PRIME MINISTER 

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to Decision No. 177/2001/QĐ-TTg dated November 9, 2001 of the Prime Minister on the establishment of the Steering Committee for the National Target Program to Reduce Poverty and Create Employment;

At the proposal of the Head of the National Target Program to Reduce Poverty and Create Employment.

DECISION:

Article 1. Issued herewith along with this Decision is the Regulation on the Operation of the Steering Committee for the National Target Program to Reduce Poverty and Create Employment for the Period 2001-2005.

Article 2. This Decision takes effect fifteen days after the date of signature.

Article 3. Members of the Steering Committee for the National Target Program to Reduce Poverty and Create Employment, Heads of member agencies of the Steering Committee shall be responsible for implementing this Decision.

 

 

 

REGULATIONS

Operation of the Steering Committee for the National Target Program to Reduce Poverty and Create Employment for the Period 2001-2005

(Issued along with Decision No. 67/2002/QĐ-TTg dated May 28, 2002 of the Prime Minister) 

Chapter 1:

GENERAL PROVISIONS

Article 1. The Steering Committee for the National Target Program to Reduce Poverty and Create Employment (referred to as the Steering Committee) shall be responsible for assisting the Prime Minister in building and directing the implementation of the National Target Program to Reduce Poverty and Create Employment for the Period 2001-2005, specifically as follows:

1. Building plans, contents of activities of the National Target Program to Reduce Poverty and Create Employment (referred to as the Program), annual plans, mechanisms, policies, and solutions for implementing the Program; preparing budgets and proposing annual financial allocations to the Ministry of Planning and Investment and the Ministry of Finance for consolidation into the overall plans of ministries, sectors, and localities to be submitted to the Prime Minister for decision and implementation in accordance with Decision No. 42/2002/QĐ-TTg dated March 19, 2002 of the Prime Minister on the management and operation of National Target Programs.

2. Coordinating with ministries and sectors to direct localities in integrating the activities of programs, projects, and policies related to reducing poverty and creating employment.

3. Reporting periodically every three months, six months, nine months, and annually to the Prime Minister on the progress and results of implementing the Program.

4. Organizing annual reviews and a five-year summary of the implementation of the Program.

Chapter 2:

ASSIGNMENT OF RESPONSIBILITIES

Article 2. The Head of the Program shall be accountable to the Prime Minister for the progress and results of the Program, assigning members of the Steering Committee to direct the implementation of Program contents and projects.

Article 3. The Deputy Head of the Steering Committee - Minister of Labor, Invalids, and Social Affairs, authorized by the Head of the Program, directly directs the working group; manages and resolves regular Program matters; and represents the Head of the Program when the Head is absent.

Article 4. Members of the Steering Committee for the Program shall be responsible for assisting the Head in directing work and projects as follows:

1. Member representing the Ministry of Planning and Investment: consolidating annual and five-year financial resources of National Target Programs; calculating investment capital for construction projects under the Program; jointly with the member representing the Ministry of Finance, calculating financial resources for the Program, guiding localities in integrating Programs, projects, and other relevant policies to reduce poverty and create employment.

2. Member representing the Ministry of Finance: proposing annual budget allocations from the state budget for the Program; guiding financial management mechanisms for Program funds; monitoring progress and evaluating the effectiveness of fund usage.

3. Member representing the Ministry of Labor, Invalids, and Social Affairs: coordinating with ministries and sectors to consolidate the Program's annual plan; submitting it to the Head and the Steering Committee for approval; coordinating to organize and implement the Program; directly directing the following:

- Project on training and capacity building for poverty reduction and employment management staff.

- Project on establishing poverty reduction models in special areas.

- Project on organizing loans through the National Employment Support Fund for small projects to create employment.

- Project on enhancing the capacity and modernization of employment service centers.

- Project on labor surveys, statistics, and market information systems.

- Project on training and capacity building for labor management and employment staff.

4. Member representing the Ministry of Agriculture and Rural Development: directly directing the following:

- Project on constructing essential infrastructure in poor communes.

- Project on supporting production and developing industries in poor communes.

- Project on guiding poor people in farming, forestry, and fisheries.

- Project on stabilizing displaced populations and establishing new economic zones in poor communes.

- Project on settling and stabilizing populations in poor communes.

5. Member representing the State Bank of Vietnam: directing the Bank for the Poor to implement credit projects for poor households to develop production and business.

6. Member representing the Ministry of Health: directing research and implementation of health policies for the poor.

7. Member representing the Ministry of Education and Training: directing research and implementation of educational support policies for the poor.

8. Member representing the Committee for Ethnic Minorities and Mountainous Areas: participating in directing the implementation of poverty reduction and employment projects in ethnic minority regions.

