CIRCULAR
Regulations on passenger transport, luggage, and cargo by high-speed passenger vessels between ports, wharfs, and inland water areas within Vietnam and across borders
Pursuant to the Law on Inland Waterway Transport 2004;
The Minister of Transport hereby issues the Circular on passenger transport, luggage, and cargo by high-speed passenger vessels between ports, wharfs, and inland water areas within Vietnam and across borders.
Pursuant to the Maritime Code of Vietnam 2005;
This Circular applies to organizations and individuals in Vietnam and foreign organizations and individuals related to the business of passenger transport, luggage, and cargo by high-speed passenger vessels between ports, wharfs, and inland water areas within Vietnam and across borders.
Pursuant to the Law Amending and Supplementing Certain Provisions of the Law on Inland Waterway Traffic dated June 17, 2014;
Pursuant to Decree No. 107/2012/NĐ-CP dated December 20, 2012 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;
Pursuant to Decree No. 30/2014/NĐ-CP dated April 14, 2014, of the Government on conditions for operating marine transportation services and supporting marine transportation services;
At the proposal of the Director of the Transport Department,
Article 1. High-speed passenger vessel (hereinafter referred to as the vessel) is a ship or boat with the maximum speed measured in meters per second (m/s) or knots (kt) equal to or greater than the value calculated according to the following formula:
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
This Circular regulates passenger transport, luggage, and consignment by high-speed passenger ships between ports, wharfs, and inland water areas within Vietnam and across borders.
Article 2. Applicability

In this Circular, the following terms are understood as follows:

REGULATED PASSENGER TRANSPORT, LUGGAGE, AND CARGO BY FIXED ROUTE
1. Publicly disclose information about the quality of passenger transport, luggage, and cargo services on the organization's or individual's website or post it at the wharf or ticket counter so that passengers can be informed before boarding the vessel.
Chapter II
2. Post at the wharf and ticket counter information about departure time, number of trips, fare, fare discount policies as prescribed by law and the transport operator, itinerary (including all stopover points, stopover times), passenger services during the journey, free baggage allowance, passenger insurance, contact phone number for passenger feedback.
3. Post on the vessel: the hotlines of the organization, individual, management agency, search and rescue unit, and onboard regulations.
Article 4. Obligations of organizations and individuals engaged in passenger transport, luggage, and consignment by ship on fixed routes
4. At least ten minutes before the vessel departs from the port or wharf, the service staff or crew member on board shall be responsible for guiding and providing information about the onboard regulations, location and usage methods of life-saving, fire-fighting, and escape equipment. Guidance and information provision may use images through the screen system.
5. At least ten minutes before the vessel arrives at the port or wharf to disembark passengers, the service staff or crew member on board shall be responsible for providing information about the port, wharf, vessel stay time, and other necessary information. Information provision may use images through the screen system.
6. Manage and store mandatory information, provide complete mandatory information to relevant Provincial Departments of Transport, Vietnam Maritime Administration, Vietnam Inland Waterways Administration, and relevant Port Authorities when requested.
Mandatory information includes: information about the vessel's arrival and departure times from the port or wharf, vessel route, passenger list, crew and service staff list on the vessel for each trip, and stored for one year.
7. Notify the relevant Provincial Department of Transport or Maritime Port Authority, and announce at the ports and wharfs for passenger embarkation and disembarkation three days in advance if there is a change in the vessel schedule or timetable; twelve hours in advance if there is a change in departure time.
8. Annually organize drills for emergency response when the vessel encounters collision, engine failure, fire, or explosion incidents.
Mandatory information includes: information about the ship's arrival and departure times at ports and wharfs, the ship's itinerary, passenger lists, crew lists, and service staff lists on the ship for each voyage, to be stored for one year.
7. Notify the Department of Transport or the Maritime Port Authority concerned three days prior to any changes in the ship schedule or route; notify twelve hours prior to any changes in the departure time.
8. Annually organize drills for rescue operations when the ship encounters collision incidents, engine failure, fire, or explosion.
