 THE MINISTER OF THE MINISTRY OF HOME AFFAIRS

Pursuant to Decree No. 116/2003/NĐ-CP dated October 10, 2003 of the Government on recruitment, utilization, and management of officials and civil servants in state-run units (hereinafter referred to as Decree No. 116/2003/NĐ-CP);

Pursuant to Decree No. 45/2003/NĐ-CP dated May 9, 2003 of the Government stipulating functions, tasks, powers, and structure of the Ministry of Home Affairs;

Considering the proposal of the Director of the Civil Servant and Public Official Department,

DECISION:

Article 1. Issuing job titles and code numbers for certain categories of staff including:

1. Education and Training:

- Senior Kindergarten Teacher (college level) - Code number 15a.206;

- Advanced Kindergarten Teacher (university level) - Code number 15a.205;

- Senior Primary School Teacher (college level) - Code number 15a.204;

- Advanced Primary School Teacher (university level) - Code number 15a.203;

- Junior High School Teacher (college level) - Code number 15a.202;

- Senior Junior High School Teacher (university level) - Code number 15a.201;

- High School Teacher not meeting standards (below university level) - Code number 15c.207;

- Junior High School Teacher not meeting standards (below college level) - Code number 15c.208;

- Primary School Teacher not meeting standards (below secondary school level) - Code number 15c.209;

- Kindergarten Teacher not meeting standards (below secondary school level) - Code number 15c.210;

2. Culture - Information:

- College-level Radio Announcer (college level) - Code number 17a.211;

- College-level Film Cameraman (college level) - Code number 17a.212;

- College-level Methodologist (college level) - Code number 17a.213;

- Radio Announcer not meeting standards (below college level) - Code number 17a.214;

- Film Cameraman not meeting standards (below college level) - Code number 17a.215;

- Methodologist not meeting standards (below college level) - Code number 17a.216.

Article 2.

The educational qualifications according to the major of the job titles specified in Article 1 of this Decision must be consistent with the specialty of the staff member currently holding the position;

The job titles and code numbers of the categories of staff specified in Article 1 of this Decision shall serve as the basis for ministries, sectors, and localities to implement new salary adjustments as prescribed;

Ministries managing specialized staff categories pursuant to Decree No. 116/2003/NĐ-CP shall review areas that currently lack job titles and code numbers for specialized staff and submit them to the Ministry of Home Affairs for unified issuance as a basis for ministries, sectors, and localities to implement new salary adjustments as prescribed.

Article 3. The Ministry of Education and Training, the Ministry of Culture, Sports and Tourism shall base on the job titles of the categories of staff specified in Article 1 of this Decision to establish professional standards for the categories of staff for the Ministry of Home Affairs to unify issuance. The system of professional standards for the categories of staff serves as the basis for ministries, sectors, and localities to implement recruitment, utilization, and management of specialized staff as prescribed by law.

Article 4. This Decision takes effect fifteen days from the date of publication in the Official Gazette.

Article 5. The Minister, Heads of Ministries equivalent to Ministries, Heads of Government Agencies, Chairpersons of People's Committees of provinces and centrally governed cities are responsible for implementing this Decision./.
