DECISION:
Article 1. Approving the adjustment of the overall urban planning for Phu Quoc Island, Kien Giang Province until 2030 with the following main contents:
1. Scope of the adjustment planning:
The scope of the adjustment planning includes: the entire Phu Quoc District with the towns of Duong Dong, An Thoi, and eight communes: Cu Can, Gan Dau, Bai Thom, Ham Ninh, Cu Da, Duong To, Tho Chu, and Hon Thom (including the entire southern cluster of An Thoi islands). Total natural land area: 58,923 hectares.
2. Development objectives:
Building Phu Quoc Island to develop sustainably; harmonizing economic development with the preservation of historical, cultural relics, and environmental protection; ensuring regional and national security and defense. Gradually building it into a coastal city, a high-end tourism and service center; a national and Southeast Asian scientific and technological center.
3. Characteristics:
- A special economic-administrative zone; a national and international eco-tourism, resort, and entertainment center; a regional-scale financial center.
- An important hub for intra-regional transportation and international air travel.
- A specialized research center for science and technology.
- A center for conserving national and regional biodiversity in forests and seas.
- A special position regarding security and defense.
4. Forecast of tourist arrivals:
- Forecasted to reach approximately 2 to 3 million visitors per year by 2020, of which international tourists account for about 35 to 40%.
- Forecasted to reach approximately 5 to 7 million visitors per year by 2030, of which international tourists account for about 45 to 50%.
5. Population size:
- Forecasted to reach approximately 340,000 to 380,000 people by 2020. Of which, urban population is approximately 200,000 to 230,000 people, rural population is approximately 80,000 to 90,000 people, and population converted from tourists is approximately 50,000 to 65,000 people.
- Forecasted to reach approximately 500,000 to 550,000 people by 2030. Of which, urban population is approximately 320,000 to 370,000 people, rural population is approximately 90,000 to 100,000 people, and population converted from tourists is approximately 80,000 to 85,000 people.

7. Spatial Development Orientation:
a) Development Model and Spatial Structure:
- Development model of Phú Quốc Island's marine and island eco-tourism city according to a concentrated chain structure with multiple centers.
- Spatial structure along the main north-south axis from An Thới to Cầu Trắng, surrounding traffic routes around Bãi Vòng - Bãi Thơm - Rạch Tràm - Rạch Vẹm - Gành Dầu - Cửa Cạn - Dương Đông - Bãi Trường - Bãi Khem connecting international seaports at An Thới, Bãi Đất Đỏ, and international airport at Dương Tơ.
- Urban and tourist area structure including: Cửa Cạn urban area, Dương Đông urban area, An Thới urban area; ecological tourism areas: North Island, South Island ecological tourism, mixed-use Bãi Trường - Bãi Vòng tourism; traditional craft villages.
- Landscape, agricultural, and open space structure: landscape forest space of national park, protective forest, specialized parks, and open spaces.
b) Functional Composition and Spatial Development Orientation:
- Functional Composition:
The composition of Phú Quốc Island City includes: urban and tourism development area accounting for about 15.19%. Forestry area accounting for about 64.16%. Landscape and open space area accounting for about 5.77%. Agricultural area accounting for about 9.13%. Special area accounting for about 5.75%.
- Spatial Development Orientation:
+ Dương Đông urban area is the center of Phú Quốc Island Tourism City.
+ Northern direction: conservation of scenic forests, development of eco-tourism, traditional craft villages serving tourism, high-tech agriculture.
+ Southern direction: development of mixed-use tourism, eco-tourism, port-city, international airport, conservation of protective forests, specialized parks, memorial site of Phú Quốc Prison.
+ Western direction: development of eco-tourism areas, traditional craft villages.
+ Eastern direction: development of agriculture conserving natural landscapes.

+ Landscape green space with an area of 2,829 hectares, including: areas along the coast; scenic and irrigation lakes; greenery along rivers, canals, around scenic and irrigation lakes such as Suối Lớn Lake, Tràm Canal, Cá Canal, Vẹm Canal, Cửa Cạn Lake, Cửa Lấp Canal, Vịnh Đầm Canal, and some small rivers and canals.

