Issuing National Technical Regulations on Aquatic Feed and Environmental Treatment Products for AquacultureIssuing National Technical Regulations on Aquatic Feed and Environmental Treatment Products for Aquaculture
Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
Pursuant to the Law on Product Quality and Goods Quality dated November 21, 2007;
Pursuant to the Fisheries Law dated November 21, 2017;
Pursuant to Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Standards and Technical Regulations; Decree No. 78/2018/NĐ-CP dated May 16, 2018 of the Government amending and supplementing certain provisions of Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Standards and Technical Regulations;
Pursuant to Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing the implementation of certain provisions of the Law on Product Quality and Goods Quality; Decree No. 74/2018/NĐ-CP dated May 15, 2018 of the Government amending and supplementing certain provisions of Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing the implementation of certain provisions of the Law on Product Quality and Goods Quality; Decree No. 154/2018/NĐ-CP dated November 9, 2018 of the Government amending, supplementing, and abolishing certain regulations on investment and business conditions in the field of state management by the Ministry of Science and Technology and certain inspection regulations;
Pursuant to Decree No. 26/2019/NĐ-CP dated March 8, 2019 of the Government detailing certain provisions and measures to implement the Fisheries Law; Decree No. 37/2024/NĐ-CP dated April 4, 2024 of the Government amending and supplementing certain provisions of Decree No. 26/2019/NĐ-CP dated March 8, 2019 of the Government detailing certain provisions and measures to implement the Fisheries Law;
Pursuant to Decree No. 35/2025/NĐ-CP dated February 25, 2025 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
At the proposal of the Director of the Fisheries and Aquaculture Inspection Department;
The Minister of Agriculture and Environment issues the National Technical Regulations on Aquatic Feed and Environmental Treatment Products for Aquaculture.
Article 1. Attached hereto are the National Technical Regulations on Aquatic Feed and Environmental Treatment Products for Aquaculture.
1. Aquatic feed. Part 1: Mixed feed
Code: QCVN 93:2025/BNNMT.
2. Aquatic feed. Part 2: Supplemental substances (Supplemental feed)
Code: QCVN 94:2025/BNNMT.
3. Aquatic feed. Part 3: Live feed
Code: QCVN 100:2025/BNNMT.
4. Environmental treatment products for aquaculture. Part 1: Chemicals, biological preparations
Code: QCVN 97:2025/BNNMT.
Article 2. Effective Date
1. This Circular takes effect from May 25, 2026
2. This Circular replaces Circular No. 07/2019/TT-BNNPTNT dated August 7, 2019 of the Minister of Agriculture and Rural Development issuing the National Technical Regulations on Aquatic Feed (hereinafter referred to as Circular No. 07/2019/TT-BNNPTNT) and Circular No. 08/2019/TT-BNNPTNT dated August 9, 2019 of the Minister of Agriculture and Rural Development issuing the National Technical Regulations on Environmental Treatment Products for Aquaculture (hereinafter referred to as Circular No. 08/2019/TT-BNNPTNT).
Article 3. Transitional Provisions
1. Organizations and individuals who have submitted Registration for Conformity Certification before this Circular takes effect shall implement according to Circular No. 07/2019/TT-BNNPTNT and Circular No. 08/2019/TT-BNNPTNT.
In cases where the National Technical Regulations issued together with this Circular provide more favorable conditions for organizations and individuals, they shall be implemented based on the proposals of such organizations and individuals.
2. The validity of Certificates of Conformity and Notifications of Acceptance of Declaration of Conformity Filing Documents for domestically produced products issued prior to the effectiveness of this Circular.
a) Certificates of Conformity and Notifications of Acceptance of Declaration of Conformity Filing Documents that indicate their validity period shall continue to be used until the end of the indicated validity period, but must undergo supervisory assessment every 12 months in accordance with the National Technical Regulations issued together with this Circular, without reissuing the Certificate of Conformity.
b) Certificates of Conformity and Notifications of Acceptance of Declaration of Conformity Filing Documents that do not indicate a validity period shall continue to be used for 24 months from the date this Circular takes effect.
3. Certification organizations that have submitted applications for issuance of Certificates of Registration for Certification Activities for products before this Circular takes effect shall implement according to Circular No. 07/2019/TT-BNNPTNT and Circular No. 08/2019/TT-BNNPTNT.
In cases where the National Technical Regulations issued together with this Circular provide more favorable conditions for certification organizations, they shall be implemented based on the proposals of such certification organizations.
4. Certificates of Registration for Certification Activities and Designation Decisions that remain valid shall continue to be used until the expiration date indicated on the Certificate of Registration for Certification Activities and Designation Decision.
Article 4. Organization of Implementation
The Director of the Fisheries and Aquaculture Inspection Department, the Heads of units under the Ministry of Agriculture and Rural Development, and related agencies, organizations, and individuals are responsible for implementing this Circular.
During implementation, if there are any difficulties, organizations and individuals shall promptly report them to the Ministry of Agriculture and Rural Development (through the Fisheries and Aquaculture Inspection Department) for study and amendment./.
