CIRCULAR

Guidelines for Developing Farm Economic Planning

To implement Resolution No. 03/2000/NQ-CP dated February 2, 2000 of the Government on Farm Economy, the Ministry of Agriculture and Rural Development provides guidelines for developing farm development planning as follows:

I. OBJECTIVES AND REQUIREMENTS

- Promote farm economy development in accordance with local agricultural and rural development plans to address spontaneous growth, low efficiency, and lack of sustainability.

- Efficiently utilize land, water, biological resources, labor, capital, and other economic potentials to produce high-quality and valuable goods, create employment, and increase farmers' income.

- Establish concentrated production areas for crops and livestock that are strengths of each region, linked with processing and product consumption.

- Construct infrastructure and services to support intensive farm economic development, achieving high efficiency.

- Develop farm economies ensuring environmental protection requirements and sustainable production.

II. CONTENT OF FARM DEVELOPMENT PLANNING

1- Land Use Planning

- Conduct inspections to understand the current land usage for agriculture and forestry; idle hillside land, riverbank, coastal, and water surface lands capable of being developed for agricultural, forestry, and fisheries activities under the farm model; clearly indicate land for planting industrial crops, grasslands, forest development, aquaculture areas, and land for industry and service development.

- Allocate idle hillside land, coastal riverbank land, and degraded land to organizations and individuals capable of developing farm economies through leasing, renting, or bidding.

- The above contents must be reflected on large-scale maps. In places where such maps are not available, temporary diagrams may be used.

2- Agricultural and Forestry Production Planning and Processing and Product Consumption

- Based on market conditions, land, water sources, climate, traditional experience... arrange major crop and livestock types in the farm development area to guide individual farm owners. For regions with abundant land, develop combined crop cultivation and animal husbandry, aquaculture to produce various goods for domestic and export markets. For regions with limited land but dense population, develop industries requiring less land but yielding high returns such as seed production, flower and ornamental plant cultivation, special livestock breeding, and combine with service and industry activities to employ more labor and achieve high economic returns.

- Determine stable forest sections for different tree species in the farm development area to serve as the basis for allocating or contracting forest protection responsibilities to farm owners according to Decree No. 163/1999/NĐ-CP dated November 16, 1999 of the Government on allocating and leasing forestry land to organizations, households, and individuals for long-term and stable use for forestry purposes. Identify the main tree species for afforestation.

- Determine the direction for processing development; select appropriate processing technologies for each region to guide farms in application, focusing on medium and small scales, applying modern technology while improving traditional methods.

- Arrange irrigation facilities, transportation, electricity, telecommunication... to support farm development in concentrated areas, especially new land areas. Clearly define investment sources. The State supports investment in common projects for the entire region. Internal investments within farms should be undertaken by farm owners in line with overall development planning.

- Form a network of seedling production and supply, plant protection, veterinary, agricultural extension... institutions on the territory, combining state-owned institutions with other economic sectors. Support farms capable of providing technical services to other farms and households in the region.

- Encourage joint ventures and collaborations between farms and state-owned enterprises and other economic sectors on the territory for production, processing, and product sales.

4- Human Resource Development Planning

- Determine training needs and support for farm owners to enhance scientific and technological knowledge, management skills, particularly marketing and economic accounting knowledge through short-term courses and long-term training programs.

- Strengthen exchanges of management experiences and application of science and technology among farms.

5- Environmental Protection

Clearly specify requirements for farms regarding forest protection, land conservation, water source protection, pollution prevention from waste, especially for farms operating on sloping lands and large-scale livestock farms, guiding appropriate waste treatment and environmental protection measures.

III. METHODS OF IMPLEMENTATION

1- Investigate existing farm economies on the territory regarding quantity, scale, production results, and income. Evaluate advantages and difficulties in developing farm economies locally.

2- Inherit and refer to existing local planning documents on agricultural and rural development and land use planning, supplementing surveys to assess the advantages and limitations of each region.

3- Gather information and forecasts about markets, scientific and technological progress, and technology to base farm production planning.

4- During the planning formulation and implementation process, organize discussions with farmers on production directions, processing, and product consumption of farms, coordinate infrastructure construction and service development projects to meet the development needs of farms and households in the region.

IV. IMPLEMENTATION

1- Entrust the Department of Planning and Planning to lead and coordinate with the Institute of Agricultural Planning and Design, the Institute of Forest Survey and Planning, and the Institute of Irrigation Planning to direct content and methods, assist localities in implementing farm development planning suitable for specific conditions in each locality.

2- The Provincial Department of Agriculture and Rural Development shall take the lead in coordinating with relevant sectors to organize and direct the preparation of plans for the development of farms in their respective localities, to be submitted to the People's Committee at the appropriate level for approval in 2000-2001, serving as a basis for implementation in subsequent years.

3- The cost of preparing farm plans shall be funded from the provincial budget. The central budget shall invest in pilot projects in certain regions to draw lessons.
