Decision No. 66/2011/QD-TTg amends and supplements certain policies for developing production forests during the period 2007-2015. Article 1. Amending and supplementing some articles of Decision No. 147/2007/QĐ-TTg dated September 10, 2007 on certain policies for developing production forests during the period 2007-2015 of the Prime Minister as follows:
1. Amending and supplementing Article 5 on Supporting Investment in Planting Forests and Promoting Forestry like the following:
a) Point a Clause 1:
"a) Planting species for large timber production (harvested after 10 years of age), native trees, support level at 4.5 million VND/ha; planting species for small timber production, bamboo, rattan (harvested before 10 years of age), support level at 3 million VND/ha."
b) Removing Clause 2.
c) Clause 3:
"3. Organizations, households, individuals, and communities planting forests not falling under the provisions of Clause 1 of this Article shall be supported with seedlings, forestry promotion, with a maximum support level of 2.25 million VND/ha; if planting scattered trees, the support level is 2.25 million VND/1,000 scattered trees (equivalent to one hectare of planted forest). The specific support level shall be based on the price of seedlings announced annually by the People's Committee of the province."
d) Clause 5:
"5. Supporting costs for forestry promotion work: supporting 300,000 VND/ha over four years (one year for planting and three years for care) if planting forests in particularly difficult communes (as per Decision No. 164/2006/QĐ-TTg dated July 11, 2006 of

"6. One-time support: survey and design costs for planting forests 150,000 VND/ha; project evaluation and approval costs for supporting the planting of production forests 45,000 VND/ha; certification costs for sustainable forests 100,000 VND/ha; costs for land allocation and issuance of land use rights certificates, forest land contracting 300,000 VND/ha for households and individuals, 150,000 VND/ha for organizations and communities. The funding support levels specified in Clauses 5 and 6 of this Article are calculated outside the total investment support level for planting production forests specified in Clauses 1 and 3 of this Article."
2. Amending Clause 2, Article 7 on Supporting Investment in Planting and Managing Seedling Forests and Nurseries as follows:
"2. Seedling forests and nurseries managed by economic sectors must be within the planning approved by the competent authority, and shall be supported with initial investment to build physical infrastructure according to the project approved by the competent authority. The maximum support level from the state budget for forest products, infrastructure construction, and equipment is specifically defined as follows:
a) Not exceeding 52.5 million VND/ha for newly established nurseries.
b) Not exceeding 37.5 million VND/ha for newly established seedling forests.
c) Not exceeding 15 million VND/ha for seedling forests converted from other uses.
d) In addition to the above support levels, there will be an annual support level of 150,000 VND/ha for managing and protecting seedling forests and nurseries; the support period does not exceed five years."
3. Amending Clause 4, Article 8 on Supporting Investment in Building High-Quality Tree Seedling Production Centers as follows:
"4. The maximum support level from the state budget is 2.25 billion VND for one seedling center."
4. Amending Clause 5, Article 9 on Supporting Investment in Seedling Nurseries as follows:
"5. Support level: on average 300 million VND for new seedling nurseries; new seedling nurseries in border communes are supported according to the approved project capital; for improved and upgraded seedling nurseries, the support level does not exceed 75 million VND per nursery."
5. Amending Article 10 on Supporting Investment in Forest Roads as follows:
a) Point b Clause 1:
"b) The investment support level is 30 million VND/km, of which 25 million VND/km is for constructing road sections; the remainder is used for maintenance and repair throughout the entire forest planting cycle."
b) Clause 2:
"2. Forest Roads: projects for concentrated raw material plantation forests with an area of 500 hectares or more, located in areas without motorable roads for transporting products during the rainy season, shall be supported with investment in forest roads combined with rural roads and forest fire prevention and control (collectively referred to as forest roads), with a support level of 450 million VND/km. Forest roads initiated after 2013 shall be managed and constructed in accordance with current regulations."
6. Amending and supplementing Article 11 on Supporting Transportation Costs for Processed Products in Northwest Region as follows:
a) Clause 1:
"b) The investment support level is 30 million VND/km, of which 25 million VND/km is for constructing road sections; the remainder is used for maintenance and repair throughout the entire forest planting cycle."
"1. Wood processing factories and bamboo rattan processing factories (laminated or pressed blocks) located in provinces in the Northwest region (as per Resolution 37-NQ/TW dated July 1, 2004 of the Politburo on the "directions for economic and social development and national defense and security in the midland and mountainous northern regions until 2010") shall be supported by the State with investment and transportation cost subsidies for the first five years from the start of production, with a subsidy rate of 1,500 VND/ton/km (one thousand five hundred VND)."
"2. Forms of support:
- Post-investment support: Transportation costs are calculated based on the shortest motorable route from the factory to the main consumption center in Hanoi and the actual capacity of the factory.
- Investment support: implemented for wood processing factories with a capacity of 30,000 cubic meters or more per year in the Northwest region. The support level is carried out according to Decision No. 60/2010/QĐ-TTg dated September 30, 2010 of
c) Point b, Clause 3 on procedures for support, inspection, settlement, and finalization:
"b) Direct transportation cost support is provided at 70% of the total support funds, the remaining portion is deducted from the taxes that the factory must pay to the state budget annually. Central government support directly to the factory will be recorded annually. The total capacity of factories receiving transportation support shall not exceed 150,000 tons per province; in provinces where there is a paper pulp factory with a capacity of more than 50,000 tons, no support will be provided. Investment support will be provided immediately from the start of factory construction."
d) Clause 4:
- The State shall only support plywood plants combined with particleboard production or lumber veneer plants combined with medium density fiberboard (MDF) production to utilize raw materials, or plants producing glued laminated timber or molded products from bamboo. The plant shall not relocate from its registered production site within twenty years.
- The factory must have a minimum actual capacity of 10,000 m³/year. Equipment must be new (100%) or second-hand but produced in developed countries after 2000.
- The enterprise must have an area of planted production forests that have reached the harvesting stage, ensuring a minimum supply of raw materials for the plant at fifty percent of the designed capacity, or the location of the plant must have a raw material source guaranteeing a supply for the plant at one hundred percent of the designed capacity (the yield of planted forests serving as the basis for calculating support for the plant is 100 cubic meters per hectare).
- It must be a non-state-owned enterprise. If it is a state-owned enterprise, it can only receive support if it is a wood processing facility that has been privatized with state ownership not exceeding 50%."
7. Amend Clause 3, Article 12 on sources of investment support as follows:
"3. The total investment amount to implement this Decision during the period 2011-2015 is approximately 50,000 billion VND, of which economic sectors will contribute about 39,200 billion VND, and the state budget will contribute about 10,800 billion VND (central government budget 8,000 billion VND, local government budget 2,800 billion VND)."
Article 2. This Decision shall take effect from February 1, 2012.
Article 3. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Heads of related agencies, Chairpersons of People's Committees of provinces and centrally governed cities are responsible for implementing this Decision.
