ELECTION OF MEMBERS OF THE NATIONAL ASSEMBLY

OF THE NATIONAL ASSEMBLY

SOCIALIST REPUBLIC OF VIET NAM

Based on Articles 7, 9, 54, and 91 of the 1992 Constitution of the Socialist Republic of Vietnam;

This Law regulates the election of members of the National Assembly.

 

PART I

GENERAL PROVISIONS

Article 1

The election of members of the National Assembly of the Socialist Republic of Vietnam shall be conducted according to the principles of universal suffrage, equality, direct voting, and secret ballot.

Article 2

Citizens of the Socialist Republic of Vietnam, regardless of ethnicity, gender, social stratum, religious belief, educational level, profession, or duration of residence, who are eighteen years old or older have the right to vote, and those twenty-one years old or older have the right to run for election as members of the National Assembly as prescribed by law, except those who are mentally incapacitated or whose rights have been deprived by law or by the People's Court.

Article 3

Members of the National Assembly must be loyal to the Socialist Fatherland of Vietnam, strive to implement the renewal process to enrich the people and strengthen the country, possess knowledge and capability to perform their duties as members of the National Assembly, participate in deciding important national issues, have good moral character and exemplary compliance with the law, and be trusted by the people.

Article 4

The Vietnam Fatherland Front organizes consultations to select and introduce candidates for members of the National Assembly.

Article 5

The Standing Committee of the National Assembly announces and oversees the election of members of the National Assembly; monitors the election to ensure that it proceeds democratically and in accordance with the law.

The Government directs the People's Committees at all levels to carry out the election work in accordance with the law.

Article 6

The budget of the State shall cover the expenses for organizing the election of members of the National Assembly.

PART II

NUMBER OF MEMBERS OF THE NATIONAL ASSEMBLY, ELECTORAL UNITS, AND VOTING AREAS

AND THE POLLING STATIONS

, Clause 1, Clause 2 Article 7a of this Regulation.

The total number of members of the National Assembly of the Socialist Republic of Vietnam shall not exceed four hundred persons.

Each province and centrally governed city shall elect at least three members.

Hanoi, the capital city, shall be allocated an appropriate number of members.

Article 8

Members of the National Assembly are elected from each electoral unit. A province or centrally governed city may be one electoral unit or divided into several electoral units. Each electoral unit shall elect no more than three members.

The number of electoral units, the list of electoral units, and the number of members for each unit shall be determined based on population figures set by the Standing Committee of the National Assembly and announced no later than seventy days before the election day.

Article 9

The number of ethnic minority members in each term of the National Assembly shall be determined by the Standing Committee of the National Assembly to ensure that ethnic minorities have an appropriate number of representatives.

Article 10

Each electoral unit shall be divided into several polling areas. Each polling area shall have between three hundred and two thousand voters.

In mountainous, island, and sparsely populated areas, even if there are fewer than three hundred voters, a polling area may still be established.

Hospitals, maternity homes, convalescent homes, and homes for the disabled with fifty or more voters may establish separate polling areas.

Military forces may establish separate polling areas.

The division of polling areas shall be determined by the People's Committee of the commune, ward, or town and approved by the higher-level People's Committee.

CHAPTER III

ORGANIZATIONS RESPONSIBLE FOR ELECTIONS

Article 11

Responsible for organizing the election of members of the National Assembly are:

- The Central Election Council;

- The Provincial or Municipal Election Council;

- The Electoral Board in each electoral unit;

- The Polling Station in each polling area.

Article 12

At least ninety days before the election day, the Standing Committee of the National Assembly shall establish the Central Election Council consisting of fifteen to twenty-one members, including representatives of the Vietnam Fatherland Front, the Standing Committee of the National Assembly, and the Government.

The Central Election Council shall elect a Chairperson, one or two Vice-Chairpersons, and a Secretary-General.

The Central Election Council shall have the following tasks and powers:

1- Direct the organization of elections nationwide, inspect and urge the implementation of laws regarding the election of members of the National Assembly;

2- Announce the list of candidates for members of the National Assembly in each electoral unit throughout the country;

3- Examine and resolve complaints about the work of the Provincial or Municipal Election Councils, Electoral Boards, and Polling Stations; examine and resolve complaints about the election process referred by the Provincial or Municipal Election Councils or Electoral Boards;

4- Receive and inspect reports sent by the Provincial or Municipal Election Councils or Electoral Boards, prepare a summary report of the election nationwide;

5- Examine and decide on re-election, additional election, or cancellation of election results in electoral units;

6- Declare the election results nationwide;

7- Issue certificates to elected members;

8- Submit to the National Assembly the summary report of the election and related documents.