- Special area with an area of 2,624 hectares, of which dedicated land accounts for approximately 1,489 hectares and technical hubs account for approximately 1,135 hectares, including: International airport; international port: Đất Đỏ Beach, An Thới Port. Vịnh Đầm Combined Port, Bãi Thơm, Dương Đông. Duty-free zone at the international airport and An Thới Port. Sports training center, race track at Đường Bào; martyrs' memorial at Phú Quốc Prison. Small-scale industrial zones at Dương Tơ, Hàm Ninh, Vịnh Đầm; and key infrastructure projects on the island.
d) Land use planning for functional zones
- Urban system:
+ Central urban area of Dương Đông: serves as the administrative center, public service, international trade, finance, tourism services, and concentrated residential area of the island. Population scale by 2030 is about 240,000 people. Urban construction land area is 2,502 hectares. Population density is about 90 - 100 people/hectare. Average building density is 30 - 35%, maximum land use coefficient is 12 times.
+ An Thới Port urban area: serves as an international port urban area, technical hub - logistics center, duty-free zone, trade, tourism, and tourism services, light industry; cultural center, preserving historical and humanistic values of the island. Population scale by 2030 is about 71,000 people. Urban construction land area is 1,020 hectares. Population density is about 70 - 80 people/hectare. Average building density is 30 - 35%, maximum land use coefficient is 4.2 times.
+ Cửa Cạn urban area: serves as an urban area for research, conservation of forests, seas, agriculture, and island tourism. Population scale by 2030 is 26,500 people. Urban construction land area is 329 hectares. Population density is 70 - 80 people/hectare. Average building density is 30%, maximum land use coefficient is 2.8 times.

. Bãi Thơm: located in the northern part of the island; high-end resort area for ecological tourism, marine sports entertainment, golf course, specialized marine park, village tours. Scale of 375 hectares (of which the golf course has an area of 100 hectares);
. Gành Dầu: located in the northern part of the island: mixed ecotourism area combined with traditional fishing village residential area. Scale of 25 hectares;
. Rạch Tràm: located in the northern part of the island; four to five-star resort area combining mangrove forest tours. Scale of 102 hectares;
. Rạch Vẹm: located in the northwest part of the island; high-end resort area combining characteristic scenic forest tours, village tours. Scale of 202 hectares;

. Vũng Bầu: located on the western coast; four to five-star resort area combining scenic viewing and marine sports entertainment. Scale of 394 hectares;
. Cửa Cạn: located on the western coast of the island; high-end resort area for river and sea views, golf entertainment, village tours. Scale of 250 hectares (of which the golf course has an area of 102 hectares);
. Bãi Ông Lang: located south of Cửa Cạn Bay; high-end resort area for ecological tourism. Scale of 200 hectares;
. Bãi Khem: located in the southeast of the island; high-end resort area for marine sports. Scale of 99 hectares;
. Bãi Sao: located on the southeastern coast of the island; high-end resort area for marine sports, golf courses. Scale of 397 hectares (of which the golf course has an area of 220 hectares);
. Mũi Ông Đội: located in the southeast of the island; high-end resort area for scenic views, marine sports. Scale of 40 hectares;
. Bãi Đá Chồng: located in the northeast of the island; tourist service area, high-end resort area, casino service center. Scale of 135 hectares;
. Suối Đá Bàn: located in the center of the island, at the foot of Hàm Ninh Mountain; ecotourism area. Scale of 115 hectares;
. Nam An Thới Archipelago: located in the extreme south of the island, in An Thới Commune. Area with ecotourism spots under the forest canopy, combining environmental conservation tours; diving entertainment, marine sports, scenic viewing, village tours. Hòn Thơm will be renovated for residential areas, combined with tourism development, services, villages, yacht ports... Scale: 150 hectares;
. Thổ Chu Island: located in the extreme south of the island, in Thổ Châu Commune, developing ecotourism in forests and seas, linked with national defense security.
+ Mixed tourism areas:
. Bãi Vòng Tourist Area: located in the eastern part of the island. A multifunctional tourism service area and golf course, reaching three to four-star standards. Scale of 745 hectares (of which the golf course has an area of 244 hectares);
. Vịnh Đầm Tourist Area: located in the southeastern part of the island, a comprehensive tourism service area, marine entertainment. Scale of 65 hectares.
+ Complex Bãi Trường: located in the southwest of the island, a comprehensive tourism area; commercial center, tourism services, entertainment, public services on the island, and residential areas serving tourism. Scale of 1,235 hectares.

. Coastal rural areas with small scale linked to eco-tourism activities, tourism services, maintaining traditional crafts and local culture. The area is approximately 540 hectares;
. Rural areas in the central island zone with larger scale and linked to high-tech agricultural production zones: pepper gardens, ornamental plants, fresh flowers, fruits for tourism. This is also a reserve development area for cities, with an area of approximately 1,096 hectares.
