CIRCULAR
Regulations on organizing the selection of outstanding rural industrial products

Pursuant to DecreeNo. 40/2025/NĐ-CP of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade, amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CP Pursuant to Decree No. 45/2012/NĐ-CPon promoting industry in rural areas;
, amended and supplemented by of the Government Decree No./2025/NĐ-CP; The Director 235of the Department of Innovation, Green Transition, and Promoting Industry under the Ministry of Industry and Trade issues this Circular on organizing the selection of outstanding rural industrial products.
At the proposal of This Circular stipulates the organization of the selection of outstanding rural industrial products; the rights and responsibilities of agencies, organizations, and individuals related to the activity of organizing the selection of outstanding rural industrial products. a) Small and medium-sized enterprises, cooperatives, production cooperatives, cooperative unions, individual households directly investing in and producing industry and small-scale industry in communes, wards, special economic zones within provinces; communes, special economic zones within centrally-administered municipalities; craft villages recognized by provincial People's Committees (hereinafter referred to collectively as rural industrial establishments);;
b) Domestic and foreign organizations and individuals participating in management, implementation of services to promote industry, and activities related to organizing the selection of outstanding rural industrial products.
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation and Applicability

Article 2. Interpretation of Terms
In this Circular, the following terms are understood as follows:
1. is a single product or a set of products produced by the same rural industrial establishment. A set of products consists of two or more products. Certificate of outstanding rural industrial product
2. is a document issued by the competent authority to recognize a product participating in the selection as an outstanding rural industrial product through the selection process at various levels (hereinafter referred to as the Certificate). Commune-level selection
3. is the activity of scoring, evaluating, honoring, and awarding Certificates organized by the People's Committee of the commune, ward, or special zone within its jurisdiction. Provincial-level selection

6. is a collection of data created from the digitization of documents and information about products participating in the selection. Article 3. Purpose and principles of organizing the selection
7. 1. The purpose of selecting outstanding rural industrial products is to discover and honor products with high quality and utility value; with potential for applying science and technology, developing production, and supporting production expansion and market development, thereby contributing to the promotion of rural industrial development. 2. Principles of organizing the selection
a) The selection is conducted openly and transparently, complying with legal regulations;
b) The selection is carried out at three levels: commune level; provincial level; national level;
c) A rural industrial establishment may participate in the selection for one or more products. A product can participate in multiple periods and levels of selection. During the validity period of the Certificate, a product that has been recognized at a certain level cannot be re-selected at that level;
d) Rural industrial establishments submit products for selection based on voluntary principle, bearing full responsibility under the law for the accuracy and truthfulness of the information provided for the selection process.
b) The selection process is conducted at three levels: commune level; provincial level; national level;
c) A rural industrial establishment may participate in the selection for one or more products. A product can be selected multiple times and at different levels. During the validity period of the certification, a product that has been recognized at a certain level shall not be re-selected at that same level;
d) Rural industrial establishments submit products for selection on a voluntary basis and bear full legal responsibility for the accuracy and truthfulness of the information provided to support the selection process.
Article 4. Products participating in the selection
1. Products participating in the selection must meet the following requirements:
a) Produced by the rural industrial establishment and participate in the selection, legally circulated and distributed;
b) Not violating intellectual property rights regulations; technical standards and specifications on quality, labor safety, occupational health; food safety and environmental protection;
c) Have the ability to produce in large quantities, meeting market demand;
d) The product set must include individual products combined to enhance usage efficiency or aesthetic value, falling under one of the following cases: Produced from one type of raw material or material but different in style and design, having the same or complementary functions and purposes; Produced from different raw materials or materials but with the same style and design and functions and purposes.
2. If a product that has been awarded a Certificate participates in a higher-level selection, the product must maintain its main identifying features such as the product name, brand, main components, functions, and purposes; the style and design may be improved but not change the essence of the product.
Article 5. Product Classification
Products participating in the selection include three groups as follows:
1. Handicraft products group.
2. Processed agricultural, forestry, aquatic, and food products group.
3. Equipment, machinery, tools, mechanical spare parts, and other industrial products serving production or consumption group.
Article 6. Selection Criteria
1. The selection of outstanding rural industrial products is evaluated and scored through the following criteria:
a) Criteria for production development capacity and market demand satisfaction;
b) Economic-technical-social and environmental criteria;
c) Cultural and aesthetic criteria;
d) Other criteria.