Article 13

At least seventy days before the election day, the People's Committee at the provincial or municipal level, in coordination with the Standing Committee of the People's Council at the same level, shall establish the Provincial or Municipal Election Council consisting of seven to nine members, including representatives of the Vietnam Fatherland Front and local authorities.

The Provincial or Municipal Election Council shall elect a Chairperson, a Vice-Chairperson, and a Secretary.

The Provincial or Municipal Election Council shall have the following tasks and powers:

1- Direct the preparation and organization of elections in electoral units; print voter cards and ballots according to the model of the Central Election Council;

2- Inspect and urge the implementation of laws regarding the election of members of the National Assembly by Electoral Boards and Polling Stations;

3- Receive applications and files of candidates;

4- Compile the list of candidates by electoral unit and report to the Central Election Council for decision;

5- Examine and resolve complaints about the election process or activities of Electoral Boards referred by Electoral Boards;

6- Receive and inspect election reports;

7- Announce the election results in the locality;

8- Report on the organization and conduct of the election as prescribed by the Central Election Council;

9- Transfer election files and reports to the Central Election Council;

10- Organize re-election or additional election as decided by the Central Election Council.

Article 14

At least sixty days before the election day, the People's Committee of the province or centrally governed city, in coordination with the Standing Committee of the People's Council at the same level, shall establish an Electoral Board in each electoral unit consisting of nine to fifteen members, including representatives of the Vietnam Fatherland Front and local authorities.

The Electoral Board shall elect a Chairman, one or two Deputy Chairmen, and Secretaries.

The Electoral Board shall have the following tasks and powers:

1- Inspect and urge the implementation of laws regarding the election of members of the National Assembly by Polling Stations;

2- Inspect and urge the arrangement of polling rooms;

3- Examine and resolve complaints regarding the work of election teams;

4- Distribute ballots to election teams, at the latest five days before the election day;

5- Inspect the establishment and posting of voter lists;

6- Post the list of candidates in the electoral unit;

7- Examine and resolve complaints regarding candidates;

8- Inspect voting activities at polling stations;

9- Receive, inspect the ballot counting report sent by election teams; prepare a report confirming the election results in the unit to submit to the Election Council and announce those results;

10- Report on the organization and conduct of elections according to the regulations of the Election Council and the Election Committee;

11- Transfer files and documents related to elections to the People's Committee of the province or centrally governed city;

12- Organize re-elections or additional elections as provided for in this Law.

If the local committee has only one electoral unit, the Election Committee shall exercise the powers and duties of the Election Team and not establish an Election Team.

 

Article 15

At least twenty days before the election day, the People's Committee of communes, wards, towns shall establish an Election Team in each polling area consisting of five to eleven people including representatives of the Vietnam Fatherland Front and local authorities.

Each military unit shall establish an Election Team in its own polling area consisting of five to nine people representing the unit.

The Election Team elects a Team Leader, a Deputy Team Leader, and secretaries.

The Election Team has the following responsibilities and powers:

1- Organize the election in the polling area;

2- Arrange the polling station and prepare ballot boxes;

3- Issue ballots stamped by the Election Team to voters;

4- Ensure order in the polling station;

5- Count ballots and prepare a ballot counting report to send to the Election Team;

6- Hand over the ballot counting report and all ballots to the People's Committee of the commune, ward, town;

7- Report on the organization and conduct of the election according to the regulations of higher authorities.

Article 16

The Election Council, Election Committee, Election Team shall not campaign for candidates.

Article 17

Organizations responsible for elections operate under a collective system, meetings are held when at least two-thirds of the total number of members are present. Decisions are passed when a majority vote in favor.

Election organizations may mobilize civil servants and employees from state agencies, mass organizations, social organizations to assist according to the decision of the Chairman of the Election Council, the Chairman of the Election Committee, or the Head of the Election Team.

Article 18

State agencies, civil servants, mass organizations, social organizations within their functions and tasks must create favorable conditions to assist the Election Council, Election Committee, Election Team in performing their duties and powers.

Article 19

The Election Council completes its mission after submitting the election summary report and relevant documents to the National Assembly. The Election Committees, Election Teams complete their missions after the Election Council announces the election results nationwide.