9. Member representing the National Committee for Population and Family Planning: participating in directing the implementation of projects on stabilizing displaced populations and establishing new economic zones in poor communes.

10. Member representing the Central Committee of the Vietnam Fatherland Front: launching and organizing campaigns "For the Poor," focusing on effectively implementing the "Day for the Poor" campaign nationwide.

11. Member representing the Vietnam Farmers' Union: directing the organization and expansion of effective farmer economic models to reduce poverty; participating with ministries and sectors in implementing some assigned Program projects.

12. The member representing the Central Committee of the Vietnam Women's Union shall direct the organization and expansion of women's savings-credit models aimed at poverty reduction and eradication; participate with relevant Ministries and sectors in implementing certain projects under the Program assigned.

13. The member representing the Central Committee of the Ho Chi Minh Communist Youth Union shall direct the implementation of voluntary youth movements for poverty reduction and eradication; expand youth models assisting each other in establishing businesses; participate with relevant Ministries and sectors in implementing certain projects under the Program assigned.

Chapter 3:

PRINCIPLES OF OPERATION

Article 5. Members of the Steering Board shall collectively discuss and decide on important issues of the Program, specifically:

- The content, annual implementation plan, and the proposed allocation of state budget funds for the Program to be distributed among Ministries, sectors, and localities.

- Mechanisms for coordination, integration, inspection, supervision, and evaluation of the Program's activities.

- Evaluation of the Program's implementation results and commendation work.

Article 6. The Director of the Program may convene and chair extraordinary meetings to handle urgent matters related to the Program's tasks. The Director may delegate this responsibility to the Deputy Director in charge. Meetings must be notified in writing to members five days in advance regarding the agenda, time, and location.

Members are responsible for arranging their schedules to fully attend all Steering Board meetings. In cases where members cannot attend, they must authorize a deputy director level officer in writing to attend on their behalf.

Decisions of the Steering Board are passed through voting with at least two-thirds of the attending Steering Board members' approval.

Article 7. The Secretariat has the following responsibilities:

- Drafting the content and implementation plans for the Program.

- Compiling and developing the Program's annual plan based on the plans of Ministries, sectors, and localities.

- Preparing the content and organizing meetings of the Steering Board; preparing reports on the previous quarter's Program implementation and the next quarter's deployment plan for presentation to the Steering Board at regular quarterly meetings.

- Assisting the Steering Board in coordinating the Program's activities; guiding, monitoring, urging, and inspecting the implementation of the Program according to the Steering Board's directives.

- Assisting the Steering Board in building inspection plans for the Program's implementation by Steering Board members and compiling reports on inspection results to submit to the Steering Board.

- Summarizing and reporting to the Steering Board on the Program's activities; organizing mid-term and final reviews of the Program's implementation and commendation work.

- Assisting the Steering Board in preparing budgets and settling accounts for the Program's activities according to current state financial regulations.

- Assisting the Steering Board in coordinating with relevant units and agencies to implement activities ensuring the achievement of the Program's objectives.

Article 8. In addition to participating in directing and providing opinions on the development of the Program and its annual implementation plans, Steering Board members also have the responsibility to:

1. Evaluate the results of projects they are responsible for and the actions taken by Ministries, sectors, and localities towards achieving the Program's goals of poverty reduction and job creation.

2. Report regularly every quarter (before the 20th day of the last month of each quarter) to the Steering Board on the progress and results of activities and projects managed by their respective Ministries, sectors, and localities.

3. Directly inspect and evaluate the Program's implementation at assigned locations at least once a year and authorize officers to conduct inspections and evaluations at these locations at least once a quarter. Within ten days from the end of each inspection period, Steering Board members must submit written reports to the Program Steering Board.

Article 9.

1. Quarterly, the Steering Board shall organize briefing meetings to review and assess activities and tasks completed in the quarter and to plan guidance for the upcoming quarter.

2. Annually, the Steering Board shall organize inspections and assessments of the Program's overall performance and individual projects. The timing and scope of inspections shall be decided by the Program Director and communicated to the members. Steering Board members are responsible for directing the preparation of inspection plans, organizing inspections, and submitting written reports to the Program Director.

3. The Program Plan and reports prepared by Steering Board members shall be sent to the Program Steering Board Secretariat at No. 2 Dinh Le Street, Hanoi.

 Chapter 4:

IMPLEMENTING PROVISIONS

Article 10. These regulations apply to the Steering Board of the National Target Program on Poverty Reduction and Job Creation for the period 2001-2005, relevant Ministries, sectors, and localities with projects under the Program.

Article 11. During implementation, if there are any difficulties, the Steering Board shall compile opinions and propose additional or amended contents for submission to the Prime Minister for consideration and decision.