+ High-tech agricultural production zones: Cua Duong, Cua Can, Gan Dau, Ham Ninh, Bai Thom, Duong To, covering an area of 4,177 hectares.
Rural craft villages serving tourism: traditional fish sauce production village relocated to new locations in Duong Dong, Vinh Dam, An Thoi to ensure environmental protection and facilitate sightseeing and tourism; fishing villages maintained at concentrated residential areas linked to eco-tourism and local tourism activities: Bai Thom, Rach Vem, Rach Tra, Gan Dau Cua Can, Ham Ninh.
- System of forests, green spaces, parks, water bodies, and open spaces:
+ Forests with an area of 37,802 hectares, including: Special-use forests located in the northern part of the island, covering an area of 29,596 hectares; protective forests on Phu Quoc Island, covering an area of 7,038 hectares; and Tho Chu Island, covering an area of 1,168 hectares.
National forest areas and protective forests are exploited for tourism activities such as: fishing; community education; scientific research; camping; walking and strolling in the forest; sightseeing; adventure sports: paragliding, rock climbing; forest tours; ecological rest in the forest.
+ Landscape green spaces, water bodies, and open spaces with an area of 2,829 hectares, including clean river systems: Rach Tra, Rach Vem, Cua Can River, Duong Dong River, Cua Lap River, Suoi Ca, and lake systems; coastal green spaces along Gan Dau, Mui Mong Tay, Rach Cua Can, Ap Ong Lang Bai Truong, Nui Ra Da, Mui On Bon, and along the eastern coast of the island.
Open spaces also include traffic squares at Suoi Trang Bridge, central square in Duong Dong urban area, airport square, beach square in the center of Bai Truong, memorial square, and An Thoi urban area square.
+ Specialized parks with an area of 570 hectares, including: Cua Can Lake Research Park, Suoi Lon Sports and Entertainment Park, Cultural-Historical-Memorial Park of Phu Quoc Prison.

8. Urban Design Guidelines:
a) Overall Urban Design Framework
- Development axes: controlling building height, density, setback, and architectural form for the main urban development axis from North to South from Trang Bridge to An Thoi; coastal axis and two main urban axes facing the sea at Bai Truong.
- Controlled areas: controlling building density, land use ratio, green space ratio, open space, public service facility ratio; traffic ratio in Cua Can urban area, Duong Dong urban area, Bai Truong complex, An Thoi urban area.
- Prominent project system:
Arranging prominent projects on control axes and in controlled areas, including public service facilities, administrative buildings, high-end hotels, commercial projects in Bai Thom, Cua Can urban area, Duong Dong urban area, Bai Truong complex, An Thoi urban area. Additionally, there are highlights at Mount Chua, Mount Vuong Bua, Mount Ong Qoui, Cape Gan Dau, Cape Mong Tay, Mount Ong Phung, Mount Ong Dieu, Mount Dien Tien, Mount Ra Da.
- System of forests, landscape parks, water bodies, and open spaces:
Preserving special-use forests and protective forests; open space landscapes in characteristic tourist areas; coastal landscapes: beaches, scenic spots.
Controlling the design of specialized parks: science, entertainment, memorial park. For other open spaces: maintaining biological diversity, rivers, lakes. Controlling urban design for central square areas in cities.
b) Organizing architectural and landscape space
- Urban area of Duong Dong: the main commercial-office axis facing the sea is the urban center's main axis; starting point is the administrative-political center and ASEAN Square, ending at Marina Port. The north-south coastal axis along the beach creates a central urban architectural landscape area with high-rise buildings; combining an open space system including the Duong Dong River and Lake and natural scenery such as Dien Tien Mountain and Khu Tuong Mountain.
- Urban area of Cu Can: serves as a natural gateway between the central development areas in the northern part of the island, being the intersection of major transportation axes, forming residential clusters close to nature. Here, landmark structures symbolizing the urban area are arranged, such as scientific research centers, hotels, and high-rise offices. A specialized science park combined with Cu Can Lake creates a unique landscape.
- Urban area of An Thoi: forms sunset viewing points; the urban area develops compactly, mixed, harmoniously between new and old development zones. Key landmarks include high-rise structures and iconic lighthouse constructions.
- Integrated tourist complex at Bai Trang: represents a distinctive architectural and landscape space for tourism in the island city. Prominent structures are arranged along the coastal circumferential axis around the island and axes facing the sea, featuring high-rise buildings.
- Craft villages serving tourism: preserving village clusters aims to maintain the natural state of the island's cultural values. Infrastructure is upgraded while maintaining small village scale with compact structure. New developments are interspersed in suitable locations within existing village areas.
