CIRCULAR

Amending and supplementing some articles of Circular No. 15/2014/TT-BCA
dated April 4, 2014, issued by the Minister of Public Security on vehicle registration

BASED ON THE LAW ON TRAFFIC ON ROADS 2008;

Pursuant to Decree No. 106/2014/NĐ-CP dated November 17, 2014, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;

At the proposal of the Director of the Traffic Police Corps;

The Minister of Public Security issues this Circular to amend and supplement some articles of Circular No. 15/2014/TT-BCA dated April 4, 2014, issued by the Minister of Public Security on vehicle registration.

Article 1. Amending and supplementing some articles of Circular No. 15/2014/TT-BCA dated April 4, 2014, issued by the Minister of Public Security on vehicle registration (hereinafter referred to as Circular No. 15/2014/TT-BCA).

2. Amending and supplementing Article 7 as follows:

"1. The Traffic Police Department under the Ministry of Public Security shall register and issue license plates for vehicles of the Ministry of Public Security and cars of diplomatic agencies, international organizations' representative offices, and foreign nationals working in such agencies and organizations; cars purchased with state budget funds by agencies and organizations listed in Appendix No. 01 attached hereto."

2. Amend and supplement Clause 2 of Article 6 as follows:

"2. Vehicles registered with blue background license plates with white letters and numbers; license plates with code 80 on a white background with black letters and numbers, now when there is a decision to transfer, sell, give away, or donate, before handing over the vehicle to the organization or individual purchasing or receiving the transfer, gift, or donation, the owner must recover and return the registration certificate and license plate to the vehicle registration authority."

3. Amending and supplementing Clause 4 of Article 10 as follows:

"4. In case there is a change or addition to forms, certificates, and documents related to vehicle registration as prescribed by law, the Traffic Police Department shall be responsible for notifying the vehicle registration authorities specified in Article 3 of this Circular to implement."

4. Supplementing Clause 8 of Article 19 as follows:

"8. Vehicles that have been registered and issued license plates with a blue background and white letters and numbers; license plates with code 80 on a white background with black letters and numbers when there is a decision to transfer, sell, give away, or donate the vehicle."

5. Amending and supplementing Point a of Clause 6 of Article 31 as follows:

"a) License plates with a blue background and white letters and numbers, using serial numbers consisting of one of the following letters in sequence: A, B, C, D, E, F, G, H, K, L, M, issued to vehicles of Party agencies; Office of the President; Office of the National Assembly and National Assembly agencies; Office of Delegations of the National Assembly, People's Councils at all levels; Central Steering Committees; People's Public Security, People's Courts, People's Procuratorates; ministries, agencies equivalent to ministries, government agencies; National Committee for Traffic Safety; People's Committees at all levels and specialized agencies under provincial and district People's Committees; political-social organizations (Vietnam Fatherland Front, Vietnam General Confederation of Labor, Communist Youth Union of Ho Chi Minh, Vietnam Women's Union, Vietnam Veterans Association, Vietnam Farmers' Union); public service units, except for public driving training and examination centers; Project Management Board with state management functions."

6. Amending some terms of Circular No. 15/2014/TT-BCA as follows:

a) Replacing the phrase "Highway and Railway Traffic Police Department" with the phrase "Traffic Police Department" in Clause 1 of Article 3, Clause 11 of Article 23, Article 28, Article 30, Clause 9 of Article 31, Clause 1 of Article 33, Clause 2 of Article 35, and Forms No. 03, 04, 05, 06, 09, 10, 11, 12, 13 issued together with Circular No. 15/2014/TT-BCA;

b) Replacing the phrase "General Administration of Public Order and Social Security Police" with the phrase "Traffic Police Department" in Clause 8 of Article 31, Clause 2 of Article 35.

c) Replacing the phrase "Director of the General Administration of Public Order and Social Security Police" with the phrase "Director of the Traffic Police Department" in Clause 4 of Article 3, Clause 1 of Article 35.

d) Replacing the phrase "Railway and Road Traffic Police Department" with the phrase "Traffic Police Department" in Forms No. 09, 10, 11, 12, 13 issued together with Circular No. 15/2014/TT-BCA.

7. Replacing Appendices No. 01, 03, 04 issued together with Circular No. 15/2014/TT-BCA with Appendices No. 01, 03, 04 issued together with this Circular.

Article 2. Effectiveness and Transitional Provisions

1. This Circular takes effect from February 12, 2018.

2. Agencies and organizations that have registered automobiles with the Traffic Police Corps, which are now not within the scope of automobile registration under Appendix No. 01 issued together with this Circular, shall be responsible for transferring their vehicles to the Traffic Police Department at the provincial or centrally governed city police force where they have their headquarters to complete the registration procedures.

Article 3. Responsibility for Implementation

1. The Director of the Traffic Police Corps shall be responsible for directing, inspecting, and guiding units and localities' public security organs in implementing this Circular.

2. Heads of units and localities' public security organs shall be responsible for enforcing this Circular within the scope of their duties and authority.

During implementation, if there are difficulties or obstacles, units and local public security agencies should report to the Ministry of Public Security (through the Traffic Police Corps) for timely guidance./.
