This document guides the implementation of Decision No. 20/2005/QĐ-BTC of the Ministry of Finance concerning the management and use of the fund to support surplus labor resulting from the restructuring of state-owned enterprises. REGARDING IMPLEMENTATION OF DECISION NO. 20/2005/QĐ-BTC

Pursuant to Decree No. 155/2004/NĐ-CP dated August 10, 2004 of the Government amending and supplementing certain articles of Decree No. 41/2002/NĐ-CP dated April 11, 2002 of the Government on policies for surplus labor due to restructuring state-owned enterprises, on April 7, 2005, the Minister of Finance issued Circular No. 20/2005/QĐ-BTC on management and use of the Fund for Supporting Surplus Labor Due to Restructuring State-Owned Enterprises. This Decision replaces Decision No. 85/2002/QĐ-BTC dated July 1, 2002 of the Minister of Finance promulgating Circular on Management and Use of the Fund for Supporting Surplus Labor Due to Restructuring State-Owned Enterprises, and Decision No. 123/2003/QĐ-BTC dated August 1, 2003 of the Minister of Finance amending certain provisions of the Circular on Management and Use of the Fund for Supporting Surplus Labor Due to Restructuring State-Owned Enterprises promulgated by Decision No. 85/2002/QĐ-BTC dated July 1, 2002, and shall take effect from May 9, 2005. To ensure that the examination and disbursement of funds from the Fund for Supporting Surplus Labor comply with state regulations, the Ministry of Finance requests ministries, People's Committees of provinces and centrally governed cities, and State-owned Corporations to direct the preparation and examination of applications for funding surplus labor as follows:
All application files for disbursing funds from the Fund for Supporting Surplus Labor approved by competent authorities since May 9, 2005 must comply with the provisions of the Circular on Management and Use of the Fund for Supporting Surplus Labor Due to Restructuring State-Owned Enterprises promulgated by Decision No. 20/2005/QĐ-BTC.
During implementation, if there are any difficulties, please report them to the Ministry of Finance for consideration and resolution.