Article 5. Procedure for approving passenger transport, luggage, and cargo transportation along fixed routes by ship for organizations and individuals of Vietnam
1. Organizations and individuals shall submit directly one set of application dossier for approval of passenger transport, luggage, and cargo transportation along fixed routes or send it through the postal system or other appropriate means to the Department of Transport (in cases where the ship departs from a port or wharf under the jurisdiction managed by the Department of Transport) or the Maritime Port Office (in cases where the ship departs from a port or wharf under the jurisdiction managed by the Maritime Port Office). The dossier includes:
a) A registration form for passenger transport, luggage, and cargo along fixed routes by ship according to the model prescribed in Appendix I attached hereto;
b) A document or contract with the organization or individual operating the port or wharf agreeing to allow the ship to pick up and drop off passengers;
c) Certified copies (or copies accompanied by original documents for verification) of the following documents: Certificate of Enterprise Registration or Business Registration Certificate or Business Operation Registration Certificate with passenger waterway transport business; Ship Registration Certificate; Technical Safety and Environmental Protection Certificate of the ship;
d) A service quality registration form according to the model prescribed in Appendix II attached hereto;
d) The ship operation procedure of the organization or individual, including the main contents as follows: Number of ships operated, operating time, maintenance and repair time, number of crew members, procedures for handling situations when the ship encounters incidents during operation.
2. The Department of Transport or the Maritime Port Office will receive, examine the dossier and process as follows:
a) In case of direct submission, if the dossier is complete, issue a receipt for the dossier and schedule the result delivery within the prescribed timeframe; if the dossier is incomplete according to regulations, return it immediately and guide the organization or individual to perfect the dossier.
b) In case of submission through the postal system or other appropriate means, if the dossier is incomplete according to regulations, within two working days from the date of receiving the dossier, the Department of Transport or the Maritime Port Office will send a document requesting the organization or individual to supplement and perfect the dossier.
c) Within two working days from the date of receiving the complete dossier according to regulations, the Department of Transport or the Maritime Port Office will send a document seeking opinions from the relevant Maritime Port Office or Department of Transport (where the port or wharf receives the ship or in cases where the ship travels through related maritime waters), and the opinion of the Vietnam Inland Waterways Administration (in cases where the ship travels on national inland waterway routes). Within two working days from the date of receiving the document seeking opinions, the Vietnam Inland Waterways Administration, the relevant Department of Transport, and the relevant Maritime Port Office will provide their responses.
d) Within three working days from the end of the deadline for soliciting opinions from related agencies, the Department of Transport or the Maritime Port Office will issue a document approving the organization or individual to transport passengers, luggage, and cargo along fixed routes by ship. If not approved, a document must be issued explaining the reasons.
Article 6. Procedure for approving passenger transport, luggage, and cargo transportation along fixed routes by ship for organizations and individuals with foreign investment capital
1. Organizations and individuals shall submit directly one set of application dossier for approval of passenger transport, luggage, and cargo transportation along fixed routes or send it through the postal system or other appropriate means to the Regional Inland Waterways Management Branch (in cases where the ship departs from a port or wharf under the jurisdiction managed by the Regional Inland Waterways Management Branch) or the Maritime Port Office (in cases where the ship departs from a port or wharf under the jurisdiction managed by the Maritime Port Office). The dossier includes:
a) A registration form for passenger transport, luggage, and cargo along fixed routes by ship according to the model prescribed in Appendix I attached hereto;
b) A document or contract with the organization or individual operating the port or wharf agreeing to allow the ship to pick up and drop off passengers;
c) Certified copies (or copies accompanied by original documents for verification) of the following documents: Investment Certificate registered with passenger waterway transport business; Ship Registration Certificate; Technical Safety and Environmental Protection Certificate of the ship;
d) A service quality registration form according to the model prescribed in Appendix II attached hereto;
d) The ship operation procedure of the organization or individual, including the main contents as follows: Number of ships operated, operating time, maintenance and repair time, number of crew members, procedures for handling situations when the ship encounters incidents during operation.
