Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to Decree No. 08/2005/NĐ-CP dated January 24, 2005 of the Government on planning construction;

Considering the proposal of the Management Board of the Bo Y International Border Economic Zone, Kon Tum Province at Report No. 17/TT-BQLCKBY dated February 7, 2006 and of the Ministry of Construction at Report No. 07/TTr-BXD dated April 6, 2006 regarding the approval of the task to adjust the Master Plan for Construction of the Bo Y International Border Economic Zone, Kon Tum Province,

Pursuant to …;

Article 1. Approve the task to adjust the Master Plan for Construction of the Bo Y International Border Economic Zone, Kon Tum Province until 2025 with the main contents as follows:

1. Scope of study: The Bo Y International Border Economic Zone, Kon Tum Province includes Plei Kần Town, border urban area, and six communes: Sa Loong, Dak Kan, Bo Y, Dak Su, Dak Nong, and Dak Duc, with a total natural area of approximately 68,570 hectares.

2. Nature: The Bo Y International Border Economic Zone is a center for linkage along the East-West economic corridor within the development triangle of Vietnam-Laos-Cambodia; it has an important position in terms of economy, society, security, and defense.

3. Scale:

a) Population scale:

- By 2015, about 150,000 people; of which, urban population is about 100,000 people.

- By 2025, about 290,000 people; of which, urban population is about 220,000 people.

b) Land scale:

Urban construction land by 2015 is approximately 9,000 hectares; by 2025 is approximately 15,000 hectares.

4. Orientation for spatial development and architectural landscape:

a) Spatial development direction:

- Northward: develop along the Ho Chi Minh Highway.

- Southward: develop along National Highway 14C.

- Eastward: develop towards Plei Kần Town.

- Westward: develop along National Highway 40, roads A1, A2, A3, A4, A5 to the area adjacent to the border with Laos and Cambodia.

b) Functional zones:

- Commercial and industrial zone: located in Dak Su Commune along National Highway 40; roads A1 and A2 adjacent to Bo Y Commune.

- Border management and control zone: located in Bo Y Commune, within the Central Zone (Zone I) of the approved master plan.

- Urban zone: including four main areas as follows:

+ Eastern Area: includes expanded Plei Kần Town along the Ho Chi Minh Highway to the border with Dak To District.

+ Western Area: along National Highway 40 from Dak Su and Bo Y Communes to the border with Laos and Cambodia.

+ Southern Area: along National Highway 14C, Sa Loong Commune, and Nong Trai 732 (belonging to the 15th Military Region).

+ Northern Area: about 5 kilometers north of Plei Kần Town along the Ho Chi Minh Highway to the border with Dak Glei District.

- Tourism and service zone: interspersed between urban areas and other functional zones.

- Agricultural and forestry development zone: interspersed throughout the Bo Y International Border Economic Zone.

- Airport: study and determine the location and land for airport construction within the Bo Y International Border Economic Zone to be able to invest at an appropriate stage.

5. Orientation for infrastructure development planning:

The infrastructure planning of the Bo Y International Border Economic Zone shall be carried out according to the standards and regulations already issued and the criteria specified in Decree No. 72/2001/NĐ-CP dated October 5, 2001 of the Government on classification and management levels of urban areas.

6. Planning products:

The adjusted Master Plan for Construction of the Bo Y International Border Economic Zone until 2025 shall be implemented in accordance with Decree No. 08/2005/NĐ-CP dated January 24, 2005 of the Government on planning construction and Circular No. 15/2005/TT-BXD dated August 19, 2005 of the Ministry of Construction guiding the preparation, review, and approval of construction plans.

7. Progress in preparing, reviewing, and approving the plan:

- Study and prepare the plan: from April 2006 to September 2006.

- Report to seek opinions from relevant ministries, sectors, and localities: October 2006.

- Review: November 2006.

- Complete the dossier and submit for approval: December 2006.

8. Organization for preparing, reviewing, submitting, and approving the plan:

- Approval authority: Prime Minister.

- Review authority: Ministry of Construction.

- Managing authority and submission for approval: Management Board of the Bo Y International Border Economic Zone.

- Project owner for the planning project: Management Board of Investment Projects in the Bo Y International Border Economic Zone.

Article 2. Direct the Management Board of the Bo Y International Border Economic Zone:

- Organize the preparation of the adjusted Master Plan for Construction of the Bo Y International Border Economic Zone until 2025 according to the approved planning task.

- Issue the Construction Management Regulations after the adjusted Master Plan for Construction of the Bo Y International Border Economic Zone is approved.

- Organize the preparation, review, and approval of detailed plans and investment projects in the area according to current regulations.

Article 3. This Decision takes effect from the date of signature.

Ministries: Construction, Planning and Investment, Finance, Trade; Management Board of the Bo Y International Border Economic Zone; People's Committee of Kon Tum Province and related ministries and sectors are responsible for implementing this Decision./.
