DECISION OF THE MINISTER OF INDUSTRY

Regarding the issuance of the List of mechanical products entitled to benefits

as stipulated in Article 5, Section I, Resolution No. 11/2000/NQ-CP dated July 31, 2000 of the Government

Pursuant to Resolution No. 11/2000/NQ-CP dated July 31, 2000 of the Government on certain measures for managing the economic and social development plan in the last six months of 2000;

 

THE MINISTER OF INDUSTRY

Pursuant to Decree No. 74/CP dated November 1, 1995 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Industry;

Based on the directive of the Prime Minister in Official Letter No. 3530/VPCP-CN dated August 22, 2000, assigning the Ministry of Industry to take the lead and coordinate with the Ministry of Planning and Investment, the Ministry of Finance, and the Development Support Fund to promptly announce the list of projects and mechanical products entitled to benefits under the Government's Resolution No. 11/2000/NQ-CP dated July 31, 2000;

After reaching a consensus among the Ministry of Planning and Investment, the Ministry of Finance, and the Development Support Fund;

At the proposal of the Director of the Department of Planning and Investment;

Issuing herewith the List of mechanical products entitled to benefits as stipulated in Article 5, Section I, Resolution No. 11/2000/NQ-CP dated July 31, 2000 of the Government on certain measures for managing the economic and social development plan in the last six months of 2000.

DECISION:

 

Article 1:The economic development plans for the last six months of 2000.

Investors having mechanical products listed in Article 1 must develop specific investment projects in accordance with the regulations on the management of investment and construction issued in Decrees No. 52/1999/NĐ-CP dated July 8, 1999, and No. 12/2000/NĐ-CP dated May 5, 2000, of the Government, and such projects must be reviewed and approved by the competent authorities after obtaining the agreement of the Ministry of Industry.

Article 2: Investment projects for producing mechanical products issued pursuant to Decisions No. 29/1998/QĐ-TTg dated February 9, 1998, and No. 37/2000/QĐ-TTg dated March 24, 2000, of the Prime Minister, and investment projects for the mechanical manufacturing industry that have been approved and implemented since 1999 also enjoy benefits as prescribed in Article 5, Section I, Resolution No. 11/2000/NQ-CP dated July 31, 2000, of the Government.

Article 3: Apart from the list of mechanical products announced herein, during the implementation process, the Ministry of Industry will issue a Decision supplementing the List of mechanical products entitled to benefits as stipulated in Article 5, Section I, Resolution No. 11/2000/NQ-CP dated July 31, 2000, of the Government, after obtaining the agreement of the Ministry of Planning and Investment, the Ministry of Finance, and the Development Support Fund.

Article 4: Article 5 :

This Decision takes effect fifteen days after its date of signature. The Heads of the Office of the Ministry, the Inspectorate of the Ministry, the Directors of Departments and Bureaus under the Ministry, and the General Directors and Directors of enterprises producing mechanical products are responsible for implementing this Decision./. I. Group of mechanical products serving agriculture, forestry, fisheries, and processing industries, including:

1. Internal combustion engines up to 30 horsepower;

2. Two-wheel and four-wheel tractors, tractor attachments, and agricultural spare parts;

3. Medium and small-scale processing, cultivation, harvesting equipment, and seafood processing equipment, etc.;

4. Grain drying machines and other food grain drying machines;

5. Medium and small-sized pumps for household and farm use.

II. Group of machine manufacturing products for industry, complete sets of equipment, construction equipment, and various types of machine tools, including:

1. Equipment for cement, chemical, bridge, oil, and petrochemical plants;

2. Equipment for machinery factories;

3. Large water pumps for flood drainage;

4. CNC machine tools and other types of machine tools;

5. Production program for large diesel engines from 80 to 400 horsepower for distant fishing vessels, inland and sea transport ships, power generation units, etc.

III. Investment projects serving the transportation industry, including:

1. Shipbuilding projects for ocean-going vessels, river vessels, and inland-sea hybrid vessels with a capacity up to 12,000 tons;

2. Production program for railway carriages.

IV. Group of mechanical products in the electrical equipment and material manufacturing industry, including:

1. Electric motors and generators;

2. High-voltage electrical equipment products including distribution and transmission equipment, transformers up to 100 MVA, 220 KV;

3. Hydroelectric, thermal, wind power, and combined cycle thermal power plant equipment.

V. Group of mechanical spare parts and accessories for automobile and motorcycle assembly, including:

1. Motorcycle engines;

2. Spare parts for automobiles and motorcycles;

3. Production program for utility vehicles, passenger cars with 25-30 seats, and 46-50 seats.

4. Manufacturing precision metal molds and dies for the automotive and motorcycle industries./.
