Pursuant to the Law on Standards and Technical Regulations dated June 29,m 2006;

The Minister of Natural Resources and Environment promulgates this Circular stipulating national technical standards for the environment.
Article 1. This Circular issues the national technical regulation on environment: QCVN 03-MT: 2015/MONRE - National Technical Regulation on permissible limits of certain heavy metals in soil.
Article 2. This Circular takes effect from March 1, 2016
Article 3. The Director General of the Vietnam Environment Administration, Heads of units under the Ministry of Natural Resources and Environment, Directors of Provincial Departments of Natural Resources and Environment, and related organizations and individuals are responsible for implementing this Circular./.
