Pursuant to Decree No. 86/2003/NĐ-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Directive No. 08/2006/CT-TTg dated March 8, 2006 of the Prime Minister on strengthening urgent measures to prevent illegal logging, burning, and unauthorized exploitation of forests;
Pursuant to Decision No. 87/2006/QĐ-BNN dated September 21, 2006 of the Minister of Agriculture and Rural Development promulgating the Regulation on management and use of service dogs for forest protection in forestry units;
Pursuant to Circular No. 51/2007/TT-BTC dated May 21, 2007 of the Ministry of Finance guiding the management and use of state budget funds for equipping, caring for, and training service dogs of forest protection agencies;
At the proposal of the Director of the Forest Protection Department,
DECISION:
Article 1. Issued herewith are the Provisions on the equipment regime for civil servants and officials using service dogs; the care and equipment regime for service dogs of forest protection agencies engaged in forest protection work.
Article 2. This Decision shall take effect 15 days from the date of publication in the Official Gazette.
Article 3. The Head of the Ministry's Office, the Director of the Forest Protection Department, the Heads of relevant units under the Ministry, the Chiefs of Forest Protection Sub-departments, and the Directors of National Parks directly equipped with service dogs under the Ministry are responsible for implementing this Decision./.

REGULATIONS
On the equipment regime for civil servants and officials using
service dogs;
the care and equipment regime for service dogs of
forest protection agencies engaged in forest protection work.

I. REGIME FOR CIVIL SERVANTS AND OFFICIALS USING SERVICE DOGS
a) Cadres, civil servants, public officials, and workers as stipulated in Article 2 of Decree No. 178/2024/NĐ-CP dated December 31, 2024 (amended and supplemented by Decree No. 67/2025/NĐ-CP dated March 15, 2025) of the Government on policies and treatment for cadres, civil servants, public officials, workers, and armed forces personnel in the process of organizational restructuring of the political system, having a total mandatory social insurance contribution period of at least 15 years when working in heavy, hazardous, or dangerous jobs or extremely heavy, hazardous, or dangerous jobs listed by the agency under the Government responsible for labor administration, or working in areas with particularly difficult socio-economic conditions including time worked in places with regional allowances of coefficient 0.7 or higher before January 1, 2021, and reaching the retirement age as specified in Appendix II issued together with Decree No. 135/2020/NĐ-CP, ceasing work immediately due to direct impact from organizational restructuring and implementation of the two-level local government model;
Civil servants and officials of the Forest Protection Department directly using service dogs.
2. Equipment regime for civil servants and officials using service dogs
In addition to the annual standard allowance for uniforms as prescribed in Joint Circular No. 07/TT-LB of the Ministry of Forestry (now the Ministry of Agriculture and Rural Development) - Ministry of Finance regarding the uniform standards for officials in the Forest Protection Force and Decision No. 3602/QĐ-BNN-KL dated September 6, 2000 of the Minister of Agriculture and Rural Development on unified uniforms in the Forest Protection Force, civil servants and officials using service dogs are also provided with the following equipment:
- 01 hard hat (for 1 year)
- 01 pair of canvas shoes (for 1 year)
- 1 set of protective clothing (for 1 year)
- 1 pair of socks (for 1 year)
- 1 cloth bag (for 4 years)
- 1 water bottle (for 5 years)
- 1 flashlight with 2 batteries (for 1 year. 1 pair of batteries/month)
- 1 pair of boots (for 1 year)
- 4 masks (for 1 year)
- 02 pairs of rubber gloves (for 1 year)
- Laundry soap 0.25kg/month.
II. CARE AND EQUIPMENT REGIME FOR SERVICE DOGS
1. Meal Levels
Food allowance for German Shepherd and Rottweiler service dogs: calculated based on the quantity of certain items for one dog per month and converted into money according to the local market price at the time of payment. Specifically as follows:
- White rice: 15 kg;
- Pork (lean meat): 9 kg;
- Poultry (already slaughtered): 6 kg;
- Eggs (chicken, duck): 30 pieces;
- Green vegetables: 5 kg;
- Salt: 0.3 kg;
- Fuel (coal): 20 kg (or 5 kg gas).
2. Supplementary allowance for service dogs
During days when service dogs directly participate in patrolling forests, inspecting and controlling forest products, preventing and suppressing individuals obstructing law enforcement officers, they will be given an additional allowance of 1 can of sweetened condensed milk per day (400 grams). The head of the unit decides whether to provide supplementary food based on their assessment.
In case the dog falls ill, supplementary feeding will be carried out according to the instructions of the animal husbandry technician. The additional food allowance beyond the prescribed regime shall not exceed half a can of sweetened condensed milk per day (400 grams).
3. Medication regime for disease prevention and treatment
Common medication for service dogs shall not exceed 20,000 VND per month per dog.
Preventive medication, insecticides, parasiticides, disinfectants, and environmental sanitation supplies are budgeted separately. The procurement and management of these medications are carried out by veterinary staff in accordance with regulations.
4. Equipment for service dogs
a) Dog kennels, cages:
Each dog has its own separate kennel (or cage) according to the design model
b) Equipment for raising service dogs:
- 1 food bowl (for 1 year)
- 1 drinking water bowl (for 1 year)
- 2 plastic combs (for 1 year)
- 3 towels measuring 25 x 50 cm (for 1 year)
- 0.1 kg of bathing soap per month.
c) General equipment:
- Cotton leash (2.5m) + chain: 2 sets/year.
- Cotton leash (10m) + chain: 1 set/year.
- Steel leash (1.5m) + chain: 1 set (for 2 years)
- Cloth collar: 2 sets/year.
- Steel collar: 1 set/year.
- Steel muzzle: 1 set (for 2 years)
III. IMPLEMENTATION
1. Funding for the provision of service dogs and equipment for their care and use shall be implemented in accordance with Circular No. 51/2007/TT-BTC dated May 21, 2007 of the Ministry of Finance guiding the management and use of state budget funds for equipping, caring for, and training service dogs of forest protection agencies.
2. Provincial and centrally-administered city Forest Protection Sub-departments shall develop plans and purchase service dogs and equipment for subordinate units in accordance with Article 3, Chapter I of the Regulation on Management and Use of Service Dogs for Forest Protection in Forest Protection Units (Decision No. 87/2006/QĐ-BNN dated September 21, 2006 of the Ministry of Agriculture and Rural Development).
3. The Forest Protection Department shall purchase service dogs and equipment for national parks directly under the Ministry.
4. The Director of the Forest Protection Department, the Chief of the Forest Protection Sub-department, and the Director of National Parks directly equipped with service dogs under the Ministry are responsible for organizing the implementation of these provisions.
Any difficulties encountered during implementation should be reported to the Ministry of Agriculture and Rural Development for appropriate amendments and supplements./.
