Pursuant to Decree No. 13/2014/NĐ-CP dated February 25, 2014 of the Government detailing and providing implementation measures for the Law on National Defense and Security Education;
Considering the proposal of the Minister of Education and Training,
DECISION:
Article 1. Approves the Project “Training teachers and lecturers for national defense and security education for secondary schools, vocational colleges, technical colleges, vocational colleges, and higher education institutions until 2020” (hereinafter referred to as the Project) with the following main contents:
I. OBJECTIVES
By 2020, ensure training to meet 90% of the demand for teachers and 70% of the demand for lecturers in national defense and security education teaching at secondary schools, vocational colleges, technical colleges, vocational colleges, and higher education institutions.
II. TASKS AND SOLUTIONS
1. Building content, curriculum, textbooks, and opening majors for training teachers and lecturers in national defense and security education at the university level:
a) Determining the training major, type, and duration as follows:
- Training major name: National Defense and Security Education;
- Type of training: Regular;
- Duration of training and admission criteria:
+ Regular full-time training for four years with candidates being those who have completed high school or equivalent according to the regulations of the Ministry of Education and Training;
+ Second bachelor's degree program, concentrated for 24 months with candidates being those who have completed a bachelor's degree in other fields;
+ Second bachelor's degree program, concentrated for 18 months with candidates being current teachers and lecturers from educational and vocational training institutions who have completed a bachelor's degree in another field and hold a short-term certificate in national defense and security education (training period of six months or more);
- Graduation diploma: Bachelor of National Defense and Security Education;
b) Organizing the development of content, curriculum, and textbooks for training teachers and lecturers in national defense and security education at the university level, ensuring a reasonable amount of knowledge, balanced between national defense and security education knowledge and pedagogical knowledge;
c) Opening majors for training according to current regulations.
2. Identifying training institutions and organizing admissions for training
a) The higher education institutions assigned the task of training include:
- Hanoi National University of Education;
- Hanoi National University of Education 2;
- Vinh University;
- Ho Chi Minh City National University of Education;
- Da Nang University of Education;
- Political Academy;
- Tran Quoc Tuan University;
- Nguyen Hue University;
- Tran Dai Nghia University;
- Ngo Quyen University;
- Telecommunications University;
- Border Guard Academy.
b) Organizing admissions and training
- Admitting students for regular full-time training for four years and second bachelor's degree programs according to the current regulations of the Ministry of Education and Training;
- Organizing training according to a unified content, curriculum, and textbook for national defense and security education in the assigned training institutions.
3. Student benefits and policies
a) Students in the national defense and security education training major will enjoy the following benefits: tuition fees, military uniforms, support for equipment for study, food, accommodation, health insurance, and support for activities related to Party work and political work as stipulated currently for cadets studying at military academies under the Ministry of National Defense;
b) Graduates, including female graduates, if they meet the health standards and voluntarily register, will be considered for the rank of reserve officer according to the Law on Officers of the Vietnam People's Army and the Government's regulations on reserve officers of the Vietnam People's Army; they will be given priority in recruitment as teachers at secondary schools, vocational colleges, technical colleges, vocational colleges, and higher education institutions.
4. Content and funding at training institutions and the Steering Committee implementing the Project
The content and funding for the activities of training institutions and the Steering Committee implementing the Project will be applied according to current regulations, including: funding for building curricula and opening majors for training; funding for compiling, reviewing, printing, and distributing textbooks and materials for training; management, operation, organization of conferences, seminars, mid-term and final reviews, competitions, and awards; funding for purchasing equipment, weapons, and specialized explosives for teaching purposes.
5. Funding for implementing the Project
The funding for implementing the Project will be guaranteed by the state budget and allocated annually according to plans for training institutions and the Steering Committee implementing the Project according to the current regulations of the State Budget Law.
Article 2. Implementation
1. Ministry of Education and Training
a) Taking the lead and coordinating with relevant ministries and agencies to direct and guide the implementation of the Project. Organizing the development and issuance of curricula and textbooks, and opening majors for training teachers in national defense and security education at the university level according to regulations;
b) Taking the lead and coordinating with the Ministry of National Defense to develop plans for training teachers and lecturers in national defense and security education, allocating quotas for training institutions, ensuring the progress of the Project;
c) Coordinating with the Ministry of National Defense to guide the assessment of reserve officer ranks for annual graduates according to the regulations of the Ministry of National Defense; coordinating with the Ministry of Finance to build budgets and allocate annual funding for the tasks of the Project according to regulations; coordinating with the Ministry of Home Affairs to guide the preferential recruitment of graduates as teachers and lecturers at educational and vocational training institutions.
d) Regularly organize inspections, urge, and evaluate the implementation results of the Project; conduct annual summaries and report regularly to the Prime Minister on the implementation outcomes.
Directing and guiding functional agencies to coordinate with the Environmental Crime Prevention Police Force
a) Take the lead and coordinate with the Ministry of Education and Training to establish regulations for awarding military ranks to reserve officers for graduates from national defense and security education majors;
b) Coordinate with the Ministry of Education and Training to develop content, programs, and textbooks for training; direct higher education institutions under its jurisdiction tasked with training teachers and lecturers in national defense and security education to adequately prepare technical facilities, weapons, explosive materials, teaching staff, and implement training activities according to the plan and schedule, ensuring quality.
3. Ministry of Finance
Take the lead and coordinate with the Ministry of Education and Training to formulate plans and ensure funding for the annual implementation of the Project in accordance with current regulations.
4. The Ministry of Home Affairs
Take the lead and coordinate with the Ministry of Education and Training to plan the teaching staff, guide localities, educational and training institutions, and vocational training centers in recruiting graduates from national defense and security education majors as teachers and lecturers, meeting staffing needs, organizational structures, and ensuring benefits and policies as prescribed.
5. The Ministry of Public Security
Closely coordinate with the Ministry of Education and Training in developing content, programs, and textbooks for training and implementing tasks of the Project within their functions.
6. The Ministry of Labor, Invalids and Social Affairs
Coordinate with the Ministry of Education and Training to guide vocational training centers in formulating plans to standardize teaching staff in national defense and security education, recruiting graduates as teachers at affiliated vocational training centers.
7. People's Committees of Provinces and Centrally-Administered Cities
a) Direct departments and sectors to determine staffing levels and prioritize recruitment of graduates from national defense and security education majors as teachers and lecturers at affiliated educational and training institutions.
b) Direct affiliated educational and training institutions to review and develop training and recruitment plans for teaching staff in national defense and security education in accordance with regulations; coordinate with relevant ministries and agencies to implement the dispatch and training program as guided by the Ministry of Education and Training.
8. Higher education institutions assigned the task of training shall be responsible for preparing sufficient conditions regarding personnel and infrastructure to support training activities according to the assigned plan; organize admissions, training, and certification in accordance with the guidance of the Ministry of Education and Training.
Article 3. Effectiveness and Responsibility for Implementation
1. This Decision takes effect from the date of issuance. This Decision replaces Decision No. 472/QĐ-TTg dated April 12, 2010 of the Prime Minister approving the Project "Training Teachers for National Defense and Security Education for Secondary Schools, Vocational Colleges, and Vocational Schools for the Period 2010-2016".
2. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial People's Committees directly under the central government are responsible for implementing this Decision./.