Controlling and maintaining low-rise housing, land use coefficient < 1 time; maximum height 3 floors. Population density in existing village areas and mixed development zones is approximately 67 people/hectare.
- Urbanized rural areas: newly developed rural areas must retain distinctive landscape and natural features, characterized by large open spaces dotted with clusters of garden houses. Low population density between open spaces; land use coefficient < 1 time; maximum height 3 floors. Population density in rural development areas is about 20 people/hectare.
- Mixed resort areas: depending on the specific location of the area, one or more hotels, other accommodation services such as villas, condominiums, or rental apartments; a resort service zone with retail shops, restaurants; diverse entertainment facilities like water sports centers or golf courses. Complex resorts develop with low density, open spaces, landscapes, and nature as the main focus. Building heights are controlled to be low. Hotels cannot exceed 8 floors.
- Ecotourism areas with complete accommodation, restaurant, and entertainment facilities. Land area and building height, layout depend on location and surrounding landscape.
- Eco-hotel areas: in small, remote areas, these hotels should be integrated into the surrounding natural space to minimize negative impacts on the environment.
- Distribution and logistics centers: key structures are located around the new airport and in the An Thoi urban area.
9. Orientation for planning the development of technical infrastructure systems
a) Transportation:
- External transportation:
+ Air transport: the newly constructed international airport at Duong To has an area of about 898 hectares, meeting Category 4E standards (ICAO) to accommodate aircraft types such as B767, B747, and equivalents. By 2020, the airport's passenger capacity will be approximately 2.65 million passengers, including about 1 million international passengers, potentially expanding to 7 million passengers annually in the future. After the new airport is operational, the existing Duong Dong airport will be repurposed for the central urban area of the island.
+ Water transport:
. Constructing the An Thoi International Combined Port with cargo throughput of 500,000 to 700,000 tons/year and passenger throughput of 360,000 trips/year;
. Constructing a deep-water international cruise port at Dat Do Bay capable of accommodating large international cruise ships. In the future, it may develop into a deep-water international port for the southwestern region;
. Constructing breakwaters and fishing ports at Duong Dong. Serving fishing boats avoiding waves, receiving tourists, yacht berths, and cargo;
. Constructing the new Dam Bay Port with a capacity of 1 to 1.5 million tons/year, becoming a year-round combined port and a shelter for large vessels on the eastern coast of the island;
. Large-scale fishing centers such as Ham Ninh, Cu Can, Bai Tho, Gan Dau, Rach Tram constructing fishery and yacht ports;
. Constructing tourist ports at Bai Vuong, Hon Tho, Bai Trang, Mui Mong Tay, Rach Vem, Da Chong.
- Internal transportation:
+ Main axis road: constructing the North-South expressway on the island from An Thoi to Duong Dong to Suoi Cai, approximately 38 km long, with a dual carriageway each side 9 meters wide, two tramway lanes, sidewalks, and green belts on both sides. Total right-of-way width is 60 meters.
+ Suoi Cai - Bai Tho Road: dual carriageway 4 lanes wide, green belts (or sidewalks when passing through residential areas), right-of-way width 32 meters.
+ Suoi Cai - Gan Dau Road: road surface width 7 to 9 meters, green belts (or sidewalks when passing through residential areas) each side 6 meters, right-of-way width 21 meters.
+ Duong Dong - Cu Can Road: road surface width 7 to 9 meters, green belts (or sidewalks when passing through residential areas) on both sides, right-of-way width 42 meters.
+ Duong Dong - Duong To - An Thoi Road: dual carriageway each side 7.5 meters wide, tramway lane in the middle, right-of-way width 50 meters (Duong Dong - Cu Lap and Duong Dong - Cu Can sections have a right-of-way width of 42 meters). A circular road around the island from Bai Vuong to Ham Ninh to Cu Da to Bai Tho to Rach Tram to Rach Vem to Gan Dau to Cu Can to Duong Dong facilitates national defense and security and tour organization.
+ Constructing the central road axis of the Duong Dong urban area with a double-lane road width of 10.5 meters on each side, a right-of-way width of 40 meters, and the main urban trunk road.
+ Main roads in the area:
For existing urban areas (Duong Dong, An Thoi), the road network within these urban areas will be constructed, improved, and upgraded to ensure future traffic flow. New urban areas must ensure cross-sectional standards according to the level and type of urban roads when being built.
The rural roads in craft villages, eco-tourism areas in forests shall be constructed according to rural transportation standards. Efforts should be made to preserve natural scenery primarily for walking and two-wheeled vehicles.
