Pursuant to the Law on Environmental Protection No. 55/2014/QH13 dated June 23, 2014;No. Pursuant to the Law on Competition and Reward No. 15/2003/QH11 dated November 26, 2003; the Law Amending and Supplementing Certain Provisions of the Law on Competition and Reward No. 47/2005/QH11 dated June 14, 2005; the Law Amending and Supplementing Certain Provisions of the Law on Competition and Reward No. 39/2013/QH13 dated November 16, 2013;

Pursuant to Decree No. 19/2015/NĐ-CP dated February 14, 2015 detailing the implementation of certain provisions of the Law on Environmental Protection;, amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CPPursuant to Decree No. 21/2013/NĐ-CP dated March 14, 2013 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;

At the proposal of the Director of the General Department of Environment, the Head of the Department of Competition and Reward and Propaganda, and the Head of the Legal Department;

The Minister of Natural Resources and Environment issues this Circular regulating the Vietnam Environmental Award,

for adjustment

This Circular regulates the principles, criteria, scoring system, conditions, procedures, and formalities for the examination and organization of the awarding of the Vietnam Environmental Award (hereinafter referred to as the Award).

This Circular applies to organizations, individuals, and communities both within and outside Vietnam that have outstanding achievements in the environmental protection cause in Vietnam.

PART I

GENERAL PROVISIONS

Organizations include administrative state agencies, public service units, enterprises, political organizations, political-social organizations, social-professional organizations in Vietnam, and foreign organizations with legal personality operating legally within the territory of Vietnam.

2. Individuals include Vietnamese and foreign persons with civil capacity who are not serving sentences according to the provisions of the Law.

Article 2. Applicability

3. Communities include groups of residents living within the territory of Vietnam.

Article 3. Explanation of Terms

Some terms in this Circular are understood as follows:

Article 4. Principles for Awarding

1. The awarding of the Award must be carried out correctly in accordance with the objects, conditions, and procedures for examination set forth in this Circular; ensuring accuracy, transparency, democracy, and objectivity.

2. The Award recognizes and honors organizations, individuals, and communities that have made worthy contributions to the environmental protection cause.

3. The Award will not be given to organizations, individuals, and communities that have been awarded the Award in the immediately preceding period.

4. During each awarding period of the Award, each agency or unit may only present one Award (either as a group or individual).

Article 5. Forms, Quantity, and Structure of the Award

1. The Vietnam Environmental Award is the sole Award issued by the Minister of Natural Resources and Environment to be presented to organizations, individuals, and communities with outstanding achievements in the environmental protection cause in Vietnam, which meet the conditions for examination specified in Article 6 of this Circular.

2. The Award is organized for examination every two years.

3. Fields for participation in the examination for the Award are divided into six categories:

a) State management of environmental protection;

b) Education, training, communication; consultation, advice, supervision, and implementation of policies and laws on environmental protection;

c) Research and application of scientific and technological progress in the field of environmental protection;

d) Prevention, reduction of negative impacts on the environment, remediation of incidents, pollution treatment, restoration, and improvement of the environment;

đ) Protection and rational use of natural resources, conservation of biodiversity, and biosafety;

e) Implementation of green growth strategies and climate change response.

4. Quantity and structure of the Award:

a) The number of Awards presented each time shall not exceed 50 awards for three types: organizations, individuals, and communities in the six categories of participants as specified in Clause 3 of this Article;

b) The specific structure of the Award for the three types and six categories of participants is proposed by the Organizing Committee and decided by the Minister for each examination period of the Award.

4. Number of awards, award structure:

a) The number of awards given each time shall not exceed fifty awards for three types: organizations, individuals, and communities in the participating fields, divided into six groups of subjects as specified in Clause 3 of this Article;

b) The specific award structure for the three types and six groups of subjects shall be proposed by the Organizing Committee and decided by the Minister each time the award is granted.

Chapter II

ARTICLE ON CONDITIONS AND PROCEDURES FOR AWARDS CONSIDERATION

Article 6. Conditions for Consideration

Organizations, individuals, and communities registering to participate in the awards consideration must meet the following conditions:

1. For organizations

a) Have continuously operated, produced, and conducted business in Vietnam without violating the provisions of the Law on Environmental Protection and other laws of Vietnam for at least four (4) years, calculated up to the time of registration for awards consideration;

b) Voluntarily register or be introduced to participate in the awards consideration by a state agency, social organization, political-social organization, or occupational association;

c) Achieve outstanding results recognized by society, successfully resolve at least one specific environmental issue or promote progress in environmental protection activities within one of the award consideration fields specified in Clause 3, Article 5 of this Circular;

2. For individuals and communities

a) Not violate the provisions of the Law on Environmental Protection and other laws of Vietnam for at least three (3) years, calculated up to the time of registration for awards consideration;

b) Voluntarily register or be introduced to participate in the awards consideration by a state agency, social organization, political-social organization, or occupational association;

c) Achieve outstanding results, serving as exemplary models followed by others within one of the award consideration fields specified in Clause 3, Article 5 of this Circular;

Article 7. Criteria and Scoring for Awards Consideration

Organizations, individuals, and communities will be considered for the award based on the following criteria and scoring:

1. For organizations

a) Contribution to the cause of environmental protection: maximum 40 points;

b) Economic and social effectiveness: maximum 30 points;

c) Scale and scope of impact: maximum 15 points;

d) Continuity and duration of impact: maximum 10 points;

đ) Achievements in environmental protection in remote areas: 5 points.

