible for guiding and supervising the implementation of the provisions of this Circular.
4. In case of difficulties or obstacles during implementation, organizations and individuals should report to the Ministry of Natural Resources and Environment (through the Cadre and Civil Servant Organization Department) for consideration and decision./.