Renovate existing parking lots and build new ones to form a static traffic network.
+ Public transportation:
Building a modern public transportation system that is environmentally friendly and meets the travel needs of residents and tourists on the island. The main public transportation routes include:
The tramway route from An Thoi - Duong Dong - Suoi Cai; Airport - Bai Truong - An Thoi.
Bus and taxi routes along major traffic axes, areas, and around the island serving the local population and tourists.
Taxi boat routes circling the island connecting urban areas and coastal tourist zones.
Walking trails in national parks and protective forests. Cable car route from Cua Can Lake - Mount Nui Chua - Rock Formation.
Water transportation routes along the Duong Dong River, Cua Can River, Vinh Dam Creek, and Tram Creek.
Parking lots are arranged in three urban areas and tourist zones, scenic spots along the coast.
b) Land preparation for construction:
- Planning building height:
General ground elevation control Hxd > 3.0 m. Ground elevation for each area is calculated to be consistent with the general control elevation and current topography, ensuring the ground does not flood, reducing earthwork volume, and preventing landslides.
For existing urban areas and construction zones, only localized filling and leveling to prevent flooding during urban renovation and beautification efforts are carried out, striving to maintain the original ground surface, complete surface cover, and implement ground protection measures such as riverbank revetments and slope reinforcement.
For new construction areas, leveling should be consistent with the control elevation and utilize natural terrain. In areas with natural terrain > 3.0 m, mainly leveling should follow the natural terrain, avoiding large-scale excavation and filling, and minimizing disruption to natural surface cover. In areas with low natural terrain < 3.0 m, leveling up to the control elevation is necessary to prevent flooding.
In low-lying areas, utilizing excavations to create water storage ponds and enhance landscape aesthetics.
- Stormwater drainage:
+ For existing urban areas: renovate and upgrade the existing drainage system, gradually separate sewage before discharging it to the treatment plant before releasing it into the environment.
+ For newly developed areas: construct a separate stormwater drainage system from sewage. Stormwater drainage lines are built using concrete pipes or covered ditches, allowing water to flow naturally along the terrain to rivers and streams.
+ Renovate and dredge rivers, streams, and reservoirs to enhance water drainage capacity and improve environmental aesthetics.
+ Create water storage ponds to collect rainwater for water supply and enhance environmental aesthetics.
c) Water supply:
- Water supply standards: urban domestic water: 120 liters/person/day in 2020 and 150 liters/person/day in 2030; tourist water: 300 liters/person/day; industrial water: 25 cubic meters/hectare/day.
- Water demand: 70,000 cubic meters/day in 2020; 120,000 cubic meters/day in 2030.
- Water sources: use five reservoirs: Duong Dong Reservoir, Suoi Lon Reservoir, Cua Can Reservoir, Rach Tram Reservoir, Rach Ca Reservoir, in addition to rainwater and recycled water.
- Pipeline network: construct main pipelines with diameters of D500-D200 connecting water plants to serve the entire island, and build recycled water pipelines from treatment plants to urban areas and tourist zones.
- Key facilities: build five water plants at five reservoirs across the entire island:
+ Duong Dong Reservoir has a capacity of W1 = 10 million cubic meters. Here, build Water Plant No. 1 with a capacity of Q = 16,500 cubic meters/day in 2020, Q = 20,000 cubic meters/day in 2030.
+ Suoi Lon Reservoir has a capacity of W = 4 million cubic meters, build Water Plant No. 2 with Q = 15,000 cubic meters/day.
+ Rach Ca Reservoir has a capacity of W = 2 million cubic meters, will build Water Plant No. 3 with Q = 8,000 cubic meters/day.
+ Cua Can Reservoir has a capacity of W = 15 million cubic meters, will build Water Plant No. 4 with Q = 20,000 cubic meters/day in 2020, Q = 50,000 cubic meters/day in 2030. This is the main water plant for the entire island.
+ Rach Tram Reservoir has a capacity of W = 3 million cubic meters, will build Water Plant No. 5 with Q = 10,000 cubic meters/day.
d) Sewage discharge, solid waste management, and cemeteries:
- Sewage discharge:
+ Discharge standards are set at 80% of water supply standards.
+ Total sewage flow: 41,000 cubic meters/day in 2020, 72,000 cubic meters/day in 2030, including industrial wastewater of 3,500-4,800 cubic meters/day.
+ Sewage drainage pipeline network: for urban areas and tourist zones, construct separate sewage pipelines leading to centralized treatment plants. Villages and hamlets use shared pipelines.