2. For individuals and communities

a) Contribution to the cause of environmental protection: maximum 40 points;

b) Economic and social effectiveness: maximum 30 points;

c) Exemplary nature and community influence: maximum 15 points;

d) Creativity: maximum 10 points;

đ) Achievements in environmental protection in remote areas, people with disabilities, ethnic minorities: 5 points.

Article 8. Documentation for Awards Consideration

1. Application form according to Appendix 1a (for organizations), 1b (for individuals), or 1c (for communities) attached to this Circular.

2. Report on achievements according to the criteria for awards consideration stipulated in Article 7 of this Circular, prepared according to the model in Appendix 2a (for organizations), 2b (for individuals), or 2c (for communities) attached to this Circular. The achievement report must be confirmed by the Ministry or sector directly managing it or confirmed by the Provincial Department of Natural Resources and Environment where the organization, individual, or community has achieved outstanding results in the field of environmental protection.

3. Documents proving achievements and practical application results within the fields of awards consideration specified in Clause 3, Article 5 of this Circular, including: Certificates of Merit, Letters of Commendation, certificates of achievement, environmental innovation and creativity, photos, video discs proving outstanding achievements of organizations, individuals, and communities in environmental protection activities, various types of documents proving compliance with Vietnamese laws on environmental protection.

4. Two (2) 4x6 inch photographs of individuals, organizational logos, or group photos of staff from the organization or unit.

Article 9. Examination Procedure and Decision to Award the Prizeinenergy

1. The dossier shall be established in two copies and sent to the Permanent Office of the Prize (Environmental General Department) before March 30 of the year in which the Prize is awarded.

2. The Environmental General Department shall be responsible for receiving and checking the validity of the dossier; in cases where the dossier is incomplete, the Environmental General Department shall request organizations, individuals, and communities to supplement and complete it within fifteen (15) working days from the date of receipt of the dossier.

3. The Environmental General Department shall classify the dossiers according to each field of the Prize examination and transfer them to the members of the Prize Examination Council at least ten (10) working days prior to the first meeting of the Council.

4. The awarding of the Prize shall be organized in two (2) rounds:

Round 1: The Council divides into Subcommittees according to groups of fields for the Prize examination; the Chairman of the Council decides on the establishment of the Subcommittees and distributes the dossiers among them. Members of the Subcommittee receiving the dossiers shall conduct evaluations, discussions, and score each dossier according to the criteria stipulated in Article 9 of this Circular. After reviewing, summarizing assessments, and calculating the average score for each dossier, the Subcommittees shall compile a list of organizations, individuals with an average score of seventy (70) points or higher to proceed to Round 2.

Round 2: The Council works collectively to review each dossier with scores of seventy (70) points or higher compiled and presented by the Secretariat. Members of the Council shall conduct evaluations, discussions, and score each dossier according to the criteria stipulated in Article 7 of this Circular.

The difference in scores between Council members for the same dossier shall not exceed twenty (20) points; in cases where the difference in scores for the same dossier exceeds twenty (20) points, the Council shall discuss and approve the method of calculating the average score through voting. After reviewing, summarizing assessments, and calculating the average score for each dossier, the Council shall compile a list of recommendations for awarding the Prize to organizations, individuals, and communities in descending order of scores.

5. Based on the list from the Examination Council, the Permanent Office of the Prize (Environmental General Department) shall cooperate with the Standing Committee of the Ministry of Natural Resources and Environment's Competition and Reward to verify, assess, and complete the dossier for submission to the Minister of Natural Resources and Environment for consideration and decision to award the Prize to collectives, individuals, and communities.

Article 10. Examination Council

1. The Examination Council for the Prize shall be established by the Minister of Natural Resources and Environment (hereinafter referred to as the Council). The number of Council members shall not be less than fifteen (15) people. The Council shall assist the Minister of Natural Resources and Environment in selecting organizations, individuals, and communities with outstanding achievements in environmental protection for recommendation to the Minister for consideration and decision to award the Prize.

