Article 1. This Circular promulgates economic and technical norms for water resource monitoring, warning, and forecasting.
Article 2. Transitional provisions
1. For the volume of work related to water resource monitoring, warning, and forecasting that has been carried out before the effective date of this Circular, there is no need to adjust according to the provisions of this Circular.
2. For the volume of work related to water resource monitoring, warning, and forecasting that has not yet been carried out before the effective date of this Circular, adjustments shall be made according to the provisions of this Circular.
Article 3. Effectiveness
1. This Circular takes effect from December 3, 2025.
2. Circular No. 01/2015/TT-BTNMT dated January 9, 2015, of the Minister of Natural Resources and Environment promulgating economic and technical norms for water resource monitoring and forecasting shall cease to be effective from the date this Circular takes effect.
3. Chapter 3 of Part III of the Economic and Technical Norms for Surveying, Measuring Water Resources and Evaluating, Forecasting Water Resources Using Flow Models issued together with Circular No. 36/2017/TT-BTNMT dated October 6, 2017, of the Minister of Natural Resources and Environment regulating technical and economic and technical norms for surveying, measuring water resources and evaluating, forecasting water resources using flow models shall be abolished from the date this Circular takes effect.
Article 4. Ministries, ministerial-level agencies, governmental agencies, provincial People's Committees, heads of units under the Ministry of Agriculture and Rural Development, and relevant organizations and individuals are responsible for implementing this Circular.
During the process of implementation, if there are difficulties or obstacles, agencies, organizations, and individuals should promptly report them to the Ministry of Agriculture and Rural Development for consideration and resolution./.