2. The Regional Inland Waterways Management Branch or the Maritime Port Office will receive, examine the dossier and process as follows:
a) In case of direct submission, if the dossier is complete, issue a receipt for the dossier and schedule the result delivery within the prescribed timeframe; if the dossier is incomplete according to regulations, return it immediately and guide the organization or individual to perfect the dossier;
b) In case of submission through the postal system or other appropriate means, if the dossier is incomplete according to regulations, within two working days from the date of receiving the dossier, the Regional Inland Waterways Management Branch or the Maritime Port Office will send a document requesting the organization or individual to supplement and perfect the dossier;
c) Within two working days from the date of receiving the complete dossier according to regulations, the Regional Inland Waterways Management Branch or the Maritime Port Office will send a document seeking opinions from the relevant Maritime Port Office (where the port or wharf receives the ship or in cases where the ship travels through related maritime waters), and the opinion of the relevant Department of Transport (where the port or wharf receives the ship or in cases where the ship travels on related local inland waterway routes). Within two working days from the date of receiving the document seeking opinions, the relevant Department of Transport and the relevant Maritime Port Office will provide their responses;
d) Within three working days from the end of the deadline for soliciting opinions from related agencies, the Regional Inland Waterways Management Branch or the Maritime Port Office will issue a document approving the organization or individual to transport passengers, luggage, and cargo along fixed routes by ship. If not approved, a document must be issued explaining the reasons.
Article 7. Procedure for Approval of Passenger and Cargo Transport by Fixed Route Ferries Across Borders
1. Organizations and individuals shall directly submit one set of application documents for approval of passenger and cargo transport by fixed route ferries across borders to the Vietnam Inland Waterways Administration (VIWA) if the ferry departs from a port or wharf under the jurisdiction of VIWA, or to the Vietnam Maritime Administration (VMA) if the ferry departs from a port or wharf under the jurisdiction of VMA. The documents include:
a) A registration form for passenger and cargo transport activities by fixed route ferries across borders according to the model prescribed in Appendix I attached to this Circular;
b) A document or contract with the organization or individual operating the port or wharf agreeing to allow the ship to pick up and drop off passengers;
c) Certified copies (or copies accompanied by original documents for verification) of the following papers: Investment Certificate or Enterprise Registration Certificate or Business Registration Certificate or Business Operation Registration Certificate; Ship Registration Certificate; Ship Technical Safety and Environmental Protection Certificate;
d) A service quality registration form according to the model prescribed in Appendix II attached hereto;
d) An operational procedure of the organization or individual, including the main contents as follows: Number of ships operated, operating time, maintenance and repair time, number of crew members, procedures for handling situations when the ship encounters incidents during operation;
e) Agreement of the national authority where the ship operates to accept it.
2. VIWA or VMA shall receive, examine the documents and process them as follows:
a) In case of direct submission, if the dossier is complete, issue a receipt for the dossier and schedule the result delivery within the prescribed timeframe; if the dossier is incomplete according to regulations, return it immediately and guide the organization or individual to perfect the dossier;
b) In case the documents are received through the postal system or other appropriate means, if the documents are not complete as required, within two working days from the date of receipt of the documents, VIWA or VMA shall send a letter to the organization or individual requesting to supplement and complete the documents;
c) Within two working days from the date of receiving all the documents as required, VIWA or VMA shall send a letter seeking opinions from relevant Provincial Departments of Transport in cases where the ship travels on local inland waterway routes. Within two working days from the date of receipt of the opinion-seeking letter, the relevant Provincial Department of Transport shall reply with a letter;
d) Within three working days from the end of the period for soliciting opinions from relevant agencies, VIWA or VMA shall issue a letter approving the organization or individual to transport passengers and cargo by fixed route ferries across borders. In case of non-approval, a letter must be issued stating the reasons.
Article 8. Procedure for Entering Ports and Wharves
1. Twenty minutes before the expected arrival at the port or wharf, the master of the vessel is responsible for notifying the Port Control Office or the Wharf Management Board of the estimated time of arrival, the number of passengers, and the amount of cargo on board. The notification may be made via VHF or other communication devices.
2. After the vessel arrives at the port or wharf, the person handling the procedures shall submit and present to the Port Control Office or the Wharf Management Board the following documents:
a) Documents to be submitted: Departure Permit from the last port or wharf (original); Passenger List; Transportation Contract or Warehouse Exit Invoice or Cargo Transport Document (copy);
b) Documents to be presented (original): Ship Registration Certificate; Ship Technical Safety and Environmental Protection Certificate; Crew Logbook; Certificates of Competency of the Crew.
3. After checking the documents specified in Clause 2 of this Article, the Port Control Office or the Wharf Management Board shall inspect the vessel in person. If safety conditions are met, the Port Control Office or the Wharf Management Board shall issue a Port Entry Permit to the vessel. In case safety conditions as prescribed are not met, a record shall be made and handled according to the provisions of the law.
