THE MINISTER OF FINANCE
Pursuant to Decree No. 77/2003/NĐ-CP dated July 1, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to Decree No. 141/2003/NĐ-CP dated November 20, 2003 of the Government on the issuance of government bonds, guaranteed bonds, and local government bonds;
At the proposal of the Director of the Department of Financial Affairs of Banks and Financial Institutions,
Pursuant to …;
Article 1. Announce the "List of Members Providing Guarantees for Government Bond Issuance, Agents for Government Bond Issuance, Guaranteed Bonds, and Local Government Bonds in 2008" attached to this Decision.
Article 2. Organizations named in Article 1 of this Decision are permitted to participate in providing guarantees for government bond issuance and acting as agents for government bond issuance, guaranteed bonds, and local government bonds in accordance with Decree No. 141/2003/NĐ-CP dated November 20, 2003 of the Government.
The responsibilities and rights of organizations providing guarantees for bond issuance and acting as agents for bond issuance shall be implemented according to the agreements in contracts between the issuing organizations and the organizations accepting guarantees for bond issuance and acting as agents for bond issuance, and the current regulations.
Article 3. This Decision takes effect from the date of signature.
The Heads of the Office of the Ministry, Heads of the Department of Financial Institutions, General Directors of the State Treasury, General Directors of the Vietnam Development Bank, Chairmen of the Boards of Directors, General Directors (Directors) of organizations issuing bonds, Chairmen of the Boards of Directors, General Directors (Directors) of organizations providing guarantees for bond issuance and acting as agents for bond issuance named in Article 1, and Heads of related units are responsible for implementing this Decision.
