Guidelines for the financial support regime from the state budget
for educational institutions during the university, college, vocational high school, and vocational training admissions examination period
for the 2008-2009 academic year
The consolidated document guiding the financial support from the state budget for the admissions examination for universities, colleges, vocational high schools, and vocational training programs for the regular system in the 2008-2009 academic year

Pursuant to the Education Law and Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law;
Pursuant to Decision No. 390/QĐ-TTg dated April 17, 2008 of the Prime Minister on managing the investment construction plan and state budget expenditure in 2008 to achieve the goal of curbing inflation;
Implementing the guidance of the Prime Minister in Circular No. 1701/VPCP-KTTH dated March 18, 2008 of the Government Office.
The Ministry of Finance and the Ministry of Education and Training jointly issue guidelines for financial support from the state budget for the admissions examination for universities, colleges, vocational high schools, and vocational training programs for the 2008-2009 academic year as follows:
I. Scope of Application:
Public and private educational institutions (hereinafter referred to as educational institutions) that organize regular admissions examinations for the 2008-2009 academic year in accordance with the admissions regulations stipulated by the Ministry of Education and Training and the Ministry of Labor, Invalids and Social Affairs.
II. Content of Guidance:
1. Educational institutions need to proactively utilize the revenue from admission fees collected according to current state regulations and the allocated budget to organize the admissions examination to ensure quality in accordance with the admissions regulations stipulated by competent state agencies.
2. To alleviate difficulties for educational institutions under conditions where prices and costs of organizing admissions examinations have increased but without adjusting the level of admission fees, the State will implement a policy to partially support the costs of organizing the admissions examination for universities, colleges, vocational high schools, and vocational training programs for the 2008-2009 academic year.
3. The basis for determining the amount of financial support from the state budget for each educational institution is the actual number of students participating in the regular admissions examination at the admissions examination boards organized by the educational institution.
- The level of support is VND 10,000 per student actually participating in the admissions examination.
For educational institutions that organize talent admissions examinations (cultural, artistic, architectural, etc.), the level of support is VND 50,000 per student actually participating in the talent admissions examination.
4. Financial support from the state budget for educational institutions will be implemented according to the current state budget decentralization.
Specifically as follows:
- The central budget will support educational institutions at the central level through the management agencies of central-level educational institutions.
- The state budget will support educational institutions at the local level through the management agencies of local-level educational institutions based on the principle:
+ For provinces and centrally-administered cities that self-fund the transfer of revenue to the central budget, the local budget will bear the cost.
+ For provinces receiving supplementary balance transfers from the central budget, the central budget will provide full support.
- The central budget will directly support non-public educational institutions based on the proposal of the Ministry of Education and Training.
5. Responsibilities of Relevant Agencies:
5.1 Responsibilities of Educational Institutions:
- Based on the contents stipulated in this circular, after the conclusion of the admissions examination, public educational institutions are responsible for accurately compiling the actual number of students participating in the examination and preparing a budget estimate requesting partial financial support for organizing the admissions examination from the state budget to submit to the management agency for review, verification, and reporting to the finance authority.
Private educational institutions are responsible for compiling the actual number of students participating in the examination and preparing a budget estimate requesting financial support to submit to the Ministry of Education and Training and the Ministry of Finance.
- Utilize the state budget financial support funds for their intended purpose, in accordance with the prescribed financial regulations, and complete the settlement as required.
5.2 Responsibilities of Management Agencies:
- Review the budget estimates requesting support from subordinate educational institutions, compile and submit to the finance authority at the same level.
- Guide, inspect the management and use of state budget financial support funds, and approve settlements in accordance with regulations.
5.3 Responsibilities of the Ministry of Education and Training:
- Review the budget estimates requesting support from subordinate educational institutions and non-public educational institutions, compile and submit to the Ministry of Finance as the basis for considering financial support.
5.4 Responsibilities of Finance Authorities:
- The Ministry of Finance has the responsibility:
To aggregate and balance the funding to meet the needs of financial support from the state budget for university, college, vocational high school, and vocational training admissions for the 2008-2009 academic year for ministries, central agencies, localities receiving supplementary balance transfers from the central budget, and non-public educational institutions.
To notify the approved level of financial support to the management agencies for transfer to the educational institutions.
To review the request for financial support and directly allocate financial support to non-public educational institutions.
- Provincial Departments of Finance in centrally-administered cities that self-fund the transfer of revenue to the central budget have the responsibility to aggregate the financial needs and report to the provincial People's Committee for supplementary funding for subordinate public educational institutions.
- Provincial Departments of Finance in areas receiving supplementary balance transfers from the central budget have the responsibility to review and aggregate the financial support needs for admissions of subordinate public educational institutions and report to the provincial People's Committee to report to the Ministry of Finance for targeted supplementary funding for admissions for subordinate public educational institutions.
III. Implementation Organization:
This Circular shall take effect fifteen days after its publication in the Official Gazette. During implementation, any difficulties should be reported to the Ministry of Finance and the Ministry of Education and Training for study and supplementary guidance./.
