Pursuant to Decree No. 30/2004/NĐ-CP dated January 16, 2004 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense;
Pursuant to Decree No. 22/2003/NĐ-CP dated March 11, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Committee for Physical Culture and Sports;
Pursuant to Decision No. 57/2002/QĐ-TTg dated April 26, 2002 of the Prime Minister approving the planning for the development of the physical culture and sports sector until 2010;
In order to strengthen coordination in directing and managing physical culture and sports activities in the military to meet the requirements of building a revolutionary, regular, elite, and increasingly modern army serving the tasks of national construction and defense in the new revolutionary period, and at the same time making positive contributions to the development of physical culture and sports in the country, the Ministry of National Defense and the Committee for Physical Culture and Sports have jointly issued this joint circular on coordinating management and directing physical culture and sports activities in the military from 2005 to 2010 with a view to 2015, with specific contents as follows:
I. VIEWPOINTS AND DIRECTIONS FOR COORDINATING MANAGEMENT AND
directing physical culture and sports activities in the military:
1. Physical culture and sports (PCTS) activities in the military are an important component of the national PCTS cause, aimed at preparing human resources to serve the cause of national construction and defense.
2. Developing mass PCTS activities in the military towards innovation and improving the quality of physical training and PCTS activities throughout the military to enhance physical fitness, improve health, contribute to enhancing combat will, educate morals and organizational discipline, and serve the cultural life of soldiers. Closely combining the mass movement "All people practicing physical culture following the example of the great President Ho Chi Minh" with the movement "Building units excelling in physical training and PCTS activities" to create a basis for selecting sports talents.
3. Concentrating on building a system of high-performance athletes in the military systematically and with focus, continuing to affirm that high-performance sports in the military is one of the strong centers of high-performance sports in the country; prioritizing investment in developing traditional and key sports disciplines of the military, and sports disciplines suitable for armed forces. Strengthening political education, ideological work, and moral character cultivation for coaches, athletes, and referees. Resolutely combating negative phenomena in PCTS activities.
4. Continuing to improve the organizational structure of PCTS at all levels in the military in accordance with the organization and staffing, ensuring long-term stability to meet the management, direction, and implementation of PCTS tasks as well as the requirements of building the military in the new period. Building plans for training and cultivating cadres for PCTS in the military in sufficient quantity and ensuring quality. Paying attention to improving the competence of grassroots PCTS cadres and the level of coaches in high-performance sports disciplines. Promoting research and application of science and technology in the field of PCTS.
5. Implementing the policy of socializing PCTS and professionalizing sports, in line with the characteristics of the military and the areas where it is stationed, to leverage the combined strength of various components and forces within and outside the military to develop PCTS movements. Effectively combining state and military investments to exploit the existing potential of all components in building material infrastructure, ensuring uniform and synchronized equipment for PCTS, prioritizing physical training and PCTS activities at the grassroots level. Centralized and unified management of the construction of PCTS material infrastructure according to the overall plan, focusing on key investments, meeting the purpose, ensuring long-term sustainability, and effectively utilizing sports facilities invested by the military and the state.
Actively and proactively cooperating and exchanging both domestically and internationally in PCTS to serve the cause of developing PCTS in the military and the foreign affairs work of the Party and the State in the new revolutionary period, contributing to enhancing the position of Vietnamese sports in the region and the world.
II. CONTENTS OF COORDINATION:
1. The Committee for Physical Culture and Sports assists the Ministry of National Defense in developing the plan for the development of the PCTS cause until 2010, with a vision to 2015; the Ministry of National Defense coordinates with the Committee for Physical Culture and Sports to develop land use plans for PCTS facilities in the coming years in line with the overall plan of the country. Completion time: October 2005.
2. Regarding mass PCTS:
2.1. The Ministry of National Defense takes the lead in coordinating with the Committee for Physical Culture and Sports to develop and issue "Physical Fitness Standards for Military Personnel," applicable from 2005 to 2010. Completion time: August 2005.
