CIRCULAR
Regulations on economic and technical characteristics of cement
Pursuant to Decree No. 85/2024/NĐ-CP dated July 10, 2024 of the Government detailing certain provisions of the Law on Prices; Pursuant to Decree No. 33/2025/NĐ-CP dated February 25, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Construction;
At the proposal of the Director of the Science, Technology, Environment, and Building Materials Department;
The Minister of Construction issues this Circular regulating the economic and technical characteristics of cement for price declaration purposes, including: Portland clinker cement; Portland cement; White Portland cement; Sulfate-resistant Portland cement; Low heat Portland cement; Blended Portland cement; Sulphoaluminate blended Portland cement; Low heat blended Portland cement; Alumina cement; Expanding cement; Plastering cement; Rapid hardening cement; Multi-component cement; Pozzolanic Portland cement; Blast furnace slag Portland cement; Activated sulfate blast furnace slag cement; Well cement.
This Circular applies to enterprises producing cement; relevant agencies, organizations, and individuals.
Article 1. Scope of Regulation and Applicability
Thông tư này quy định chi tiết khoản 4 Điều 38 Luật Thủy sản số 18/2017/QH14 đã được sửa đổi, bổ sung tại điểm c khoản 21 Điều 14 Luật số 146/2025/QH15.
Article 2. Economic and technical characteristics of types of cement
Thông tư này áp dụng đối với tổ chức, cá nhân có liên quan đến hoạt động kinh doanh đối tượng thủy sản nuôi chủ lực trên lãnh thổ Việt Nam.
Clause 1. The economic and technical characteristics of cement are specified in the Appendix attached hereto.
Clause 2. In cases where laws, regulations, and standards cited in this Circular are amended, supplemented, or replaced, they shall be implemented according to the new laws, regulations, and standards.
This Circular takes effect from February 16, 2026./.
