Amending the rates of preferential special import tariffs for certain groups of goods in the Preferential Special Import Tariff Schedules

Pursuant to the Law on Export Tax, Import Tax No. 45/2005/QH11 dated June 14, 2005;

Pursuant to Decree No. 87/2010/NĐ-CP dated August 13, 2010 of the Government detailing the implementation of the Law on Export Tax and Import Tax No. 45/2005/QH11 dated June 14, 2005;

Pursuant to Decree No. 118/2008/NĐ-CP dated November 27, 2008 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Finance;

Implementing the Comprehensive Economic Partnership Agreement between the Association of Southeast Asian Nations (ASEAN) and Japan signed on April 3, 2008 in Brunei Darussalam, on April 7, 2008 in Cambodia, on March 31, 2008 in Indonesia, on April 4, 2008 in Laos, on April 14, 2008 in Malaysia, on April 10, 2008 in Myanmar, on April 2, 2008 in the Philippines, on March 26, 2008 in Singapore, on April 11, 2008 in Thailand, on April 1, 2008 in Vietnam, and on March 28, 2008 in Japan, and approved by the Prime Minister of the Socialist Republic of Vietnam through Decision No. 1346/TTg-QHQT dated August 15, 2008;

Implementing the Economic Partnership Agreement between Vietnam and Japan signed on December 25, 2008 in Japan and approved by the Prime Minister of the Socialist Republic of Vietnam through Decision No. 57/2009/QĐ-TTg dated April 16, 2009;

Implementing the ASEAN-Australia-New Zealand Free Trade Area Agreement among the countries of Southeast Asia (ASEAN), Australia, and New Zealand signed on February 27, 2009 in Thailand and approved by the Prime Minister of the Socialist Republic of Vietnam through Circular No. 1042/TTg-QHQT dated June 24, 2009;

Considering the proposal of the Director of the International Cooperation Department;

The Minister of Finance hereby amends the rates of preferential special import tariffs for certain groups of goods in the Preferential Special Import Tariff Schedules as follows:

Article 1. Amending the preferential special import tariff rates for certain goods under subheadings 8702, 8703, 8704, 8708, and 8716 as specified in the Preferential Special Import Tariff Schedule of Vietnam to implement the ASEAN-Japan Comprehensive Economic Partnership Agreement for the period 2012-2015 issued together with Circular No. 20/2012/TT-BTC dated February 15, 2012 of the Ministry of Finance to new preferential special import tariff rates specified in Appendix I issued together with this Circular.

Article 2. Amending the preferential special import tariff rates for certain goods under subheadings 8702, 8703, 8704, 8708, and 8716 as specified in the Preferential Special Import Tariff Schedule of Vietnam to implement the Vietnam-Japan Economic Partnership Agreement for the period 2012-2015 issued together with Circular No. 21/2012/TT-BTC dated February 15, 2012 of the Ministry of Finance to new preferential special import tariff rates specified in Appendix II issued together with this Circular.

Article 3. Amending the preferential special import tariff rates for certain goods under subheadings 8702, 8703, 8704, and 8716 as specified in the Preferential Special Import Tariff Schedule of Vietnam to implement the ASEAN-Australia-New Zealand Free Trade Area Agreement for the period 2012-2014 issued together with Circular No. 44/2012/TT-BTC dated March 16, 2012 of the Ministry of Finance to new preferential special import tariff rates specified in Appendix III issued together with this Circular.

Article 4. This Circular takes effect 45 days from the date of signature./.