 

PART IV

Voters who are students, pupils, and trainees at vocational schools, universities, colleges, and specialized secondary schools, and voters who are military personnel in military units are included in the voter list to vote for provincial and district-level People's Council deputies in their temporary residence or garrison locations.

Article 20

During the voter list registration period, citizens who have the right to elect National Assembly deputies residing permanently or temporarily anywhere are recorded in the voter list at that location.

Each voter can be registered in the list at only one place of residence.

Article 21

The voter list is established by the People's Committee of communes, wards, towns according to polling areas.

The voter list in military units is established by the Unit Command according to polling areas.

Article 22

At least thirty days before the election day, the agency establishing the voter list must post the list at the People's Committee office of the commune, ward, town or in public places of the polling area and widely announce the posting so that the people can check the voter list.

Article 23

When checking the voter list, if there are errors or omissions, then within twenty days from the date of posting, anyone has the right to complain or report orally or in writing to the agency establishing the voter list, the agency establishing the voter list must record these complaints or reports in a book. Within three days from the date of receiving the complaint or report, the agency establishing the voter list must resolve and inform the person complaining or reporting about the resolution result.

If the person complaining or reporting disagrees with the resolution, they have the right to appeal to the People's Court of the district, county, town, provincial city. Within three days from the date of receiving the appeal, the People's Court must resolve it. The decision of the People's Court is the final decision.

"d) Within no more than one working day from the date of receiving the dossier submitted for administrative procedures by the specialized agency assigned by the Provincial People's Committee, the Chairman of the Provincial People's Committee shall issue a notification of the result of the inspection of plant-based food exports or a certificate at the request of the importing country."

From the date of announcing the voter list until the election day, if a voter cannot participate in voting at the place where they were registered due to traveling elsewhere, they have the right to request a certificate from the People's Committee of that place to be registered in the voter list and participate in voting at the new location. When issuing the certificate, the People's Committee must immediately record next to the voter's name: "Voting elsewhere."

CHAPTER V

NOMINATION, PROPOSAL AND NEGOTIATION

INTRODUCTION OF CANDIDATES FOR NATIONAL ASSEMBLY DEPUTIES

 

Article 25

Citizens wishing to run for National Assembly deputies as stipulated in this Law must submit a candidacy application form along with a curriculum vitae and a certificate from the People's Committee of the commune, ward, town where they reside regarding their eligibility to run for election as specified in Article 2 of this Law, at the latest sixty days before the election day to the Election Committee where they are running.

Article 26

The Standing Committee of the Central Vietnam Fatherland Front organizes a meeting with representatives of member organizations to negotiate and agree on the structure, composition, and allocation of the number of people from mass organizations, social organizations, state agencies at the central level to introduce candidates for National Assembly deputies. Representatives of the Election Council are invited to attend this meeting.

The Standing Committee of the Vietnam Fatherland Front of provinces, centrally governed cities organizes a meeting with representatives of member organizations to negotiate and agree on the structure, composition, and allocation of the number of people from their locality to be introduced as candidates for National Assembly deputies. Representatives of the Election Committee are invited to attend this meeting.

Article 27

Based on the agreed structure, composition, and number of candidates, mass organizations, social organizations, state agencies nominate their representatives.

Article 28

The Central Steering Committee of the Vietnam Fatherland Front Central Committee, the Standing Board of the Vietnam Fatherland Front Provincial and Municipal Committees under the Central Government, based on agreed standards and structures, discuss and adjust to compile a preliminary list of candidates nominated and self-nominated individuals, and send it to the grassroots voters for their opinions at their workplaces and places of residence.

Article 29

Voter meetings at communes, wards, towns are organized by units of villages, hamlets, or residential groups coordinated by the Standing Board of the Vietnam Fatherland Front Commune, Ward, Town Committees in conjunction with the People's Committees at the same level, convened and chaired; voter meetings at state agencies, social organizations, and other units are workers' and officials' meetings or meetings of representatives of workers and officials convened and chaired by the heads of these agencies, organizations, and units; voter meetings at military forces are soldier meetings convened and chaired by the unit leaders. At these meetings, voters compare the candidates with the National Assembly representative criteria, express their opinions and confidence in the nominated and self-nominated individuals through raising hands or secret ballots according to the meeting's decision.

Nominated candidates and self-nominated individuals, representatives of organizations, agencies, and units nominating candidates and self-nominated individuals are invited to attend this meeting.

Article 30.