+ Sewage treatment: wastewater from centralized treatment plants must meet specified standards, with part of it further treated to meet reuse standards for other urban and tourist zone needs.
+ Tourist and small residential areas far from main sewage pipelines and centralized treatment zones must construct on-site sewage treatment facilities meeting QCVN 14-2008 standards.
+ Industrial wastewater: treated on-site to meet specified standards.
+ Key facilities:
Build five sewage treatment plants in five areas:
. Duong Dong Urban Area: Q = 30,000 cubic meters/day
. Bai Dai Tourist Area: Q = 4,000 cubic meters/day.
. Ham Ninh, Bai Vuong Area: Q = 3,000 cubic meters/day.
. An Thoi Urban Area, Bai Truong: Q = 25,000 cubic meters/day
. Muoi Dat Do Tourist Area: Q = 4,000 cubic meters/day.
- Solid Waste Management (CTR):
+ Organize a reasonable collection system and build high-tech solid waste processing zones to minimize landfilling.
+ Waste generation standard: 1.2 kg/person, tourist waste: 2 kg/person, industrial waste: 0.2 tons/ha/day. Total waste amount: 400-600 tons/day.
The key facilities: construction of two waste treatment areas: in Cua Duong commune and Ham Ninh commune. Here, two integrated waste treatment complexes will be built, each with a scale of 25 hectares.
- Cemetery: located in the Ham Ninh area, with a scale of 50 hectares; constructed according to a park cemetery model (cremation, permanent burial, prioritizing cremation).
d) Electricity supply:
- Electricity supply standards: urban residential electricity supply at 750 kWh/person/year until 2020 and 1,500 kWh/person/year until 2030; rural residential electricity supply taken at 50% of the urban residential electricity supply standard; public works and service electricity supply taken at 50% of household electricity consumption; industrial electricity supply approximately 200 kW/ha.
- Electricity demand: electricity consumption requirement of 850 million kWh/year, grid electricity reception of 895 million kWh/year, maximum load of 285 MW, average electricity consumption of 750 - 1,500 kWh/person/year.
- Power source: main power supply: submarine cable line of 110kV or 220kV from Ha Tien.
Local power source: Duong Dong - Phu Quoc diesel power station 30 MW. Construction of a power plant at Gan Dau, capacity of 100 to 200 MW, using non-polluting fuel and not affecting the tourism landscape and ecological conservation of the island.
Power grid:
- Construction of four 110/22 kV transformer stations with total capacity of 320 MVA and a 110 kV line connecting the stations.
- Renovation and upgrading of existing medium voltage 22 kV lines. Construction of new 22 kV lines for newly planned areas. Within urban and service areas, 22 kV lines need to be immediately constructed underground. In the long term, all medium voltage lines on the island will be converted to underground cables.
- Low voltage 22/0.4 kV substations are indoor substations, compact substations. In rural areas with few inhabitants, low voltage substations are suspended substations, outdoor pole-mounted substations.
e) Environmental protection solutions:
- Rational and efficient exploitation and utilization of land and natural resources: implementing the purpose, scale, and strictly adhering to economic and technical criteria and standards specified in approved master plans.
- Zoning risk areas affected by impacts and environmental protection functional zones; establishing an appropriate environmental control system suitable for the function of each zone (strictly protected zones include national forests, protective forests, seagrass and coral reef conservation areas; socio-economic development zones combined with environmental protection include urban areas, tourist development zones. Production isolation zones include craft villages, small-scale industrial zones. Pollution control zones include key infrastructure projects that pose a risk of negative environmental impact).
- Protection of primary forest ecosystems: restoring and protecting existing natural forest ecosystems and green cover, particularly concentrated primary forest areas in the northern part of the island; stabilizing agricultural crop planting areas; demarcating national forest protection areas in accordance with the provisions of the Law on Forest Protection and Development and the Law on Biological Diversity.
- Exploitation and use of water sources: using surface water from the Cuu Can chain of lakes for their intended purposes, strictly following the water balance planning and technical procedures; assessing reserves to plan rational exploitation and use of groundwater in accordance with technical procedures.
- Controlling agricultural and forestry production activities: planning a system of plant protection centers to ensure the ability to control fertilizer and plant protection chemical usage.
- Ensuring environmental hygiene in urban and tourist areas regarding water, air, and noise.
- Establishing a monitoring, analysis, and objective evaluation system for environmental effectiveness in the region.
- Applying Geographic Information System (GIS) in environmental management work.
