Camendpursuant to the Road Traffic Law dated November 13, 2008; Torganization C"b) In addition to the lists of public services issued according to the provisions of Clause 2, Article 4 of this Decree, specialized agencies under provincial People's Committees shall report to the provincial People's Committee for decision-making on amending, supplementing, or issuing the list of public services funded by the state budget within their jurisdiction and consistent with the local budget capacity within the approved budget by the Provincial People's Assembly, and send it to the Ministry of Finance and relevant ministries and sectors for supervision during implementation."pursuant to the Government's Resolution dated December 25, 2001;

Pursuant to the Law on Legislative Documents of 2008;

At the request of the Minister of Agriculture and Rural Development,

Amending and supplementing Decision No. 42/2012/QĐ-TTg dated October 8, 2012 of the Government Chairman on supporting organizations and units employing laborers who are ethnic minorities residing in mountainous areas and particularly difficult regions as follows:, amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CP 1. Amending and supplementing Clause 3, Article 3 on applying labor norms, as follows: l"a) Organizations employing laborers may apply labor norms at 80% of the general labor norms of the organization for contracting or paying wages to ethnic minority laborers. The application period is five years for each laborer starting work at the organization. b) Organizations employing laborers may account for 20% of the general labor norms of the organization in production and business costs."No. 2. Amending Clause 1, Article 4 as follows:

"1. The central budget will support 100% of the costs related to training, health insurance, social insurance, and unemployment insurance for ethnic minority laborers."

3. Replacing the phrase "Group 91 or Corporation 91" in Clause 2, Article 4 and the phrase "State Economic Group and Corporation 91" in Article 7 with the phrase "Limited Liability Company that is a parent company."

2. For organizations and units employing laborers that have submitted budget proposals requesting support to competent authorities before this Decision takes effect but have not yet received approval for support, they shall continue to be supported according to the provisions of Decision No. 42/2012/QĐ-TTg; budget proposals submitted after this Decision takes effect shall be implemented in accordance with the provisions of this Decision.

Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Limited Liability Companies that are parent companies, Chairmen of provincial People's Committees directly under the Central Government are responsible for implementing this Decision./.

3. Replace the phrase "Group or Corporation 91" in Clause 2, Article 4, and the phrase "State-owned Economic Group and Corporation 91" in Article 7 with the phrase "Limited Liability Company that is a parent company."

Article 2. Effective Date

1. This Decision takes effect from February 10, 2016.

2. For units employing labor that have submitted budget proposals requesting support to competent authorities before this Decision takes effect and have not yet received approval for such support, they shall continue to be supported according to the provisions of Decision No. 42/2012/QĐ-TTg; budget proposals requesting support submitted after this Decision takes effect shall be implemented in accordance with the provisions of this Decision.

Article 3. Responsibility for Implementation

The Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Limited Liability Companies that are parent companies, Chairpersons of provincial People's Committees under the Central Government are responsible for implementing this Decision./.