The Central Steering Committee of the Vietnam Fatherland Front Central Committee consults with representatives of member organizations to select from among the nominated and self-nominated individuals to establish the official list of people from mass organizations, social organizations, and state agencies at the central level running for National Assembly representatives. Representatives of the Election Council are invited to attend this meeting.

The Standing Board of the Vietnam Fatherland Front Provincial and Municipal Committees under the Central Government consults with representatives of member organizations to select from among the nominated and self-nominated individuals to establish the official list of local people running for National Assembly representatives. Representatives of the Election Committee are invited to attend this meeting.

Not later than forty days before the election day, the minutes of the consultation meeting and the list of candidates must be sent by the Central Steering Committee of the Vietnam Fatherland Front Central Committee and the Standing Board of the Vietnam Fatherland Front Provincial and Municipal Committees under the Central Government to the Election Council and the Election Committee.

Article 31

The Election Council announces the candidates according to the list of each electoral unit, upon the proposal of the Central Steering Committee of the Vietnam Fatherland Front Central Committee, the Standing Board of the Vietnam Fatherland Front, and the Election Committee of the provinces and municipalities under the Central Government.

The number of people on the candidate list in each electoral unit must exceed the number of representatives to be elected in that unit.

A candidate may only be registered to run in one electoral unit.

Article 32

Candidates shall not participate in the Election Committee or the Polling Station Committee of their own unit. If they are members of election-related organizations in their own unit, candidates must withdraw from the membership list of such organizations from the date they are included in the candidate list.

Article 33

Not later than thirty days before the election day, the Central Steering Committee of the Vietnam Fatherland Front Central Committee and the Vietnam Fatherland Front Provincial and Municipal Committees under the Central Government must submit to the Election Committee the files of the candidates in the list including:

1- Introduction letter of the candidate;

2- Nomination form containing name, age, occupation, place of origin, address, place of nomination;

3- Curriculum vitae;

4- Certificate from a state agency or place of residence confirming that the candidate meets the eligibility requirements for candidacy as stipulated in Article 2 of this Law.

Upon receiving the above documents, the Election Committee must issue a receipt.

Article 34

Not later than twenty days before the election day, the Election Committee must post the list of candidates in its unit according to the decision of the Election Council.

Article 35

From the date of announcing the list of candidates, citizens have the right to lodge complaints or reports with the Election Committee or the Election Council about errors or omissions in the list of candidates. The Election Committee or the Election Council must record and resolve these complaints or reports. If the complainant or reporter disagrees with the resolution of the Election Committee or the Election Council, they have the right to lodge complaints or reports with the Election Council. The decision of the Election Council is final.

Article 36

Candidates listed in the announced candidate list exercise their right to campaign for election through meetings and contacts with voters and reporting to voters on their anticipated responsibilities if elected as National Assembly representatives.

Meetings and contacts with voters are organized by the Vietnam Fatherland Front.

Chapter VI

ELECTION PROCEDURE

 

PART 1

ELECTION DAY

Article 37

Voting for National Assembly representatives takes place on the same day nationwide.

Election day must be a Sunday, set and announced by the Standing Committee of the National Assembly not later than ninety days before the election day.

Article 38

Ten days before the election day, the Polling Station Committee must regularly inform voters of the election day, polling place, and voting time through posting, broadcasting, and other local information means.

PART 2

VOTING PROCEDURE

Article 39

Voting begins at seven in the morning and ends at seven in the evening. Depending on local conditions, the Polling Station Committee may decide to open earlier or close later than the specified times, but not earlier than five in the morning or later than ten at night.

Article 40

Each voter has the right to cast only one ballot.

Voters must vote themselves, cannot delegate others to vote on their behalf, and cannot vote by mail, except in cases provided for in Article 41 of this Law.

 

 

 

Article 41

Voters who cannot write their ballots themselves may ask someone else to write them, but they must cast the ballot themselves. If due to disability they cannot cast the ballot themselves, voters may ask someone else to put the ballot in the ballot box.

Voters who are sick, elderly, or disabled and unable to go to the polling station may request the Polling Station Committee to bring the ballot box and ballots to their residence to vote. In this case, the Polling Station Committee may organize a mobile ballot box to the voter's residence to collect ballots.

Article 42 |||

When voters write their ballots, no one is allowed to watch, including Polling Station Committee staff.

If a voter makes a mistake while writing the ballot, they have the right to request the Polling Station Committee to exchange it for another ballot.