Article 9. Departure Procedures from Port or Wharf
1. Prior to the departure of the vessel from the port or wharf, the person handling the procedures shall be responsible for presenting the originals of the following documents to the Port Control Authority or the Wharf Management Board:
a) Passenger list;
b) Transportation contract or warehouse exit invoice or transport document;
c) Proof of payment of fees, charges, fines, or settlement of debts (if applicable) as prescribed by law;
d) Documents related to any changes compared to the documents specified in point b, Clause 1, Article 9 (if applicable).
2. After inspecting the documents stipulated in Clause 1 of this Article, the Port Control Authority or the Wharf Management Board shall conduct an on-site inspection of the vessel in accordance with regulations. If all safety conditions are met, the Port Control Authority or the Wharf Management Board shall issue a Port Departure Permit to the vessel. In cases where safety conditions are not met as prescribed, a record shall be made and handled according to the provisions of the law.
Chapter III
PASSENGER AND LUGGAGE TRANSPORTATION BY VESSEL UNDER
CHARTER CONTRACTS AND NON-COMMERCIAL TRANSPORTATION
Article 10. Approval Procedures for Passenger and Luggage Transportation by Vessel under Charter Contracts
1. Organizations or individuals submit directly one (1) set of application documents for approval of passenger and luggage transportation by vessel under charter contracts or send through the postal service or other appropriate means to the Department of Transport (in cases where the vessel departs from a port or wharf under the jurisdiction managed by the Department of Transport) or the Marine Port Control Authority (in cases where the vessel departs from a port or wharf under the jurisdiction managed by the Marine Port Control Authority). The application package includes:
a) A registration form for passenger and luggage transportation activities by vessel under charter contracts according to the model attached as Appendix III to this Circular;
b) A document or contract with the organization or individual operating the port or wharf agreeing to allow the ship to pick up and drop off passengers;
c) Certified copies (or copies accompanied by original documents for verification) of the following documents: Investment Certificate or Enterprise Registration Certificate or Business Registration Certificate or Business Household Registration Certificate; Vessel Registration Certificate; Technical Safety and Environmental Protection Certificate of the vessel; Transportation Contract, which includes the main contents as follows: Vessel name, route, names of ports or wharfs for boarding and disembarking passengers, number of passengers, time and number of trips according to the contract.
2. The Department of Transport or the Maritime Port Office will receive, examine the dossier and process as follows:
a) In cases where the application is submitted directly, if the application package is complete as required, a receipt will be issued and a result will be provided within the prescribed timeframe; if the application package is incomplete, it will be returned immediately and organizations or individuals will be guided to complete the application package;
b) In cases where the application is received through the postal service or other appropriate means, if the application package is incomplete as required, within two (2) working days from the date of receiving the application, the Department of Transport or the Marine Port Control Authority shall send a letter requesting the organization or individual to supplement and complete the application package;
c) Within two (2) working days from the date of receiving a complete application package as required, the Department of Transport or the Marine Port Control Authority shall send a letter seeking opinions from the Marine Port Control Authority or the relevant Department of Transport (where the port or wharf receives the vessel or in cases where the vessel travels through related maritime areas, inland waterways of localities), and the opinion of the Vietnam Directorate of Inland Waterways (in cases where the vessel travels on national inland waterway routes). Within two (2) working days from the date of receiving the opinion-seeking letter, the Vietnam Directorate of Inland Waterways, the Marine Port Control Authority, or the relevant Department of Transport shall provide a response.
d) Within three (3) working days from the expiration of the opinion-seeking period for relevant agencies, the Department of Transport or the Marine Port Control Authority shall issue a letter approving the organization or individual to transport passengers and luggage under charter contracts. In cases where approval is not granted, a letter must be issued stating the reasons.
