Issuing the Supplementary List of Crop Varieties and Fertilizers Permitted for Production, Trading, and Use and the Supplementary List of Veterinary Medicines, Vaccines, Biological Preparations, Microorganisms, and Chemicals Used in Veterinary Medicine Permitted for Circulation in Vietnam,

business, use, and the List of veterinary drugs, vaccines, biological products,

microorganisms, chemicals used in veterinary science permitted for circulation in Vietnam

Pursuant to Decree No. 01/2008/ND-CP dated January 3, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development; Decree No. 75/2009 dated September 10, 2009 of the Government amending Article 3 of Decree No. 01/2008/ND-CP of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to the Law on Quality of Products and Commodities dated November 21, 2007;
Pursuant to the Seed Law on March 24, 2004;
Pursuant to the Animal Health Law on April 29, 2004;
Pursuant to Decree No. 33/2005/NĐ-CP dated March 15, 2005 of the Government detailing the implementation of certain provisions of the Animal Health Law;
Pursuant to Decree No. 113/2003/NĐ-CP dated October 7, 2003 of the Government on management of fertilizer production, trading, and use; Decree No. 191/2007/NĐ-CP dated December 31, 2007 of the Government amending and supplementing certain provisions of Decree No. 113/2003/NĐ-CP dated October 7, 2003 of the Government on management of fertilizer production, trading, and use;
Pursuant to Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing the implementation of certain provisions of the Law on Quality of Products and Commodities;
Pursuant to Circular No. 36/2010/TT-BNNPTNT dated June 24, 2010 of the Minister of Agriculture and Rural Development on regulations for fertilizer production, trading, and use;
The Ministry of Agriculture and Rural Development issues the Supplementary List of Crop Varieties and Fertilizers Permitted for Production, Trading, and Use and the Supplementary List of Veterinary Medicines, Vaccines, Biological Preparations, Microorganisms, and Chemicals Used in Veterinary Medicine Permitted for Circulation in Vietnam.

Article 1. Issued together with this Circular

1. The Supplementary List of Crop Varieties Permitted for Production and Trading in Vietnam includes: 01 rice hybrid variety, 01 cassava variety, 02 soybean varieties (Annex 01 attached).

2. The Supplementary List of Veterinary Medicines, Vaccines, Biological Preparations, Microorganisms, and Chemicals Used in Veterinary Medicine Permitted for Circulation in Vietnam includes: 327 products (Annex 02 attached).

3. The Supplementary List of Fertilizers Permitted for Production, Trading, and Use in Vietnam includes:

a) Types of fertilizers permitted for production, trading, and use in Vietnam (Annex 03 attached) comprising 524 types, divided into:

Mineral fertilizers: 02 types;

Root-applied micronutrient fertilizers: 01 type;

Organic fertilizers: 10 types;

Microbial fertilizers: 11 types;

Organic-microbial fertilizers: 68 types;

Bio-organic fertilizers: 42 types;

Mineral-organic fertilizers: 74 types;

Foliar fertilizers: 311 types;

Rare earth fertilizers: 02 types;

Soil conditioners: 02 types;

Fertilizer efficiency enhancers: 01 type.

b) Types of fertilizers replacing those already listed in the List of Fertilizers Permitted for Production, Trading, and Use in Vietnam but with adjustments in fertilizer name, registered components, and registered quantities (Annex 04 attached), comprising 99 types, divided into:

Organic fertilizers: 01 type;

Organic-microbial fertilizers: 08 types;

Bio-organic fertilizers: 07 types;

Mineral-organic fertilizers: 08 types;

Foliar fertilizers: 75 types;

c) Organizations and individuals permitted to produce, trade, and use the types of fertilizers specified in points a and b of Clause 3 of this Article must meet the conditions stipulated in Article 5 of Decree No. 113/2003/NĐ-CP dated October 7, 2003 of the Government on management of fertilizer production, trading, and use; and the provisions of Clause 4 of Article 1 of Decree No. 191/2007/NĐ-CP dated December 31, 2007 of the Government amending and supplementing certain provisions of Decree No. 113/2003/NĐ-CP dated October 7, 2003 of the Government on management of fertilizer production, trading, and use.

4. Types of fertilizers removed from the List of Fertilizers Permitted for Production, Trading, and Use in Vietnam (Annex 05 attached) include: 02 types, divided into:

Bio-organic fertilizers: 01 type;

Root-applied micronutrient fertilizers: 01 type.

Article 2. This Circular takes effect forty-five days from the date of issuance.

Article 3. The Director of the Office of the Ministry, the Heads of the Plant Protection Bureau, the Animal Health Bureau, the Science, Technology, and Environment Department, the Directors of Provincial Departments of Agriculture and Rural Development, and the Heads of relevant units are responsible for implementing this Circular./.