Detailed guidance on the selection criteria for outstanding rural industrial products is stipulated in Appendix III issued together with this Circular.
2. Products participating in which level of selection shall be reviewed and proposed for recognition as outstanding rural industrial products by the corresponding Selection Council: at commune level if scoring 65 points or more; at provincial level if scoring 75 points or more; at national level if scoring 85 points or more.
Article 7. Benefits for Rural Industrial Establishments with Awarded Products
1. Permission to print or affix the logo of the outstanding rural industrial product selection program on the product, packaging, or accompanying documentation of the certified product.
2. Cash awards from the handicraft promotion fund and other legitimate sources (if available), including:
a) The cash award amount for rural industrial establishments with products recognized as outstanding national rural industrial products is funded from the national handicraft promotion fund;
b) The cash award amount for rural industrial establishments with products recognized as outstanding rural industrial products at the commune and provincial levels is funded from the local handicraft promotion fund.
3. Priority consideration for support from the national handicraft promotion fund and local handicraft promotion fund to develop outstanding rural industrial products according to the provisions of Decree No. 45/2012/ND-CP, amended and supplemented by Decree No. 235/2025/ND-CP.
4. Priority provision of information, advisory services, guidance on accessing preferential policies and support from the State, publication of product introduction information on central and local media, and support for participation in domestic and international trade promotion activities.
Chapter II
SELECTION COUNCIL AND SUPERVISORY BOARD
Article 8. Selection Council
1. The selection councils at various levels shall be established as follows:
a) The Minister of Industry and Trade decides on the establishment of the National Selection Council. The Selection Council shall have from 11 to 13 members, including:
The Chairman of the Selection Council is a representative of the Leadership of the Ministry of Industry and Trade;
The Vice-Chairman of the Selection Council is a representative of the Leadership of the Department for Innovation, Green Transition, and Industrial Promotion under the Ministry of Industry and Trade;
Other members of the Selection Council are representatives of relevant agencies and organizations; scientists, experts, and persons with appropriate expertise and experience.
b) The People's Committee of the province decides on the establishment and approves the structure and number of members of the Provincial Selection Council;
c) The People's Committee of the commune decides on the establishment and approves the structure and number of members of the Commune Selection Council;
2. Principles of operation of the Selection Council
a) The Selection Council operates on a collective basis and makes decisions by majority vote (over 50%);
b) The Selection Council may use a seal according to regulations and the decision of the competent authority establishing the Selection Council;
c) Members of the Selection Council serve concurrently.
3. Duties of the Selection Council
a) Establish the Board of Judges; organize the selection process; propose and submit to the competent authority for approval and issuance of certificates;
b) Receive and resolve complaints and suggestions related to the selection results conducted by the Selection Council.
Article 9. Board of Judges
1. The Board of Judges is established by the Chairman of the Selection Council to assist the Selection Council in evaluating and scoring products. The Board of Judges is responsible to the Selection Council for the evaluation and scoring results.
2. The Board of Judges consists of a Chairperson, a Deputy Chairperson, and other members. Members of the Board of Judges are scientists, experts, managers, and persons with appropriate expertise and experience in fields and industries related to the groups of products participating in the selection. Members of the Board of Judges may also be members of the Selection Council.
3. The Board of Judges has the duty to study materials, evaluate, and score products according to the criteria stipulated in this Circular. The Board of Judges operates based on principles of transparency, independence, and openness. Each member is individually responsible for their evaluation and scoring content. The Chairperson of the Board of Judges compiles a record of the results to be submitted to the Selection Council for review.
Chapter III
SELECTION ORGANIZATION
Article 10. Participation in Selection
1. The People's Committee of the commune and the People's Committee of the province shall compile the demand for participation in the selection of rural industrial establishments according to the form attached as Appendix I of this Circular to organize the selection.
2. The location and time for receiving participation in the selection shall be carried out according to the guidelines of the Selection Councils at various levels.
3. In cases where necessary, the Selection Council or the Board of Judges may request additional information and documents to verify the legitimacy and legality of the product.
4. In cases where the size or weight of the product participating in the selection is too large or the product is special and unsuitable for transportation, storage, and cannot be sent to the designated location, the Chairman of the Selection Council shall consider and decide on the method of selection for that product.