2. The Council consists of the Chairman, Vice Chairmen, and Council members, specifically as follows:

a) Chairman of the Council: Leader of the Ministry of Natural Resources and Environment;

b) Standing Vice Chairman of the Council: Director of the Environmental General Department;

c) Vice Chairman of the Council: Head of the Department of Competition, Reward, and Propaganda;

d) Council members include:

- Representative of the Ministry of Science and Technology, member;

- Representative of the Vietnam Chamber of Commerce and Industry, member;

- Representative of central news agencies and press, member;

- Representative of political-social and social-professional organizations, member;

- Leader of the Inspectorate of the Ministry of Natural Resources and Environment, member;

- Other Council members are experts, managers, scientists, and educators in the fields of the Prize examination.

đ) The Secretariat of the Council shall be established by the Director of the Environmental General Department.

3. The Chairman of the Council or the Standing Vice Chairman of the Council shall preside over Council meetings. The Council operates under a collective system. Each Council meeting must have at least two-thirds (2/3) of the members present. A Council decision only has value when at least three-quarters (3/4) of the present Council members agree.

4. The Chairman of the Council may delegate authority to the Standing Vice Chairman of the Council to manage the activities of the Council; the Chairman of the Council is responsible for reporting to the Minister of Natural Resources and Environment on the results of the Council's work and proposals regarding the awarding of the Prize.

Chapter III

ORGANIZATION OF THE PRIZE AWARDS CEREMONY AND EXPENSES

Article 11. Organization of the Award Ceremony

1. The award ceremony for the Prize shall be held on World Environment Day (June 5) of the year in which the Prize is awarded.

2. The award ceremony for the Prize shall be organized solemnly and widely publicized through mass media to honor organizations, individuals, and communities.

Article 12. Funding

1. Expenses for organizing and awarding the Prize shall be funded from the environmental affairs budget, the Vietnam Environmental Protection Fund, and sponsorships from other organizations and individuals for the following activities:

a) Activities of the Prize Council, the Prize's Permanent Office, and the Secretariat;

b) Production of the Prize Emblem and printing of certificates of recognition;

c) Organization of the award ceremony;

d) Cash prizes accompanying the Prize.

2. The acceptance, management, and utilization of sponsorship funds shall be carried out in accordance with current regulations.

3. Organizations, individuals, and communities receiving applications for the Prize shall not contribute funding to organize the awarding of the Prize and related activities.

Article 13. Benefits of organizations, individuals, and communities

1. They shall be presented with Certificates of Recognition by the Minister of Natural Resources and Environment and the Prize Emblem.

2. They shall be awarded cash or tangible prizes in accordance with current regulations.

3. They shall have their images and products promoted on mass media.

4. They shall be permitted to exploit and use the Prize Logo from the date of receiving the award.

5. They shall be allowed to print promotional materials for their products in domestic and international markets.

Article 14. Revocation of the decision to award the Prize and recovery of tangible prizes

1. When it is discovered that organizations, individuals, and communities are not truthful in preparing the application for the Prize, the decision to award the Prize shall be revoked, all tangible prizes and cash awards shall be recovered, and they shall not enjoy any benefits after receiving the Prize, and if damage is caused, compensation must be made according to regulations.

2. The recovery of the Prize shall be publicly announced through mass media.

3. The head of the unit submitting the application for the Prize shall be responsible for recovering tangible prizes and cash awards and returning them to the Prize's Permanent Office.

Chapter IV

IMPLEMENTING PROVISIONS

Article 15. Effectivenessệu 1. This Circular takes effect from February 1, 2016.for implementation

2. This Circular replaces Circular No. 13/2010/TT-BTNMT dated July 28, 2010, issued by the Minister of Natural Resources and Environment regarding the Vietnam Environmental Prize.

1. The General Department of Environment is the Permanent Office of the Prize, responsible for coordinating with the Department of Mobilization, Awards, and Propaganda and relevant units under the Ministry of Natural Resources and Environment to perform the following tasks:

Article 16. Implementation Organization

a) Developing plans and disseminating information about the Prize;

b) Leading and coordinating with the Natural Resources and Environment Newspaper and the Environment Magazine to launch, guide, and direct organizations, individuals, and communities to participate in the awarding of the Prize in accordance with the law;

c) Announcing the criteria for the Prize; organizing the receipt of applications for the Prize; presenting to the Minister of Natural Resources and Environment for the establishment of the Prize Awarding Council and the list of organizations, individuals, and communities recommended for the Prize; organizing the announcement and presentation of the Prize; announcing the themes and priority areas for the next award.

2. Heads of agencies and units directly under the Ministry of Natural Resources and Environment and Directors of Provincial Departments of Natural Resources and Environment shall be responsible for implementing this Circular.

3. During implementation, if there are difficulties, they should promptly report to the Ministry of Natural Resources and Environment (General Department of Environment) for consideration and resolution.