10. Initial phase planning - up to 2020.
a) Objective: completion of basic technical infrastructure framework; formation of some new urban areas and tourist zones. Focus on developing international airports, international seaports; power network; main roads and tourist infrastructure.
b) Spatial development orientation:
- Developing two major urban and tourist centers in Duong Dong and Bai Truong;
- Developing high-quality eco-tourism areas in environmentally sensitive regions, limiting land reclamation from Provincial Road 47 upwards, communes Cua Can, Cua Duong, Gan Dau, Bai Tho, the northern part of Ham Ninh commune, and southern islands of An Thoi.
- Developing less environmentally sensitive areas in the southern part of the island: Duong Dong, An Thoi, Duong To, and the southern part of Ham Ninh commune. Large-scale tourist areas such as Ba Keo - Cuu Lap, Bai Truong, Bai Dat Do, Bai Khem, Bai Sao, Bai Vong.
- Developing eco-tourism with forest resort stays, diving, coral reef research tours, fishing, squid catching in Hon Tho and Nam An Thoi Island areas.
- Renovating, upgrading, adjusting, and expanding Duong Dong town; gradually forming a new urban area next to Suoi Cai Lake.
- Developing golf courses in Bai Tho, Cua Can, Gan Dau, Bai Sao - An Thoi, and Bai Vong.
- Forming sports training centers and race tracks in An Thoi and Duong To areas.
- Developing water sports areas in Ham Ninh, eastern sea areas, and Bai Truong; exploring the seabed in the Hon Thom archipelago.
c) Initial phase technical infrastructure development orientation:
- Transportation:
+ International airport Duong To, An Thoi multi-purpose port, Vinh Dam multi-purpose port, Duong Dong multi-purpose port, Bai Tho multi-purpose port.
+ Main north-south road (An Thoi - Duong Dong - Suoi Cai).
+ Island circumferential road. Suoi Cai - Gan Dau cross-island road, Duong Dong - Ham Ninh cross-island road.
+ Some internal roads in urban areas. Total length of main roads to be constructed in the initial phase is approximately 550 km.
- Water supply: construction of Duong Dong reservoir with W1 = 5 million m3, capacity Q 16,500 m3/day; Suoi Lon reservoir with volume W = 4 million m3, capacity Q 15,000 m3/day; Rach Ca reservoir with volume W = 2 million m3, capacity Q 8,000 m3/day; Cuu Can reservoir with W = 15 million m3, constructing water plant number 4 with Q1 20,000 m3/day; Rach Tram reservoir with volume W = 3 million m3, capacity Q = 10,000 m3/day.
The total initial capacity of water plants: 68,000 m3/day, meeting 65% of the water demand for urban areas and tourist zones.
- Power supply: total required power capacity: 156 MW; initial required electricity volume (in 2020): 456 million kWh/year.
Construct an underwater cable line from Ha Tien to Phu Quoc. This line will provide power to the 110/22 kV Phu Quoc 1 substation, planned to be located near Suoi Da area, close to Duong Dong town, with an initial capacity of 40 MVA, which will be increased to 2 x 40 MVA.
From the existing Phu Quoc power plant capacity of 10 MW, increase the capacity to 30 MW.
Study and apply new technologies to develop clean energy sources to meet part of the energy demand on the island.
The Hon Thom area has its own diesel power station. Supporting and supplementary power sources within a small range include diesel power stations attached to projects, solar power, and small hydropower plants.
Construct two 110/22 kV substations on the island.
The 110/22 kV Phu Quoc 1 substation and the additional construction of the Phu Quoc 3 substation in the southern part of the island, with an initial capacity of 40 MVA, will be increased to 2 x 40 MVA, then further increased to 2 x 63 MVA.
Construct a 110 kV line connecting the 110 kV substations. The 110 kV line will be overhead, except for sections crossing the airport's static clearance, which will be underground cables. Medium voltage lines will be constructed at the 22 kV level, and connected to the interconnection lines between the 110/22 kV substations. The main 22 kV circuit from the 110 kV transformer station to urban areas, service zones, tourist zones, etc. Low voltage lines will share poles with medium voltage lines (mixed lines) or run separately on concrete utility poles. In urban areas, low voltage lines will be buried.
- Drainage:
+ Initial wastewater flow: 46,500 m3/day, including industrial wastewater: 4,000 m3/day. Construct a separate sewage collection pipeline with diameters ranging from D400 to D800, build five separate wastewater treatment plants for the entire island, meeting QCVN 14 - 2008 standards. A portion of the treated wastewater must be thoroughly cleaned to meet standards for reuse, supplying irrigation needs for trees, golf courses, toilets, floor washing, sanitation, etc., for urban and tourist areas. Industrial wastewater: treated immediately at the project site, meeting discharge standards before release.
