CIRCULAR
TECHNICAL REGULATIONS FOR EVALUATING THE QUALITY OF HYDROMETEOROLOGICAL DOCUMENTS
On the basis of Law on Meteorology and Hydrology dated November 23, 2015;
Decree No. Decree No. 38/2016/NĐ-CP dated May 15, 2016 of the Government detailing some provisions of the Law on Meteorology and Hydrology; Decree No. 48/2020/NĐ-CP dated April 15, 2020 of the Government amending and supplementing some articles of Decree No. Decree No. 38/2016/NĐ-CP dated May 15, 2016 of the Government detailing some provisions of Law on Meteorology and Hydrology;
Decree No. Decision No. 35/2025/NĐ-CP February 25, 2025 of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to the proposal of the Director of the General Meteorological and Hydrological Service;
The Minister of Agriculture and Rural Development issues this Circular on technical regulations for evaluating the quality of hydrometeorological documents.
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
This Circular stipulates technical regulations for evaluating the quality of hydrometeorological observation documents at hydrological stations within the national meteorological and hydrological station network.
Article 2. Applicability
This Circular applies to agencies, organizations, and individuals related to the activity of evaluating the quality of hydrometeorological observation documents at hydrological stations within the national meteorological and hydrological station network.
Article 3. Explanation of Terms
Strategic multi-purpose hydropower plant
1. Hydrometeorological documents are original logbooks recording information, observation data, corrections, self-recording diagrams, tables; reports on observation activities and carriers containing observation information and data at hydrological stations.
2. Checking and controlling documents involves examining the completeness, legality, physical condition, and form of documents; analyzing and comparing observation results, correction, and adjustment of documents with standards, specifications, and technical regulations to identify errors or omissions in the observation, correction, adjustment, data acquisition, and information processing processes; determining the volume and capacity of documents of hydrological stations.
3. Evaluating the quality of hydrometeorological documents is an activity that determines quality based on the results of checking and controlling documents.
4. Spatial consistency of data refers to the rationality of data of one or more hydrological factors at the observation location compared to the data of those hydrological factors observed on the same riverbank, watershed, or similar river system.
5. Temporal consistency of data refers to the rationality of one or more hydrological factors compared to the value of data at the same observation location during different time periods.
6. Consistency among observed hydrological factors refers to the examination of hydrological observation data between these factors at the same location and time.
7. Document errors are mistakes occurring in observation, calculation, correction, adjustment, and measurement equipment not meeting technical standards.
8. Benchmark score is the highest score defined for evaluating the quality of hydrometeorological documents.
9. Deduction points are the number of points deducted for missing or incorrect errors.
10. Quality score is the difference between the benchmark score and the total deduction points.
11. Non-automatic hydrological measuring instruments (including manual and semi-automatic measuring instruments) are technical means for performing measurements, transmitting, and disseminating information and data of hydrological factors carried out by humans.
12. Automatic hydrological measuring instruments are technical means including: measuring devices and tools; devices and tools with measurement functions; systems for automatically performing measurements of hydrological factors.
13. Hydrological stations using non-automatic measuring instruments are stations that observe and transmit all or part of the hydrological factors at the station directly by observers.
14. Hydrological stations using automatic measuring instruments are stations that observe and transmit all hydrological factors at the station completely automatically without human intervention.
Article 4. Principles for assessing the quality of hydrological documents
1. Compliance with current technical standards, regulations, and other relevant legal documents.
2. Ensuring accuracy, objectivity, completeness, and comprehensiveness in the assessment content.
3. For edited documents: only conduct the evaluation work when the observation documents meet the requirements.
Chapter II
TECHNICAL REGULATIONS FOR EVALUATING THE QUALITY OF HYDROMETEOROLOGICAL DOCUMENTS
Article 5. Hydrological Documents Subject to Assessment
1. Hydrological observation documents recorded by non-automatic measurement devices:
a) Observation result recording books for hydrological factors;
b) Statistical and calculation tables of observation results;
c) Daily self-recording charts;
d) Monthly and quarterly reports on station activities accompanied by inspection, maintenance, and periodic replacement records of measuring instruments; emergency fault inspection and repair records at the station; reports on special weather phenomena (if any);
đ) Data files.
2. Edited documents from hydrological observation documents recorded by non-automatic measurement devices:
a) Observation document review forms, observation periods;
b) Explanation of edited documents;
c) Observation and editing tables;
d) Correlation diagrams, drawings, process curves.
3. Hydrological observation documents recorded by automatic measurement devices:
a) Data files, including: station information: station code, station name, station address, location (coordinates); station data: observation or calculated data and units of measurement for hydrological factors at the station transmitted automatically daily;
b) Reports on the operation status of the automatic station network;
c) Inspection, maintenance, and periodic replacement records of measuring instruments; emergency fault inspection and repair records at the station according to technical regulations for the operation of automatic meteorological and hydrological stations.
Article 6. Content of Quality Assessment of Hydrological Documents
1. Hydrological observation documents recorded by non-automatic measurement devices:
a) Completeness of observation documents;
b) Physical condition and form of observation documents;
c) Structures and measurement devices;
d) Observation methods, procedures, and calibration of measurement devices;
đ) Calculation of data and selection of characteristic values, data entry procedures;
e) Reasonableness of data in space, time, and observed factors.
2. Edited documents from hydrological observation documents recorded by non-automatic measurement devices:
a) Completeness of edited documents;
b) Physical condition and form of edited documents;
c) Editing methods;
d) Calculations, determination of characteristic values, and accuracy of documents;
đ) Reasonableness of documents.
3. Hydrological observation documents recorded by automatic measurement devices:
a) Completeness of documents, including: completeness of submitted documents and automatic observation information and data from the station; continuity, timeliness, and accuracy of automatic observation information and data transmission from the station to the receiving agency;
b) Structure and type of automatic information and data;
c) Structures and measurement devices;
d) Calibration of measurement devices;
đ) Reasonableness of data in space, time, and observed factors.
Article 7. Methods for Assessing the Quality of Hydrological Documents
1. Checking and controlling hydrological documents.
2. Evaluating the quality of hydrological documents using a scoring method based on standard points, deduction points, and quality score indices to classify them as excellent, good, average, and poor. In which:
a) Standard points are set at 100 points, determined for each quality assessment category; the total deduction points shall not exceed the standard points within each assessment content;
b) Deduction points are calculated for each missing or incorrect item, determined based on the analysis and evaluation of document errors according to the provisions of Article 6 of this Circular, from the sources specified in Article 5 of this Circular. When evaluating the quality of a factor's observation data with errors resulting from chain calculations that do not significantly affect the overall quality of the document, deduction points are counted only once;
c) The quality score (QSC) of observation documents and edited documents is calculated by subtracting the total deduction points (ΣDP) from the standard points (SP);
d) The formula for calculating the quality score of observation documents and edited documents is as follows:
QSC = SP - ΣDP
đ) Reporting the results of the quality assessment of hydrological documents.
Article 8. Evaluation of Hydrological Document Quality
1. Check the quantity and specifications of hydrological documents in accordance with the provisions (details in Appendix I attached to this Circular).
2. Control the quality of hydrological documents in accordance with the provisions (details in Appendix II attached to this Circular).
3. Evaluate the quality of hydrological observation documents using non-automatic measurement instruments and adjusted compilation documents:
a) The standard points for each evaluation item of hydrological observation documents using non-automatic measurement instruments and adjusted compilation documents are allocated in Table 1 as follows:

