THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT

Pursuant to Decree No. 86/2003/NĐ-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Pursuant to Decision No. 930/QĐ-TTg dated September 9, 2005 of the Prime Minister approving the restructuring plan for the scientific organization system under the Ministry of Agriculture and Rural Development;

Considering the proposal of the Director of the Department of Science and Technology and the Director of the Department of Organization and Cadres,

DECISION:

Article 1. Position and Functions

1. The Institute for Policy and Strategy for Agricultural and Rural Development shall be established based on the Institute of Agricultural Economics pursuant to Clause a, Point 4, Article 1 of Decision No. 930/QĐ-TTg dated September 9, 2005 of

The Institute for Policy and Strategy for Agricultural and Rural Development is a scientific public institution directly under the Ministry of Agriculture and Rural Development, with the function of conducting scientific research, providing information, training, consulting, transferring technology, and performing other activities as prescribed by law to serve the work of policy and strategy development for agricultural and rural development.

3. The Institute shall be allocated operating funds, and may use its seal and open a separate account at the State Treasury in accordance with the provisions of the law.

The main office of the Institute is located in Hanoi, and the southern base is located in Ho Chi Minh City.

Article 2. Tasks of the Institute

The Institute for Policy and Strategy for Agricultural and Rural Development has the following main tasks:

1. Scientific Research:

a) Conducting research to provide scientific basis for policy-making, strategic development of agriculture and rural areas, and evaluating the impact of policies already issued.

b) Conducting scientific research and assessing the effectiveness of planning, programs, plans, projects for agricultural and rural development to serve state management.

c) Conducting research on agricultural products' sectors and markets.

d) Conducting research on economic integration in agriculture.

đ) Conducting research on rural socio-economics.

e) Conducting research on economics and society in the management and use of agricultural resources.

g) Conducting research on the agricultural system.

2. Information:

a) Providing information on policies and strategies for agricultural and rural development (domestic and international).

b) Providing market information, promoting trade, and economic integration.

c) Providing information on poverty reduction.

d) Providing information on agricultural resource management and sustainable development.

đ) Providing information to support production, business, investment related to agricultural and rural development.

3. Implementing contracts for collaborative scientific research, technology transfer, training, consulting, and model construction with domestic organizations and individuals in accordance with the law, establishing a scientific enterprise according to the law.

4. Implementing international cooperation in research, technology transfer, and training in the field of policy and strategy for agricultural and rural development.

5. Managing the organization, budget, assets, and other resources assigned; implementing regulations and policies for staff and workers; operating the unit under the mechanism of self-management and self-responsibility of public science and technology organizations.

Article 3. Organizational Structure of the Institute.

1. Leadership of the Institute.

The leadership of the Institute includes the Director and Deputy Directors appointed by the Minister of Agriculture and Rural Development in accordance with current regulations. The Director manages the Institute under the headship system, is responsible before the Minister of Agriculture and Rural Development and the law for all activities of the Institute as prescribed by law.

Deputy Directors assist the Director, are responsible before the Director and the law for the implementation of assigned tasks.

2. Professional and technical organizations:

a) Department of Science,

b) Department of Organization and Administration,

c) Department of Finance,

d) Department of Strategic and Policy Research,

đ) Department of Market and Sector Research,

e) Department of Resource and Environment Economic Research,

g) Department of Agricultural System Research.

3. Units directly under the Institute may use seals and open separate accounts at the State Treasury, operate as autonomous public science and technology organizations, and partially self-fund their operations:

a) Southern Base,

b) Rural Development Center,

c) Agricultural and Rural Development Information Center,

d) Agricultural Policy Consulting Center.

The Director of the Institute for Policy and Strategy for Agricultural and Rural Development is tasked with drafting the charter for the organization and operation of the Institute to submit to the Ministry for promulgation; defining tasks, appointing leaders, issuing regulations, and registering the activities of subordinate organizations in accordance with the law.

Article 4. Effective date

This Decision takes effect fifteen days from the date of publication in the Official Gazette.

Article 5. Responsibilities for Implementation

The Head of the Office, Heads of the Personnel Department, Heads of relevant agencies and units under the Ministry, Directors of the Institute of Agricultural Economics, and the Director of the Institute for Policy and Strategy for Agricultural and Rural Development are responsible for implementing this decision./.
