RESOLUTION
Adjusting the Law and Ordinance Construction Program for 2025
THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY
On the basis of the Constitution of the Socialist Republic of Vietnam;
BASED ON THE LAW ON THE ORGANIZATION OF THE NATIONAL ASSEMBLY NO. 57/2014/QH13, AS AMENDED BY SOME ARTICLES IN LAW NO. 65/2020/QH14;
Pursuant to the Law on Legislative Regulatory Documents No. 80/2015/QH13, which has been amended and supplemented by some articles according to Law No. 63/2020/QH14;
TRon the basis of considering the Memorandum No. 01/TTr-CP dated January 2, 2025, the Memorandum No. 17/TTr-CP dated January 10, 2025 of the Government and the Review Report No. 3676/BC-UBPL15 dated January 14, 2025 of the Committee for Legal Affairs;
RESOLUTION:
ARTICLE 1. AMENDMENT TO THE PROGRAM ON LEGISLATIVE ACTS AND ORDINANCES FOR 2025
1. Supplement the following draft laws to the Law and Ordinance Construction Program for 2025:
a) Submit to the National Assembly for consideration and approval at the Extraordinary Session No. 9 (February 2025) according to the procedure at one session and under the expedited procedure for the draft Law amending and supplementing certain articles of the Law on the Organization of the National Assembly, the draft Law on the Organization of the Government (amended), and the draft Law on the Organization of Local Administration (amended);
b) Submit to the National Assembly for consideration at the Ninth Session (May 2025) according to the procedure at one session for the draft Law amending and supplementing certain articles of the Law on the Efficient Use of Energy;
c) Submit to the National Assembly for consideration at the Ninth Session (May 2025) and for approval at the Tenth Session (October 2025) for the draft Law on Atomic Energy (amended).
In case the draft Law is well prepared by the Government and the discussion process at the National Assembly achieves high consensus, the Standing Committee of the National Assembly shall consider and coordinate with the Government to submit the draft Law to the National Assembly for approval at the Ninth Session according to the procedure at one session;
d) Submit to the National Assembly for consideration at the Tenth Session (October 2025) for the draft Law on the Enforcement of Temporary Detention, Temporary Imprisonment, and Prohibition from Leaving the Place of Residence and the draft Law amending and supplementing certain articles of the Law on Criminal Enforcement.
In case the draft Laws are well prepared by the Government and the discussion process at the National Assembly achieves high consensus, the Standing Committee of the National Assembly shall consider and coordinate with the Government to submit the draft Laws to the National Assembly for approval at the Tenth Session according to the procedure at one session.
2. Adjust the time for submitting the draft Law on the Issuance of Regulatory Legal Documents (amended) from the Program for consideration and approval at the Ninth Session (May 2025) to the Program for consideration and approval at the Extraordinary Session No. 9 (February 2025) according to the procedure at one session and under the expedited procedure.
3. Direct the Government to urgently prepare the draft Resolution of the National Assembly on the handling of some contents related to the reorganization of organizational structure for submission to the National Assembly for consideration and approval at the Extraordinary Session No. 9 (February 2025) according to the procedure at one session and under the expedited procedure.

Assign the agency responsible for submission, the main reviewing agency, the participating reviewing agencies, and the progress for submission to the Standing Committee of the National Assembly for consideration for the draft laws and draft resolutions adjusted in the Law and Ordinance Construction Program for 2025 as follows:
