PROVISIONS ON TEMPORARY INTERCONNECTION RATES FOR INTERNATIONAL IP TELEPHONE SERVICES FROM VIETNAM TO FOREIGN COUNTRIES
THE MINISTER OF POST AND TELECOMMUNICATIONS
Pursuant to Decree No. 90/2002/NĐ-CP dated November 11, 2002 of the Government on the functions, tasks, powers, and organizational structure of the Posts and Telecommunications Ministry;
Pursuant to Decision No. 99/1998/QĐ-TTg dated May 26, 1998 of the Prime Minister on price and postal and telecommunications tariff management;
WHEREAS Circular No. 03/1999/TT-TCBĐ dated May 11, 1999 of the General Post Office guides the implementation of Decree No. 109/1997/NĐ-CP dated November 12, 1997 of the Government on postal services and telecommunications, and Decision No. 99/1998/QĐ-TTg dated May 26, 1998 of the Prime Minister on price and rate management for postal and telecommunications services;
At the proposal of the Director of the Department of Planning and Finance.
DECISION:
Article 1. The interconnection rates for international IP telephone services from Vietnam to foreign countries shall be calculated based on the cumulative volume of IP telephone calls from Vietnam to foreign countries and shall be stipulated as follows:được quy định như sau:
1. For calls made from fixed networks through POPs established by enterprises providing international IP telephone services in provinces:
- Interconnection rate paid to the provincial fixed telephone network: 0.35 USD/minute;
- Interconnection rate paid to the provincial fixed telephone network for billing and collecting charges for enterprises providing IP telephone services: 0.05 USD/minute.
2. For calls made from fixed networks in provinces where enterprises providing international IP telephone services have not established POPs:
- Interconnection rate paid to the provincial fixed telephone network: 0.35 USD/minute;
- Interconnection rate paid to the provincial fixed telephone network for billing and collecting charges for enterprises providing IP telephone services: 0.05 USD/minute.
- Interconnection rate paid to the long-distance inter-provincial fixed telephone network (PSTN): 0.10 USD/minute.
Article 2. This Decision takes effect from April 1, 2003. All previous regulations inconsistent with this Decision are hereby abolished.
Article 3. The Head of the Office, Heads of the Planning and Finance Department, Heads of units under the Ministry of Posts and Telecommunications, General Directors, Directors of enterprises providing international PSTN telephone services, and related units are responsible for implementing this Decision./.
