Regarding the establishment of the National Coordination Committee for Vietnam's Activities in ASEAN
PRIME MINISTER
Pursuant to Article 20 of the Government Organization Law dated September 30, 1992;
To fulfill the obligations of a member state and effectively participate in ASEAN's programs and cooperative projects; A (ASEAN);
At the proposal of the Minister of Foreign Affairs and the Chairman of the Government Office;
DECISION:
Article 1
Establish the National Coordination Committee for Vietnam's Activities in ASEAN (referred to as the National ASEAN Committee) to assist the Prime Minister in directing relations with ASEAN regarding security, politics, culture, society, science, and technology.
Article 2
The tasks of the National ASEAN Committee:
The National ASEAN Committee has the following main tasks:
1. To compile recommendations from ministries, ministerial-level agencies, and government agencies (referred to as government agencies) to propose major policies to the Prime Minister concerning the participation of ministries and sectors in ASEAN activities.
2. To organize coordination among relevant government agencies in fulfilling obligations and participating in ASEAN activities.
3. To delegate, monitor, and urge government agencies to fulfill obligations and participate in ASEAN activities.
4. To compile the situation of ASEAN's activities and Vietnam's participation in ASEAN to report to the Prime Minister.
5. To be authorized by the Prime Minister to resolve recommendations from relevant government agencies related to the fulfillment of obligations and participation in ASEAN activities, in accordance with policies already approved by the Prime Minister.
6. Performing other tasks assigned by the Prime Minister.
Article 3
Composition of the National ASEAN Committee:
1. Chairperson of the Committee: Deputy Prime Minister Tran Duc Luong.
2. Members:
Chairman of the Government Office,
Minister of Foreign Affairs,
Chairman of the State Planning Commission.
Minister of Trade,
Minister of Finance.
Depending on the requirements of the Committee's activities, additional members may be added.
3. Secretary-General: An Assistant Chairman of the Government Office
Article 4
Members and the Secretary-General of the Committee, in addition to participating in the Committee's general work, will be responsible for the following tasks:
1. Chairman of the Government Office assists the Chairperson of the Committee in organizing the implementation of all tasks of the National ASEAN Committee.
2. Minister of Foreign Affairs participates in ASEAN Foreign Ministers' Meetings (AMM) and organizes guidance for relevant ministries and sectors to implement decisions of the Meeting after reporting to the Prime Minister and the Chairperson of the Committee; assists the Chairperson of the Committee in directing the formulation of policies on relations with ASEAN in the political and security fields.
3. Chairman of the State Planning Commission assists the Chairperson of the Committee in directing economic policies to effectively participate in ASEAN cooperation programs.
4. Minister of Trade participates in ASEAN Economic Ministers' Meetings (AEM) and organizes guidance for relevant ministries and sectors to implement decisions of the Meeting after reporting to the Prime Minister and the Chairperson of the Committee.
5. Minister of Finance participates in ASEAN Free Trade Area Council Meetings (AFTA), assists the Chairperson of the Committee in directing the implementation of the ASEAN Comprehensive Economic Cooperation Agreement (CEPT), and participates in the program to establish the ASEAN Free Trade Area (AFTA).
6. Secretary-General of the Committee assists the Chairperson of the Committee in managing and handling daily operations of the Committee.
Article 5
Sub-committees and support staff of the National ASEAN Committee.
1. The Economic Cooperation Subcommittee includes members who are department-level officials and specialists responsible for ASEAN affairs from the Government Office, State Planning Commission, Ministry of Foreign Affairs, Ministry of Trade, Ministry of Finance, Ministry of Agriculture and Food Industry, Ministry of Heavy Industry, Ministry of Light Industry, Ministry of Energy, Ministry of Transport, Ministry of Fisheries, Ministry of Forestry, State Bank, General Customs Department, Tourism General Administration, Postal Service General Administration, and other organizations if necessary, appointed by the aforementioned agencies on a part-time basis.
2. The Sectoral Cooperation Subcommittee includes members who are department-level officials and specialists responsible for ASEAN affairs from the Government Office, State Planning Commission, Ministry of Foreign Affairs, Ministry of Science, Technology, and Environment, Ministry of Culture and Information, Ministry of Labor, Invalids, and Social Affairs, Ministry of Education and Training, Ministry of Health, Committee for Ethnic Minorities and Mountainous Areas, and other organizations if necessary, appointed by the aforementioned agencies on a part-time basis.
3- The Office of the National ASEAN Committee is the support agency of the National ASEAN Committee located at the Government Office to assist the Prime Minister in multilateral and bilateral cooperation relations with ASEAN and ASEAN member states.
Article 6
Operation mechanism of the National ASEAN Committee.
1- The National ASEAN Committee meets regularly once every three months. When necessary, the Chairperson of the Committee may invite leaders of relevant government agencies to attend Committee meetings. Upon request of the Prime Minister and at the suggestion of one or more Committee members, the Chairperson of the Committee may convene extraordinary meetings of the Committee. The Chairperson of the Committee has the final conclusion on issues discussed in Committee meetings.
2- Committee members may invite relevant government agencies to discuss issues related to their responsibilities in the Committee as stipulated in Article 4 of this Decision.
3- The Government Office ensures funding and working facilities to serve the activities of the National ASEAN Committee.
4- The Office of the National ASEAN Committee compiles information from the National ASEAN Secretariat, the focal point SEOM, and government agencies to present to the National ASEAN Committee in weekly reports; organizes subcommittee meetings and performs other tasks assigned by the Chairperson of the Committee.
5- The Economic Cooperation Subcommittee and the Sectoral Cooperation Subcommittee meet regularly once every two months to review the participation of ministries and sectors in ASEAN cooperation activities and propose opinions to the National ASEAN Committee for consideration and decision.

This Decision takes effect from the date of signature.
The Chairperson of the National ASEAN Committee, Committee members, the Secretary-General of the National ASEAN Committee, ministers, heads of ministerial-level agencies, and heads of government agencies are responsible for implementing this Decision./.
