On the establishment of the National Steering Committee for Universal Secondary Education

PRIME MINISTER

Pursuant to the Government Organization Law dated September 30, 1992;

Pursuant to the Education Law dated December 2, 1998;

Pursuant to Resolution No. 41/2000/QH10 on the implementation of universal secondary education;

Pursuant to Decree No. 43/2000/NĐ-CP dated August 30, 2000 of the Government detailing and guiding the implementation of certain provisions of the Education Law;

At the proposal of the Minister of Education and Training in the report No. 1599/TCCB dated March 8, 2001,

DECISION:

Article 1. The National Steering Committee for Universal Secondary Education (hereinafter referred to as the National Steering Committee) shall be established, comprising:

1. Chairman: The Minister of Education and Training.

2. Deputy Chairman: The Vice Minister of Education and Training.

3. Members representing the following agencies:

- The Committee for Education, Youth, Children, and Adolescents of the National Assembly,

- Ministry of Planning and Investment,

- Ministry of Finance,

- The Ministry of Labor,

- Invalids and Social Affairs,

- Ministry of Agriculture and Rural Development,

- Ministry of National Defense,

- The Committee for Ethnic Minorities and Mountainous Areas,

- The Central Science and Technology Commission,

- Vietnam General Confederation of Labor,

- The Central Communist Youth Union Ho Chi Minh,

- The Vietnam Association for Promoting Education.

Article 2. The National Steering Committee shall assist the Prime Minister in developing and directing the implementation of plans to achieve the goals of universal secondary education.

Article 3. The Chairman of the National Steering Committee shall coordinate with the relevant agencies mentioned in Article 1 to decide specifically on the list of members of the National Steering Committee and establish the Secretariat to assist the National Steering Committee; direct the provincial people's committees under the central government to establish local steering committees.

Article 4. THIS DECISION SHALL TAKE EFFECT 15 DAYS AFTER THE DATE OF SIGNATURE.

Article 5. The Ministers, Heads of ministerial-level agencies, Heads of government agencies, and Chairpersons of provincial People's Committees and municipal People's Committees directly under the Central Government are responsible for enforcing this Decision./.
