CIRCULAR

AMENDMENTS AND SUPPLEMENTS TO CERTAIN ARTICLES OF CIRCULAR NO. 93/2024/TT-BQP DATED NOVEMBER 8, 2024 ISSUED BY THE MINISTER OF NATIONAL DEFENSE REGULATING AND GUIDING THE WORK OF COMPETITION AND REWARD FOR PEOPLE'S MILITIA

Pursuant to the Law on Encouragement and Reward dated June 15, 2022;

Based on the Militia Self-Defense Law dated November 22, 2019;

Pursuant to the Law on Local Administration Organization dated February 19, 2025;

Pursuant to Decree No. 152/2025/NĐ-CP dated June 14, 2025 of the Government stipulating the delegation of authority and power in the field of competition and reward; detailing and guiding the implementation of certain articles of the Law on Competition and Reward;

Pursuant to Decree No. 01/2022/NĐ-CP dated November 30, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense, and Decree No. 03/2025/NĐ-CP dated February 28, 2025 of the Government amending and supplementing certain articles of Decree No. 01/2022/NĐ-CP dated November 30, 2022 of the Government.

At the proposal of the Director of the General Political Department of the Vietnam People's Army;

The Minister of National Defense issues this Circular to amend and supplement certain articles of Circular No. 93/2024/TT-BQP dated November 8, 2024 issued by the Minister of National Defense regulating and guiding the work of competition and reward for People's Militia.

Article 1. Amendments and supplements to certain clauses and article titles; replacement and deletion of certain phrases in Circular No. 93/2024/TT-BQP dated November 8, 2024 issued by the Minister of National Defense

1. Delete the phrase "Assistant of the People's Militia under the Military Command Board at the district level" in Clause 8 of Article 4.

2. Amend Clause 11 of Article 15 and rename Article 21 as follows: "Certificate of Merit from the Head of the Provincial Military Command Board, Border Guard Command Board, department, bureau, institute, or equivalent entity."

3. Delete the phrase "Certificate of Merit from the Chairman of the People's Committee at the district level" in Clause 12 of Article 15 and rename Article 22.

4. Amend and supplement Clauses 3, 4, and 5 of Article 23 as follows:

"3. The Head of the Provincial Military Command Board or equivalent

a) Decides to award the title of 'Model Worker at the Grassroots Level', the title of 'Advanced Worker', and Certificates of Merit to individuals with the highest position up to the level of Battalion Commander of the People's Militia or equivalent;

b) Decides to award the title of 'Advanced Unit' and Certificates of Merit to groups up to the level of Battalion of the People's Militia or equivalent".

"4. The Head of the Border Guard Command Board

a) Decides to award the title of 'Model Worker at the Grassroots Level', the title of 'Advanced Worker', and Certificates of Merit to individuals with the highest position up to the level of Company Commander of the People's Militia or equivalent;

b) Decides to award the title of 'Advanced Unit' and Certificates of Merit to groups up to the level of Company of the People's Militia or equivalent".

"5. The Head of Central Ministries and Agencies, the Head of Organizations, and the Chairmen of People's Committees at all levels decide to award rewards to the People's Militia according to Articles 79, 80, and 81 of the Law on Competition and Reward and the regulations of the Heads of Central Ministries and Agencies and the Chairmen of People's Committees at all levels".

a) Decision to confer the title "Model Soldier at the Grassroots Level", "Advanced Soldier", and Certificate of Merit for individuals with the highest position up to the level of People's Self-Defense Militia Company Commander, People's Militia Battalion Commander, or equivalent;

b) Decision to confer the title "Advanced Unit" and Certificate of Merit for the highest collective unit up to the level of People's Self-Defense Militia Company, People's Militia Battalion, or equivalent.

"6. The head of central ministries and agencies, the head of organizations, and the Chairman of the People's Committee at all levels shall decide on rewards for the People's Self-Defense Militia in accordance with Articles 79, 80, and Article 81 of the Law on Competition and Reward, and the regulations of the heads of central-level agencies and the Chairmen of the People's Committees at all levels."

Article 2. Responsibility for Implementation

1. The Director of the Political General Department, the Chief of the General Staff, the Heads of military agencies and units; Commanders of military command boards at all levels; Chairpersons of People's Committees at all levels, heads of agencies, organizations, and individuals related to this matter shall be responsible for implementing this Circular.

2. During the implementation process, if there are any difficulties, the relevant ministries, central agencies, localities, agencies, organizations, units, and individuals are requested to promptly report to the Ministry of National Defense (through the Political General Department) for review, amendment, and supplementation as necessary.

Article 3. Effectiveness

This Circular takes effect from July 1, 2025./.