5. Products after the selection shall be returned to the rural industrial establishment. In cases where they need to be retained for display at trade fairs, exhibitions, or for display at places introducing exemplary rural industrial products at the commune, provincial, or national level, written consent from the owner of the rural industrial establishment must be obtained.
6. To participate in the national-level selection, the People's Committee of the province shall send a letter along with a list of products participating in the selection according to the form attached as Appendix II of this Circular to the Ministry of Industry and Trade (through the Department for Innovation, Green Transition, and Industrial Promotion); simultaneously sending electronic documents through the management and selection system for outstanding rural industrial products as guided by the Ministry of Industry and Trade.
Article 11. Organization of Selection at Various Levels
1. Organization of Selection at Commune and Provincial Levels:
a) Selection at commune and provincial levels shall be organized every two years. In other cases, it shall be decided by the competent authority at the local level.
b) The time and place for organizing the selection shall be in accordance with the guidance of the Selection Council at the commune and provincial levels, consistent with the local craft promotion plan approved by the competent authority.
2. Organization of National Level Selection:
a) National level selection shall be organized every two years in odd-numbered years. In other cases, it shall be decided by the Minister of Industry and Trade.
b) The time and place for organizing the selection shall be in accordance with the guidance of the National Selection Council, consistent with the national craft promotion plan approved by the Minister of Industry and Trade.
3. Documents related to the selection process, the results of the Selection Council's work, and the Jury Board shall be preserved and stored at the central and local agencies responsible for managing craft promotion activities in accordance with current laws on recordkeeping.
Article 12. Recognition of Selection Results and Awarding Certificates
1. The structure and quantity of products to be recognized shall be decided by the Selection Councils at various levels.
2. Based on the selection results, the Selection Council shall submit to the competent authority for deciding to establish the Council issuing the decision recognizing outstanding rural industrial products, the time and place for honoring and awarding certificates. The selection results shall be publicly announced on the website of the selection level and other mass media.
3. The certificate shall be valid for a period of thirty-six months from the date the competent authority signs the recognition decision for outstanding rural industrial products. The certificate format shall be uniformly used according to Appendix IV issued together with this Circular.
Article 13. Budget for Organizing Selection at Various Levels
1. The budget for organizing selection at commune and provincial levels shall be sourced from the local craft promotion budget, combined with other legitimate sources (if any).
2. The budget for organizing national level selection shall be sourced from the national craft promotion budget, combined with other legitimate sources (if any).
Article 14. Receiving and Resolving Complaints and Suggestions
1. The deadline for receiving complaints and suggestions regarding the selection results is twenty working days from the date of issuance of the recognition decision.
2. The Selection Council shall be responsible for resolving complaints and suggestions related to the selection results within ten working days from the date of receipt of the complaint or suggestion document.
3. In case a product recognized as an outstanding rural industrial product violates legal provisions and regulations stipulated in this Circular, the competent authority awarding the certificate shall consider revoking the certificate and any prize money (if applicable).
Chapter IV
IMPLEMENTATION
Article 15. Responsibilities of the Department of Innovation, Green Transition, and Craft Promotion under the Ministry of Industry and Trade
1. It serves as the permanent agency assisting the Minister of Industry and Trade in implementing this Circular.
2. It shall draft and submit to the Minister of Industry and Trade for approval the plan for organizing national level selection and the decision establishing the National Selection Council. It shall guide implementation and organization according to the approved plan.
3. Annually, it shall compile and report to the Minister of Industry and Trade the results of the selection work and the situation of supporting the development of outstanding rural industrial products nationwide.
4. It shall be the focal point for coordinating with relevant units under the Ministry of Industry and Trade to research, develop, maintain, and manage software systems for selecting outstanding rural industrial products to serve organizational work; provide guidance on exploitation and operation.
5. It shall take the lead or coordinate with relevant agencies, organizations, industry associations, communication units, and rural industrial bases to promote information about the selection process, honor ceremonies, support for production development, and trade promotion for recognized products.
Article 16. Responsibilities of People's Committees at all levels
1. Provincial People's Committee
a) Guide the implementation of work to organize local-level selection processes; coordinate with the Ministry of Industry and Trade to organize national-level selection processes;
b) Approve plans, decide on the establishment of the Selection Council, and direct the implementation of provincial-level selection organization work;
c) Organize management, update electronic documents and databases of outstanding rural industrial products at the provincial level on the software system for management and selection implemented by the Ministry of Industry and Trade;
d) Report to the Ministry of Industry and Trade the results of the selection process, the results of support from the promotion policy, and the production and business situation of establishments with awarded certificates when requested.