5. Scoring, summarizing results, and preparing reports on the quality assessment of hydrological materials:
a) Prepare a report on the quality assessment results of hydrological materials measured by non-automatic measurement equipment according to the model prescribed in Appendix III attached to this Circular;
b) Prepare a report on the quality assessment results of corrected hydrological materials according to the model prescribed in Appendix IV attached to this Circular;
c) Prepare a report on the quality assessment results of hydrological materials measured by automatic measurement equipment according to the model prescribed in Appendix V attached to this Circular;
d) Monthly reports prescribed in points a and c of this clause shall be submitted to the unit as prescribed before the 28th day of the following month.
Article 9. Quality Assessment and Classification of Hydrological Materials

The quality assessment and classification of hydrological materials measured by non-automatic measurement equipment and corrected materials are stipulated in Table 5 as follows:

Chapter III
IMPLEMENTING PROVISIONS
Article 10. Effective Date
1. This Circular takes effect from December 29, 2025;
2. Circular No. 38/2016/TT-BTNMT dated December 15, 2016, issued by the Minister of Natural Resources and Environment on technical guidelines for assessing the quality of hydrological materials, shall cease to be effective from the date this Circular takes effect.
Article 11. Transitional Provisions
Organizations and individuals who have been approved for tasks related to the quality assessment of hydrological materials of stations within the national hydro-meteorological network before the date this Circular takes effect shall continue to implement according to the provisions of Circular No. 38/2016/TT-BTNMT dated December 15, 2016, issued by the Minister of Natural Resources and Environment on technical guidelines for assessing the quality of hydrological materials. In cases where adjustments are made according to tasks after this Circular takes effect, they must comply with the technical guidelines stipulated in this Circular.
Article 12. Responsibilities for Implementation
1. The Director of the Hydro-Meteorological Service is responsible for disseminating and supervising the implementation of this Circular.
2. Ministries, ministerial-level agencies, provincial People's Committees, and relevant agencies and organizations are responsible for implementing this Circular./.