1. The "Labor Medal" second class shall be awarded or posthumously awarded to individuals meeting one of the following criteria:

Everyone must comply with the rules of the polling station.

Article 44 |||

When the voting time has ended, if there are still voters present in the polling station who have not yet voted, then only after these voters have completed their voting can the Election Committee declare the end of the voting process.

Article 45 |||

On election day, the voting must be conducted continuously; if there is an unexpected situation that interrupts the voting process, the Election Committee must immediately seal the ballots and ballot boxes, report to the Election Board, and take necessary measures to ensure the continuation of the voting.

Article 46 |||

If for special reasons it is necessary to postpone the voting date, the Election Committee must promptly inform the Election Board to request the Election Council to consider and determine.

Chapter VII

ELECTION RESULTS

 

PART 1

COUNTING OF BALLOTS

Article 47 |||

The ballot counting must be conducted in the polling room immediately after the end of the voting session.

Before opening the ballot box, the Election Committee must tally and reseal unused ballots and must invite two voters who are not candidates to witness the vote counting.

Candidates, representatives of nominating organizations, or authorized persons have the right to witness the vote counting and lodge complaints about the vote counting. Journalists from newspapers, film, photography, television, and radio are allowed to witness the vote counting.

Article 48

The following ballots are invalid:

1- Ballots that are not in the prescribed format distributed by the Election Committee;

2- Ballots without the stamp of the Election Committee;

3- Ballots listing more candidates than the number of representatives the electoral unit is entitled to elect;

4- Ballots with all candidate names crossed out;

Article 49

If there are ballots suspected of being invalid, the head of the Election Committee must bring this issue to the entire committee for resolution.

Article 50

Complaints lodged on-site regarding the vote counting, received and resolved by the Election Committee, must be recorded in the minutes.

If the Election Committee cannot resolve the complaint, it must transfer it to the Election Board for resolution.

Article 51

The Election Committee must record in the minutes the results of the vote counting:

- Total number of voters in the polling area;

- Number of voters participating in the voting;

- Number of valid ballots;

- Number of invalid ballots;

- Number of votes cast for each candidate;

- Received complaints, resolved complaints and methods of resolution, unresolved complaints.

The minutes shall be made in two copies, signed by the committee head, secretary, and two invited voters witnessing the vote counting: one copy sent to the Election Board; one copy sent to the People's Committee of the commune, ward, town within three days after the election day.

PART 2

a) The number of People's Council representatives allocated to the electoral unit;

Article 52

Upon receiving the minutes from the Election Committee, the Election Board shall check the minutes and establish minutes confirming the election results in its electoral unit.

The minutes must clearly state:

- The number of National Assembly deputies allocated to the electoral unit;

- The number of candidates;

- Total number of voters in the electoral unit;

- Number of voters participating in the voting and the ratio compared to the total number of voters;

- Number of valid ballots;

- Number of invalid ballots;

- Number of votes cast for each candidate;

- List of successful candidates;

- Complaints resolved by the Election Committees, complaints resolved by the Election Board, complaints transferred to the Election Council, Election Committee for resolution.

- The minutes shall be made in three copies, signed by the Chairperson, Deputy Chairperson, and secretaries: one copy sent to the Election Council; one copy sent to the Election Committee; one copy sent back to the People's Committee of the province, centrally-administered city, within five days after the election day.

Article 53

Among the number of deputies elected by the electoral unit, the candidate who receives more than half of the valid votes and has more votes than others is elected. In case several candidates receive the same number of votes, they will be ranked according to age, with the older candidate being elected.

PART 3

ADDITIONAL ELECTIONS AND RE-ELECTIONS

Article 54

If in the first election, the number of successful candidates is less than the number of deputies stipulated by the Standing Committee of the National Assembly for the electoral unit, the Election Board must clearly note this in the minutes and report to the Election Committee; the Election Committee reports to the Election Council for consideration and decision. In the event of an additional election, it must be held no later than thirty days after the first election. In the additional election, voters may only choose from the list of candidates who were nominated but did not win in the first election.

Article 55

For each electoral unit, if the number of voters participating in the voting has not exceeded half of the number of voters listed in the voter list, the Election Board must clearly note this in the minutes and immediately report to the Election Committee; the Election Committee must decide on the date of the re-election no later than fifteen days after the first election. In the re-election, voters may only choose from the list of candidates who were nominated in the first election.

