Amending and supplementing certain provisions of Circular No. 38/2013/TT-BGTVT dated October 24, 2013 issued by the Minister of Transport amending and supplementing certain provisions of Circular No. 46/2012/TT-BGTVT dated November 7, 2012 issued by the Minister of Transport on training, examination, and issuance of motor vehicle driver's licensesThe Minister of Transport issues this Circular to amend and supplement certain provisions of Circular No. 38/2013/TT-BGTVT dated October 24, 2013 issued by the Minister of Transport amending and supplementing certain provisions of Circular No. 46/2012/TT-BGTVT dated November 7, 2012 issued by the Minister of Transport on training, examination, and issuance of motor vehicle driver's licenses. On the basis of Decree No. 86/2012/NĐ-CP dated October 19, 2012, issued by the Government detailing and guiding implementation of certain provisions of the Metrology Law;
Pursuant to the Vocational Training Law dated November 29, 2006;
Pursuant to Decree No. 107/2012/NĐ-CP dated December 20, 2012 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;
At the proposal of the Director of the Personnel Organization Department and the Director General of the Vietnam Highway Administration,
Article 1. Amend and supplement certain provisions of Circular No. 38/2013/TT-BGTVT dated October 24, 2013 issued by the Minister of Transport amending and supplementing certain provisions of Circular No. 46/2012/TT-BGTVT dated November 7, 2012 issued by the Minister of Transport on training, examination, and issuance of motor vehicle driver's licenses.
Amend Clause 15 of Article 1 as follows:
"Article 61. Transition to Driver's Licenses Made of PET Material
Driver's licenses made of paper must be converted to new licenses made of PET material according to the following schedule:
1. Driver's licenses for automobiles: convert before December 31, 2015;
2. Driver's licenses for category A4: convert before December 31, 2015;
3. Driver's licenses without expiration date (categories A1, A2, A3):
a) Issued before 2003: convert before December 31, 2016;
b) Issued before 2004: convert before December 31, 2017;
c) Issued before 2007: convert before December 31, 2018;
d) Issued before 2010: convert before December 31, 2019;
e) Issued after 2010: convert before December 31, 2020."
This Circular takes effect from December 31, 2014.
Article 2. Effective Date
The Director of the Ministry's Office, the Inspector General of the Ministry, Heads of Departments, Directors of Vietnam Highway Administration, Directors of Provincial Departments of Transport under central cities, Heads of agencies, organizations, and individuals related to this matter are responsible for implementing this Circular./.
Article 3. Implementation Organization
The Head of the Ministry’s Office, the Inspector General of the Ministry, the Heads of Departments, the Director of the Vietnam Highway Administration, the Directors of Provincial Departments of Transport under central cities and provinces, the Heads of agencies, organizations, and individuals related to this matter are responsible for implementing this Circular./.
