CIRCULAR

Provisions on the model of the Citizen Identity Card

The Minister of National Defense hereby issues this Circular amending and supplementing certain articles of normative legal documents within the competence to issue of the Minister of National Defense related to the declaration of personal information when performing administrative procedures.

Pursuant to Decree No. 106/2014/NĐ-CP dated November 17, 2014, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;

At the proposal of the Director of the General Police Department;

The Minister of Public Security issues the Circular stipulating the model of the Citizen Identity Card.

Article 1. Scope of Regulation

This Circular specifies in detail the shape, size, format, other languages, material, content of the Citizen Identity Card, and the responsibilities of police units in producing and managing samples of Citizen Identity Cards.

Article 2. Applicability

1. Vietnamese citizens aged 14 years old and above shall apply for issuance, replacement, or reissuance of the Citizen Identity Card.

2. Public security units and localities.

3. Agencies, organizations, and individuals related to the production, issuance, and management of the Citizen Identity Card.

Article 3. Shape, Size, Content, Format, and Material of the Citizen Identity Card

1. Shape and size

The Citizen Identity Card is rectangular with rounded corners, measuring 85.6 mm in length, 53.98 mm in width, and 0.76 mm in thickness.

2. Content

a) The front side of the Citizen Identity Card includes the following information:

- On the left side, from top to bottom: the National Emblem of the Socialist Republic of Vietnam with a diameter of 14 mm; a photograph of the cardholder measuring 20 mm x 30 mm; validity period;

- On the right side, from top to bottom: SOCIALIST REPUBLIC OF VIET NAM, Independence - Freedom - Happiness; the phrase "CITIZEN IDENTITY CARD"; number; full name; date of birth; gender; nationality; place of origin; place of residence;

b) The back side of the Citizen Identity Card includes the following information:

- At the top is a two-dimensional barcode;

- On the left side, there are two boxes: the upper box contains the fingerprint of the left index finger; the lower box contains the fingerprint of the right index finger of the cardholder;

- On the right side, from top to bottom: personal characteristics of the cardholder; date of issuance of the Citizen Identity Card; full name, middle name, title, signature of the authorized issuer, and the stamp bearing the National Emblem of the issuing authority;

3. Specifications

a) Both sides of the Citizen Identity Card are printed with light blue patterns. The front side includes images of bronze drums, a map of Vietnam, lotus flowers, and decorative patterns. The back side includes patterns combined with intersecting diagonal curved lines;

b) The National Emblem and the photograph of the citizen are directly printed in color on the Citizen Identity Card;

c) Colors of the text on the Citizen Identity Card

- The phrase "SOCIALIST REPUBLIC OF VIET NAM", Independence - Freedom - Happiness; personal information of the cardholder; fingerprints of the left index finger, fingerprints of the right index finger, date of issuance; expiration date; personal characteristics of the cardholder; full name, middle name, title, signature of the authorized issuer are black;

- The phrase "CITIZEN IDENTITY CARD" and the Citizen Identity Card number are red;

- The text: Number; full name; date of birth; gender; nationality; place of origin; place of residence; validity period; personal characteristics; left index finger; right index finger; date; title of the authorized issuer are blue;

d) Security foil is attached to the back side of the Citizen Identity Card;

đ) The two-dimensional barcode storing basic information of the cardholder is black.

4. Material

The Citizen Identity Card is produced using plastic material, with both sides coated with a thin transparent plastic film.

Article 5. Other Languages on the Citizen Identity Card are specified in detail when Vietnam signs international treaties or agreements allowing citizens of the contracting states to use the Citizen Identity Card instead of passports within each other's territories.

Article 4. Stamp on the Citizen Identity Card

The stamp on the Citizen Identity Card uses red ink and is the stamp with a miniature National Emblem of the Department of Registration, Residency Management, and National Population Data, General Police Department, Ministry of Public Security.

Article 5. Term of Use of the Citizen Identification Card

The term of use of the Citizen Identification Card shall be calculated according to the age for replacing the Citizen Identification Card as prescribed in Article 21 of the Law on Citizen Identification Cards.

Article 6. Effective Date and Transitional Provisions

1. This Circular takes effect from January 1, 2016, and replaces Circular No. 57/2013/TT-BCA dated November 13, 2013, issued by the Minister of Public Security regarding the model of Identity Card.

2. The model of the Citizen Identification Card prescribed in Article 3 of this Circular shall be applied from January 1, 2016. Localities that have not yet had the conditions to issue, replace, or reissue Citizen Identification Cards according to the model prescribed in this Circular shall continue to implement according to Decision No. 998/2001/QĐ-BCA(C11) dated October 10, 2001, issued by the Minister of Public Security on issuing forms used in administrative management work related to public order for issuing, replacing, or reissuing Identity Cards, and must unify implementation according to the model prescribed in this Circular no later than January 1, 2020.

Article 7. Responsibility for Implementation

1. Responsibilities of the General Police Department

a) Guide, inspect, and urge the implementation of this Circular;

b) In October each year, prepare the forecast of the need for Citizen Identification Cards nationwide for the following year and submit it to the Logistics and Technical General Department for production of the Citizen Identification Card models;

c) Receive the Citizen Identification Card models handed over by the Logistics and Technical General Department for production of Citizen Identification Cards; strictly manage the Citizen Identification Card models according to the operational documentation system of the Public Security sector;

d) Uniformly manage and inspect Citizen Identification Cards nationwide;

đ) If the Citizen Identification Card models are damaged during production or storage, they must be counted and an annual record of destruction must be established periodically;

2. Responsibilities of the Logistics and Technical General Department

a) Produce Citizen Identification Card models according to the request of the Police General Department, ensuring technical standards, quality, shape, size, content, specifications, materials, and language as prescribed in Article 3 of this Circular;

b) Strictly manage the Citizen Identification Card models according to the operational documentation system of the Public Security sector;

c) Timely hand over the Citizen Identification Card models to the Police General Department;

d) If the Citizen Identification Card models are damaged during production or storage, they must be counted and an annual record of destruction must be established periodically;

3. Responsibilities of Provincial Police Departments under the Central Government

In September each year, prepare the forecast of the need for Citizen Identification Cards in their locality for the following year and submit it to the Registration and National Population Data Management Police Bureau for consolidation and reporting to the Police General Department.

4. Chiefs of the General Directorates, heads of units directly under the Ministry of Public Security; Directors of Provincial Public Security Departments, Fire Prevention and Fighting Departments under the Central Government, and relevant agencies, organizations, and individuals are responsible for implementing this Circular.

During the implementation process, if there are difficulties or obstacles, local police units shall report to the Ministry of Public Security (through the General Police Department) for timely guidance./.