+ Priority investment in wastewater treatment areas initially: Duong Dong town with a capacity of Q = 30,000 m3/day; at Bai Dài tourist zone, Q = 2,000 m3/day; at Ham Ninh urban area, Bai Vuong, Q = 2,000 m3/day; at An Thoi urban area, Bai Truong, Q = 20,000 m3/day; at Dat Do tourist zone, Q = 2,000 m3/day.
- Other sanitation issues:
+ Waste: total waste on the island by 2020 is 400 tons/day. Urban waste is collected centrally to two waste processing areas: north at Cu Da commune or Bai Tho and Ha Ninh commune. Here, two integrated waste processing complexes will be built, each with a scale of 25 hectares.
+ Cemeteries: plan to allocate one common cemetery for the entire island. With a scale of 50 hectares in the Ha Ninh area.
11. Priority programs and projects:
a) Develop international airports and seaports:
- Airport: by 2020, Phu Quoc International Airport will have one runway capable of accommodating B767, B747-400 aircraft and a parking apron for 14 positions. Passenger terminal capacity: 2.5 - 3 million passengers/year. Cargo terminal capacity: 14,300 tons of cargo (8,600 tons of international cargo and 5,700 tons of domestic cargo).
- Seaport: An Thoi international multi-purpose port. Domestic ports: Duong Dong, Vinh Dam, Bai Tho.
b) Main transportation axes:
Construct the main north-south axis: approximately 49 km, including: island encircling road, cross roads, and commercial axis of Duong Dong urban area.
c) Water supply: upgrade and construct water reservoirs: Duong Dong reservoir with a capacity of 5.5 million m3, serving water supply for Duong Dong urban area and nearby regions. Rach Ca reservoir: 1 million m3, covering an area of 60 hectares. Suoi Lon reservoir: 4 million m3, with a water supply capacity of 15,000 m3/day-night.
d) Power supply: invest in constructing the Ganh Dau thermal power plant with a capacity of 100 MW and implement the submarine cable project from the mainland to the island.
đ) Drainage and environmental sanitation:
- Construct a wastewater treatment plant for the central urban area of Duong Dong, Q = 15,000 m3/day;
- Construct a wastewater treatment plant for the urban and tourist areas of An Thoi, Bai Truong, Q = 15,000 m3/day.
- Construct an integrated solid waste processing complex with an area of 25 hectares in the Ha Ninh commune area, and build a cemetery with a scale of 50 hectares in the Ha Ninh area.
e) Social infrastructure works:
- Invest in a high-quality hospital with 500 beds in the central urban area of Duong Dong; establish an education, training, and scientific research center in the Cua Can urban area with a scale of about 100 hectares.
- Construct resettlement areas in the urban areas of Duong Dong, An Thoi, and Cua Can.
- Establish a commercial and financial center in Duong Dong and An Thoi; with an area of about 116 hectares.
g) Construct small-scale industrial zones and craft villages:
- Construct a farm production zone and high-tech agricultural production area: flowers, ornamental plants, pepper gardens, with an area of 700 hectares. Various types of clean vegetables and flowers; with an area of about 1,070 hectares.
- Construct and develop the small-scale industrial zone of Duot and the Vinh Dam port; with an area of about 175 hectares.
Article 2. Direct the People's Committee of Kien Giang Province to implement the following tasks:
1. Issue regulations to manage the approved General Planning for Construction of Phu Quoc Island; establish and issue regulations on planning and architectural management throughout the island.
2. Publicly announce the approved adjustment plan for the General Planning for Construction of Phu Quoc Island.
3. Implement detailed planning and zoning plans to concretize the approved adjustment plan for the General Planning for Construction of Phu Quoc Island as a basis for implementing investment construction projects and managing urban areas.
4. Prepare an investment plan for technical infrastructure construction and manage land development funds according to the approved construction planning adjustments.
5. For urban areas, strictly manage to ensure that developers must construct social infrastructure in tandem with technical infrastructure, and connect to the island's overall infrastructure network.
6. Develop disaster prevention plans (global climate change, epidemics, environmental protection on the island).
7. Establish mechanisms, policies, financial resources, and human resources to implement infrastructure framework projects early in order to transform Phú Quốc into a major economic center of the country and the region.
Article 3. This Decision takes effect from the date of issuance.
The Minister of Construction, the Chairman of the People's Committee of Kiên Giang Province, and the heads of relevant agencies shall be responsible for implementing this Decision.
