Pursuant to the Law on Organization of the Government dated December 25, 2001;
Considering the proposal of the Ministry of Industry in Circular No. 4938/CV-KHĐT dated November 20, 2001.
DECISION:
Article 1. Approve the Master Plan for the Development of the Industrial Explosives Industry in Vietnam until 2010 with the main contents as follows:
1. Orientation for the development of the industrial explosives industry until 2010:
Industrial explosives are special goods; they are a type of production and business activity subject to conditions managed uniformly by the State.
The development of the industrial explosives industry must ensure high synchronization from the research, testing, production stages to the supply and blasting service stages; quickly absorb advanced technology from around the world, combined with existing domestic technology and equipment to ensure that industrial explosives products reach a high technological level, becoming a complete industry to serve the needs of various economic sectors and towards export; taking into account serving national defense and security. During production, storage, transportation, and use, absolute safety must be ensured, protecting the environment and ecology.
2. Basic objectives of the master plan for the development of the industrial explosives industry until 2010:
- Invest in producing Nitramon (NH4NO3), one of the basic raw materials for producing explosives, ensuring porosity and purity > 99.5% to ensure self-sufficiency in supplying explosive manufacturing facilities, while investing in researching other raw materials to serve the production of blasting accessories.
- Complete and modernize the existing emulsion explosive production lines, gradually eliminating them so that after 2005, only up to 5 - 10% will be used and only in places where traditional explosives can be allowed, including utilizing recycled explosives from defense waste (containing TNT).
- Research and invest in producing safe water-resistant emulsion explosives with strong blasting power for underground mines with methane gas and dust explosions; develop and perfect the method of producing high-energy mobile emulsion explosives on specialized vehicles at blasting sites.
- Research and invest in producing certain types of explosives and blasting accessories to serve the Oil and Gas industry.
- Synchronize and modernize the production lines for blasting accessories: high-energy igniters, detonators, and non-electric fuses to replace imported ones.
- Perfect the organization of industrial explosives production, a specialized supply network for blasting services to meet promptly the demands of consumers, ensuring social order and safety; maintain only two state-owned enterprises for the production and supply of industrial explosives as currently exists.
- Focus on developing comprehensive blasting services, initially in industrial areas with high demand; intensify training of human resources and perfect the state management mechanism for the industrial explosives industry.
3. Level of industrial explosives production:
Ensure sufficient quantity and variety of industrial explosives at reasonable prices. Projected levels of production and consumption of various types of explosives and blasting accessories (Annex 1):
- By 2005 approximately 30,240 tons of explosives.
- For the period 2006-2010 approximately 35,910 tons of explosives.
4. Development Plan:
- Period 2002-2005 (Annex 2): Promptly implement feasibility studies and detailed project reports for projects producing Nitramon raw material, safe underground emulsion explosives, high-energy mobile emulsion explosives, explosives for the Oil and Gas industry, and upgrading existing explosives and accessories.
- Period 2006-2010 (Annex 3): Scale and progress will be adjusted according to the actual situation of the 2002-2005 period.
5. Investment Capital Requirements:
a) Total investment capital for the development of the industrial explosives industry over ten years is estimated at approximately 355 billion VND, of which:
- Period 2002-2005 approximately 212 billion VND.
- Period 2006-2010 approximately 143 billion VND.
b) Sources of investment funds:
- Borrowing and mobilizing other sources of capital for investment according to approved project lists.
- Supporting capital from the state budget for scientific research, technology (including applied research and experimental manufacture) and national reserves, preservation of industrial explosives.
Article 2. Implementation
1. The Ministry of Industry, with its function of managing the state's affairs regarding industrial explosives, is responsible for directing, monitoring, and urging the implementation of the industry's goals and tasks to serve the national economy, organizing periodic evaluations of the implementation of the master plan and proposing adjustments to the master plan to suit actual circumstances; coordinating with relevant ministries and agencies to continue researching and perfecting regulatory documents and policies to develop the industrial explosives industry according to the approved master plan.
2. The Ministry of Planning and Investment coordinates with relevant ministries and agencies to study support policies, balance, and allocate funds for scientific research and application in the industrial explosives industry and national reserves for the preservation of industrial explosives.
3. The Ministry of Science, Technology, and Environment coordinates with the Ministry of Industry and the Ministry of Defense to promote scientific and technological research activities in the field of industrial explosives, aiming to absorb and organize the application of advanced science and technology from the region and the world; issue regulations on technology, technical standards, and environmental protection related to the management and development of the industrial explosives industry.
4. The Ministry of National Defense and the Vietnam Coal Corporation direct subordinate units to produce various types of industrial explosives and accessories to fully meet the needs of the national economy; research and absorb technology to produce explosives and accessories for the Oil and Gas industry to replace current imports and aim for exports.
5. The Vietnam Oil and Gas Corporation creates favorable conditions for domestic production units to conduct research and trials to produce industrial explosives meeting standards for oil and gas exploration and exploitation to replace imports.
6. The Ministry of Public Security coordinates with relevant ministries and agencies to perfect regulations on the management of industrial explosives, including import and export, and combat illegal trade in industrial explosives.
7. The Ministry of Labor, Invalids and Social Affairs shall take the lead and coordinate with relevant ministries and sectors to study adjustments and amendments to policies for workers in the industrial explosives industry; implement technical safety inspections and labor protection at production, storage, supply, and usage facilities for industrial explosives.
Article 3. Ministries, sectors, and provincial/municipal people's committees under the central government shall, based on their functions and tasks, strictly direct the implementation of management over the production, stockpiling, transportation, and use of industrial explosives in accordance with current regulations.
Article 4. THIS DECISION SHALL TAKE EFFECT 15 DAYS AFTER THE DATE OF SIGNATURE.
Article 5. Ministers, heads of ministerial-level agencies, heads of governmental agencies, chairpersons of provincial/municipal people's committees under the central government, chairpersons of boards of directors and general directors of Vietnam Coal Corporation, chairpersons of boards of directors and general directors of Vietnam Oil and Gas Corporation, and heads of related agencies shall be responsible for enforcing this Decision.