Article 11. Procedure for Approval of Passenger Transport, Luggage, and Cargo by Ships without Business Purpose
1. Organizations and individuals shall submit directly one set of application documents for approval of passenger transport, luggage, and cargo without business purpose, or send them through postal services or other appropriate means to the Department of Transport (in cases where the ship departs from ports or wharfs under the jurisdiction managed by the Department of Transport) or the Maritime Port Inspection Authority (in cases where the ship departs from ports or wharfs under the jurisdiction managed by the Maritime Port Inspection Authority). The documents include:
a) A registration form for passenger transport, luggage, and cargo by ship without business purpose according to the model attached as Appendix III to this Circular;
b) A document or contract with the organization or individual operating the port or wharf agreeing to allow the ship to pick up and drop off passengers;
c) Certified copies (or copies accompanied by original documents for verification) of the following papers: Ship Registration Certificate; Technical Safety and Environmental Protection Certificate of the ship; Professional Certificates of Seafarers;
d) Specific operation plan for the ship in case its route leads to areas without ports or wharfs.
2. The Department of Transport or the Maritime Port Office will receive, examine the dossier and process as follows:
a) In cases where the application is submitted directly, if the application package is complete as required, a receipt will be issued and a result will be provided within the prescribed timeframe; if the application package is incomplete, it will be returned immediately and organizations or individuals will be guided to complete the application package;
b) In cases where the application is received through the postal service or other appropriate means, if the application package is incomplete as required, within two (2) working days from the date of receiving the application, the Department of Transport or the Marine Port Control Authority shall send a letter requesting the organization or individual to supplement and complete the application package;
c) Within two working days from the date of receiving complete documents as prescribed, the Department of Transport or the Maritime Port Inspection Authority shall send a document seeking opinions from the relevant Maritime Port Inspection Authority or the Department of Transport (at the port or wharf receiving the ship or in cases where the ship travels through related maritime waters, inland waterways of localities). Opinions from the relevant Directorate of Inland Waterway Transport shall be sought within two working days from the date of receiving the document seeking opinions. The Vietnam Maritime Port Inspection Authority and the relevant Maritime Port Inspection Authority shall respond in writing within two working days from the date of receipt of the document seeking opinions.
d) Within three working days from the end of the opinion solicitation period, the Department of Transport or the Maritime Port Inspection Authority shall issue a document approving organizations and individuals to transport passengers, luggage, cargo, and goods without business purpose. In cases where approval is not granted, a document must be issued explaining the reasons.
Article 12. Procedures for Entering and Departing Ports for Passenger, Luggage and Freight Transportation Under Charter Contracts
Procedures for entering and departing ports for ships transporting passengers, luggage and freight under charter contracts shall be carried out in accordance with Article 8 of this Circular.
Article 13. Procedures for Entering and Departing Ports and Wharfs for Non-Commercial Transportation of People, Luggage and Freight
1. The procedures for entering and leaving ports and wharfs for ships operating under non-business voyage contracts shall be carried out according to Article 8 of this Circular.
2. The relevant Maritime Port Inspection Authority issuing permission for ships to leave ports and wharfs shall monitor the journey of the ship from that port or wharf to the final destination port or wharf; take the lead in coordinating with related agencies and units to handle incidents or accidents during the journey.
Chapter IV
TECHNICAL REQUIREMENTS AND EQUIPMENT
Article 14. Technical Requirements and Safety Equipment on Ships
In addition to technical requirements and equipment according to National Technical Regulations on Classification and Construction of High-Speed Watercraft (QCVN 54:2013/BGTVT), National Technical Regulations on Classification and Construction of Inland Waterway Vessels (QCVN 72:2013/BGTVT), National Technical Regulations on Pollution Prevention Rules for Inland Waterway Vessels (QCVN 17:2011/BGTVT), and National Technical Regulations on Marine Pollution Prevention Systems on Ships (QCVN 26:2014/BGTVT), ships operating on maritime routes, coastal inland waterway transport routes, and crossing borders must be equipped with Automatic Identification System (AIS) at minimum level B.
Article 15. AIS Equipment on Ships
1. The AIS equipment on ships must comply with the standards IEC 61162-1, IEC 662287-1, and IEC 60945 published by the International Electrotechnical Commission (IEC).
2. Ship transport operators must install and maintain the technical condition of AIS equipment in good working order; connect it to the control system of regional Maritime Port Inspection Authorities, and such connection must be confirmed by the regional Maritime Port Inspection Authorities.
