CIRCULAR

Amending and supplementing certain contents of Circular No. 18/2011/TT-BTNMT on Economic and Technical Standards for Establishing Environmental Maps

   Regarding the establishment of environmental maps using geographic base maps combined with surveying and monitoring to supplement field data

     Pursuant to the Law on Environmental Protection dated June 23, 2014;

     Pursuant to Decree No. 21/2013/NĐ-CP dated March 4, 2013 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;

     Pursuant to Circular Joint Circular No. 04/2007/TTLT-BTNMT-BTC dated February 27, 2007 of the Ministry of Natural Resources and Environment and the Ministry of Finance guiding the preparation of budget estimates for mapping and land management;

     At the proposal of the Director of the Planning Department, the Director of the Legal Department, and the Director of the General Department of Environment,

     The Minister of Natural Resources and Environment issues this Circular amending and supplementing certain contents of Circular No. 18/2011/TT-BTNMT on Economic and Technical Standards for Establishing Environmental Maps (air, inland surface water, marine water) constructed using geographic base maps combined with surveying and monitoring to supplement field data

Article 1. The contents supplementing Circular No. 18/2011/TT-BTNMT dated June 8, 2011 on Economic and Technical Standards for Establishing Environmental Maps (air, inland surface water, marine water) constructed using geographic base maps combined with surveying and monitoring to supplement field data

1. Supplementing point b, item 4.2.2.1, category 4, part I with the number of machine hours used in a year: office machines at 500 hours.

2. Supplementing point c, item 4.2.2.1, category 4, part I with the period of equipment use as follows:

a) Equipment with a usage period of 5 years: Personal computers (PCs), laser printers.

b) Equipment with a usage period of 10 years: Scanners, photocopiers, air conditioners, large format inkjet printers (plotter machines), digitizing software, film processors, film viewers, film printers, exposure units, zinc plate dryers, zinc plate electrical equipment, proof printers, production printers, paper lifters, paper trimmers.

Article 2. This Circular takes effect from February 15, 2015

The supplementary contents of this Circular shall be implemented together with Circular No. 18/2011/TT-BTNMT dated June 8, 2011 on Economic and Technical Standards for Establishing Environmental Maps (air, inland surface water, marine water) constructed using geographic base maps combined with surveying and monitoring to supplement field data.

Article 3. Implementation Organization

The Minister, Heads of Ministries equivalent to Ministries, Heads of Government Agencies, Chairmen of Provincial People's Committees, Chairmen of Municipal People's Committees directly under the Central Government, Directors of the General Department of Environment, Heads of Units directly under the Ministry, and relevant organizations and individuals are responsible for implementing this Circular. In the course of implementation, if there are difficulties or obstacles, they are requested to report to the Ministry of Natural Resources and Environment for consideration and resolution.