2.2. The Ministry of National Defense coordinates with the Committee for Physical Culture and Sports to direct agencies and units throughout the military and PCTS agencies (Culture, Information, and Sports agencies) at all levels to regularly coordinate in guiding, supporting, and helping each other professionally and materially to develop PCTS among armed forces and local civilians, especially border and island areas.
2.3. The Ministry of National Defense and the Committee for Physical Culture and Sports jointly establish inter-sectoral inspection teams to implement the inspection and re-examination of "Units Excelling in Physical Training and Sports Activities," organizing annual commendation and awards for units throughout the military.
3. Regarding high-performance sports:
3.1. The Ministry of National Defense leads in coordinating with the Committee for Physical Culture and Sports to implement the project of building a high-performance athlete force in the military. Unanimously select three groups of disciplines for development, including:
+ Group 1: Football, volleyball, table tennis, shooting, athletics, aquatic sports, gymnastics, wrestling, karate, pencak silat, judo, taekwondo, boxing.
+ Group 2: Badminton, basketball, tennis, cycling, traditional martial arts
+ Group 3: Archery, sepak takraw, chess, and some other sports disciplines.
3.2. The Sports Committee supports the Ministry of National Defense in organizing, professionally and materially, the regular National Military Sports Congress to prepare forces for participation in national sports congresses, particularly the Fifth National Sports Congress in 2006, aiming to achieve high rankings.
3.3. The Ministry of National Defense shall take the lead in coordinating with the Sports Committee to establish a working group to issue supplementary standards for military sport athletes in certain sports disciplines, incorporating them into the system of national high-performance sports disciplines.
4. Regarding the training of cadres, the application of science and technology, and international cooperation in military sports.
4.1. The Ministry of National Defense shall take the lead, with support from the Sports Committee, in building a proposal to upgrade the Military Sports Training Center into a center for cadre training and development in military sports throughout the armed forces, meeting the requirements for the development of military sports.
4.2. The Ministry of National Defense shall take the lead in coordinating with the Sports Committee to study and apply scientific and technological achievements in organizing physical training for soldiers and in training and developing high-performance sports athletes. Creating favorable conditions for the military to use national equipment to serve research activities in military sports.
4.3. The Sports Committee shall create conditions for the Ministry of National Defense to expand international cooperation with the armies of other countries and international sports organizations; participate in major sporting events of the country and send delegations to visit, study, and train abroad to enhance the professional expertise of cadres, coaches, athletes, and referees in military sports.
5. On policies and the construction of sports facilities.
5.1. The Ministry of National Defense shall take the lead, with coordination and assistance from the Sports Committee, in establishing proposals for the construction of facilities serving physical training and fitness standard testing for military personnel; prioritizing the construction of simple swimming pools to serve the organization of swimming training for soldiers and upgrading facilities serving athlete training.
5.2. The Sports Committee shall create conditions to assist the Ministry of National Defense in constructing a military sports center meeting national standards to organize domestic and international sports training and competition activities.
5.3. The Ministry of National Defense shall take the lead, with guidance and assistance from the Sports Committee, in implementing the establishment of a sports association in the military as a professional organization aimed at gathering and attracting cadres and soldiers throughout the armed forces (including veterans) to participate in sports training according to the policy of socialization.
III. IMPLEMENTATION
1. This Circular takes effect fifteen days after its publication in the Official Gazette.
2. The Directorate of Military Training under the General Staff Department and the Mass Sports Department under the Sports Committee shall provide advisory services to the Ministry of National Defense and the Sports Committee on directing the implementation of this Circular within the systems of agencies and units of both sectors. Annually, they shall conduct periodic reviews and report to the Ministry of National Defense and the Sports Committee on the situation and results of implementation.
3. Agencies and units throughout the armed forces, Departments of Sports, and Departments of Culture, Sports, and Tourism shall base their actions on this Circular to coordinate and implement sports activities appropriately and effectively. During the implementation process, if there are difficulties or obstacles, they shall promptly report to the Ministry of National Defense and the Sports Committee for consideration and resolution.
