Regarding the establishment of the Public Health University Y based on the Decision of the Government dated September 30, 1992;

Article 1. The Public Health University has the following tasks:

Conducting scientific research to serve the cause of community health care and protection.
The Public Health University is directly under the Ministry of Health and subject to state management by the Ministry of Education and Training and other ministries and sectors as prescribed by the Government. The University has legal personality, its own seal, and separate accounts. Its headquarters is located in Hanoi.
Article 3. The Minister of Health, the Minister of Education and Training, the Ministers and Heads of ministerial-level agencies, the Heads of government-affiliated agencies, the Chairpersons of provincial People's Committees under the central city, and the Rector of the Health Management Cadres School are responsible for implementing this Decision.
Article 4. THIS DECISION SHALL TAKE EFFECT 15 DAYS AFTER THE DATE OF SIGNATURE.
Article 5. The Minister of Health, the Minister of Education and Training, the Ministers in charge of ministries equivalent to ministries, the heads of government agencies under the central government, the Chairpersons of People's Committees of provinces and centrally governed cities, and the Principals of Health Administration Management Schools shall be responsible for implementing this Decision.