Chapter V
INVESTIGATION AND HANDLING OF ACCIDENTS
Article 16. Handling Accidents in Port Waters, Wharfs, and Inland Waterways
Organizations and individuals involved in handling accidents in port, wharf, and inland waterway areas shall follow the provisions of Clause 22, Article 1 of the Law Amending and Supplementing Certain Provisions of the Law on Inland Waterway Transport dated June 17, 2014, and the regulations of the Minister of Transport on managing port and wharf activities. In cases where ships encounter incidents or accidents and cannot be resolved, they must immediately report to the Regional Joint Rescue Coordination Center to organize rescue operations.
Article 17. Handling Accidents in Sea Port Waters and Shipping Channels
Organizations and individuals involved in handling accidents in maritime port areas and shipping channels shall follow Circular No. 27/2012/TT-BGTVT dated July 20, 2012, issued by the Minister of Transport regarding reporting and investigating maritime accidents. In cases where ships encounter incidents or accidents and cannot be resolved, they must immediately report to the Regional Joint Rescue Coordination Center to organize rescue operations.
Article 18. Temporary suspension of operations for vessels
The Department of Transport and the relevant Maritime Port Inspection Authority shall suspend operations for ships encountering incidents or accidents affecting the technical safety of the ship and only allow resumption of operations upon receiving opinions from relevant inspection authorities confirming that the ship meets the technical safety conditions to continue operations.
Chapter VI
RESPONSIBILITIES OF ORGANIZATIONS AND INDIVIDUALS
Article 19. Responsibilities of organizations and individuals engaged in transportation business
1. Continuously monitor and supervise the voyage of vessels during their operational period.
2. Promptly address any issues arising during the vessel's operational period.
Article 20. Responsibilities of the Department of Transport
1. Take the lead and coordinate with related agencies and units to negotiate departure times.
2. Direct the Inland Waterway Port Authorities under the Department of Transport to implement:
a) Guide enterprises in completing procedures during the vessel exploitation process;
b) Remind, inspect, record in writing, and handle according to regulations any actions causing safety hazards and environmental pollution during the vessel's operational period.
Article 21. Responsibilities of the Vietnam Ship Registry Bureau
1. Guide subordinate Inspection Branches of the Vietnam Inspection Corporation and inspection units under the Department of Transport to provide written responses about the results of irregular inspections after conducting inspections based on requests for irregular inspections by competent state authorities.
2. Regularly or urgently report to the Ministry of Transport issues related to ships under their responsibility.
3. Regularly or at random, inspect the technical safety, security, and environmental protection status of vessels and handle according to authority when necessary.
Article 22. Responsibilities of the Vietnam Maritime Administration
1. Direct relevant Port Marine Authorities to implement:
a) Guide enterprises in completing procedures during the vessel exploitation process;
b) Continuously monitor vessel activities through the Automatic Identification System (AIS);
c) Remind, inspect, record in writing, and handle according to regulations any actions causing safety hazards and environmental pollution during the vessel's operational period.
2. Direct the Regional Search and Rescue Coordination Center to:
a) Organize joint search and rescue drills;
b) Organize professional training for search and rescue for related organizations and individuals.
Article 23. Responsibilities of the Vietnam Inland Waterway Administration
1. Guide enterprises in completing procedures during the vessel exploitation process.
2. Remind, inspect, record in writing, and handle according to regulations any actions causing safety hazards and environmental pollution during the vessel's operational period.
Chapter VII
IMPLEMENTING PROVISIONS
Article 24. Effective Date
1. This Circular takes effect from January 1, 2015.
2. Repeal Circular No. 14/2012/TT-BGTVT dated April 27, 2012, issued by the Minister of Transport regarding passenger transport, luggage, and cargo by high-speed passenger ships along fixed inland waterway transport routes between ports and wharfs in Vietnam's internal waters, and Circular No. 44/2013/TT-BGTVT dated November 15, 2013, amending and supplementing certain articles of Circular No. 14/2012/TT-BGTVT dated April 27, 2012, issued by the Minister of Transport regarding passenger transport, luggage, and cargo by high-speed passenger ships along fixed inland waterway transport routes between ports and wharfs in Vietnam's internal waters.
Article 25. Responsibilities for Implementation
The Director of the Ministry's Office, the Director of the Ministry's Inspectorate, Heads of Departments, Directors of the Vietnam Maritime Administration, Directors of the Vietnam Inspection Corporation, Directors of the Vietnam Inland Waterway Transport Corporation, Directors of Provincial Departments of Transport, Heads of related agencies, organizations, and individuals are responsible for implementing this Circular.