đ) Perform the tasks prescribed in Clause 5, Article 15 of this Circular.
2. Commune People's Committee
a) Based on the actual situation in their locality, the Commune People's Committee decides whether to organize or not to organize the commune-level selection process according to the provisions of this Circular;
b) Promote, mobilize, and guide rural industrial establishments within their jurisdiction to participate in the selection of outstanding rural industrial products at various levels;
c) Compile a list of outstanding rural industrial products at the commune level participating in the provincial-level selection process. In cases where the commune-level selection process is not organized, the Commune People's Committee compiles a list of products from rural industrial establishments that wish to participate in the provincial-level selection process;
d) Manage and update electronic documents and databases of outstanding rural industrial products at the commune level on the software system for management and selection implemented by the Ministry of Industry and Trade;
đ) Perform the tasks prescribed in Clause 5, Article 15 of this Circular.
Article 17. Responsibilities of Rural Industrial Establishments with Awarded Certificates
During the validity period of the certificate, rural industrial establishments have the responsibility to:
1. Produce and develop the recognized product with quality standards that the establishment has committed to when participating in the selection process;
2. Report the results of support from the promotion policy and the production and business situation of the establishment when requested by competent authorities;
3. Coordinate with relevant agencies and units to prepare documents in accordance with regulations to receive support from promotion funds and other preferential policies of the State for investment in developing the product;
4. Coordinate with the Selection Council to address any feedback or suggestions related to the selection results (if any);
Chapter V
IMPLEMENTING PROVISIONS
Article 18. Effective Date
1. This Circular takes effect from February 10, 2026.
2. This Circular replaces and abolishes the following documents:
a) Replaces Circular No. 26/2014/TT-BCT dated August 28, 2014, issued by the Minister of Industry and Trade, stipulating the organization of the selection of outstanding rural industrial products, and Circular No. 14/2018/TT-BCT dated June 28, 2018, issued by the Minister of Industry and Trade, amending and supplementing certain articles of Circular No. 26/2014/TT-BCT dated August 28, 2014, issued by the Minister of Industry and Trade, stipulating the organization of the selection of outstanding rural industrial products;
b) Abolishes Article 28 of Circular No. 38/2025/TT-BCT dated June 19, 2025, issued by the Minister of Industry and Trade, amending and supplementing certain provisions regarding the delegation of administrative procedures in fields under the management of the Ministry of Industry and Trade;
3. In cases where the referenced documents in this Circular are amended, supplemented, or replaced, they shall be implemented according to the amended, supplemented, or replacing documents.
Article 19. Transitional Provisions
1. Application files for participation in the selection process that have been received according to the regulations before the effective date of this Circular but have not yet completed the selection process shall continue to be implemented in accordance with Circular No. 26/2014/TT-BCT, amended and supplemented by Circular No. 14/2018/TT-BCT and Circular No. 38/2025/TT-BCT.
2. Product certificates for rural industrial products that were issued before the effective date of this Circular shall continue to be valid for the period specified on the certificate.
Article 20. Responsibility for Implementation
1. The Department of Innovation, Green Transition, and Industrial Promotion under the Ministry of Industry and Trade, People's Committees at all levels, organizations providing industrial promotion services, and related individuals and entities shall be responsible for organizing the implementation of this Circular.
2. During the process of implementing this Circular, if any difficulties or inconsistencies arise, organizations and individuals should report them to the Ministry of Industry and Trade (through the Department of Innovation, Green Transition, and Industrial Promotion) for timely consideration, amendment, supplementation, or guidance.

1. Certificate form:
This technical regulation sets out technical requirements, testing methods, sampling procedures; management requirements; responsibilities of organizations and individuals producing, trading, and importing cigarettes.
Decorative floral patterns surround the page, below the State Emblem is the National Emblem of the Socialist Republic of Vietnam. The logo of the Program for Selecting Outstanding Rural Industrial Products is placed as a recessed (faint) background at the center of the Certificate. Logo
2. Includes: A stylized gear wheel image in brick red (Brick Red) resembling a flower, placed on a green (Light Green, Green) leaf background, creating a harmonious layout in a circle.
