Pursuant to the Law on Road Traffic dated June 29, 2001;

Pursuant to Decree No. 34/2003/NĐ-CP dated April 4, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;

At the request of the Director of the Transport Department and the Director General of the Vietnam Highway Administration,

DECISION:

Article 1. Attached to this Decision are the "Regulations on the Transport of Oversized and Overweight Cargo and the Circulation of Track-Laying Vehicles Causing Road Surface Damage and Vehicles Exceeding Weight and Size Limits on Roads."

Article 2. This Decision shall take effect fifteen days from the date of publication in the Official Gazette and revoke:

1. Decision No. 824/2002/QĐ-BGTVT dated March 25, 2002 of the Minister of Transport promulgating Regulations on the Transport of Oversized and Overweight Cargo by Road;

2. Decision No. 2112/2003/QĐ-BGTVT dated July 21, 2003 of the Minister of Transport amending and supplementing certain provisions of the Regulations on the Transport of Oversized and Overweight Cargo by Road (issued together with Decision No. 824/2002/QĐ-BGTVT dated March 25, 2002 of the Minister of Transport);

3. Circular No. 21/2001/TT-BGTVT dated December 10, 2001 of the Ministry of Transport guiding the circulation of vehicles exceeding weight and size limits and track-laying vehicles on roads.

Article 3. The Heads of the Ministry's Office, the Inspectorate, the Departments, the Bureaus under the Ministry, the Directors of Provincial Departments of Transport (Public Works), the Central Cities, the Heads of relevant agencies, organizations, and individuals are responsible for implementing this Decision./.