Article 56

Additional or re-elections must still follow the voter list established in the first election and must be conducted according to the provisions of this Law, except for the requirement of obtaining more than half of the valid votes stipulated in Article 53 and having more than half of the voters participate stipulated in Article 55.

PART 4

SUMMARY OF THE ELECTION

Article 57

After receiving and checking the minutes confirming the results of the Election Boards and resolving any complaints, the Election Committee establishes minutes confirming the election results at the local level.

The summary minutes must clearly state:

- Number of electoral units;

- Number of candidates from the locality;

- Total number of voters in the locality;

- Number of voters participating in the voting and the ratio compared to the number of voters listed in the voter lists of the electoral units in the locality;

- Number of valid ballots;

- Number of invalid ballots;

- Number of votes cast for each candidate;

- List of successful candidates;

- Complaints resolved by the Election Boards;

- Complaints resolved by the Election Committee;

- Important events that occurred and methods of resolution;

- Recommendations to the Election Council.

The minutes shall be made in four copies, signed by the Chairman and Secretary of the Election Committee: one copy sent to the Election Council; one copy sent to the equivalent-level United Front Committee; two copies sent to the Standing Committee of the People's Council and the People's Committee at the same level, no later than seven days after the election day.

Article 58

After receiving and checking the minutes of all Election Boards, the Election Committee and resolving any complaints, the Election Council establishes minutes summarizing the national election.

The summary minutes must clearly state:

- Total number of National Assembly deputies elected;

- Total number of candidates;

- Total number of voters;

- Total number of voters who participated in the voting and the ratio compared to the total number of voters;

- Number of valid ballots;

- Number of invalid ballots;

- List of successful candidates and the number of votes cast for each;

- Important events that occurred and methods of resolution.

The minutes shall be made in four copies, signed by the Chairman and General Secretary of the Election Council: one copy sent to the Standing Committee of the National Assembly; one copy sent to the Government; one copy submitted to the National Assembly and one copy retained for archival purposes.

Chapter VIII

SUPPLEMENTARY ELECTION OF NATIONAL ASSEMBLY DEPUTIES

Article 59

During their term, if any electoral unit is lacking a National Assembly delegate, the Standing Committee of the National Assembly may decide to hold supplementary elections for that unit. The Standing Committee of the National Assembly establishes a Supplementary Election Committee consisting of three to five members, including representatives from the Vietnam Fatherland Front and some people's organizations, with the Vice Chairman of the National Assembly serving as Chair.

Article 60

The Standing Committee of the National Assembly decides on the date of the supplementary election and announces it at least thirty days before the election date; if the remaining time of the National Assembly term is less than two years, then no supplementary election will be held.

Article 61

The voter list established by the Chairman of the People's Committee of communes, wards, towns must be published at least fifteen days before the supplementary election date.

Article 62

At least twenty days before the supplementary election date, the People's Committee of provinces and centrally governed cities cooperate with the Standing People's Council at the same level to establish a Supplementary Election Committee in the electoral unit consisting of three to five members, including representatives from the Vietnam Fatherland Front and some people's organizations at the local level.

The Supplementary Election Committee elects a Chairperson, a Deputy Chairperson, and a Secretary.

1. The subjects eligible for the award of the title "People's Doctor" and "Outstanding Doctor" include doctors, pharmacists, medical technicians, traditional medicine practitioners engaged in medical treatment, pharmaceutical production, medical research, disease prevention, epidemic control, and health management officials.

At least fifteen days before the supplementary election date, the Chairman of the People's Committee of communes, wards, towns establishes a Supplementary Polling Station Team in each polling area consisting of five to seven members, including representatives from the Vietnam Fatherland Front and some people's organizations at the grassroots level.

The Supplementary Polling Station Team elects a Team Leader, a Deputy Team Leader, and a Secretary.

 

Article 64

The powers and duties of the Supplementary Election Committee, the Supplementary Election Board, the Supplementary Polling Station Team, and the procedures for supplementary voting and determining the election results shall follow the provisions regarding the Election Council, the Election Board, the Polling Station Team, and the voting procedures and determination of election results as stipulated in this Law.

Article 65

The list of candidates for National Assembly delegates in the unit lacking a delegate must be announced at least ten days before the election date.

Article 66

Complaints about the work of the Supplementary Polling Station Team are resolved by the Supplementary Election Board. Complaints about the work of the Supplementary Election Board are resolved by the Supplementary Election Committee.

CHAPTER IX

HANDLING VIOLATIONS OF ELECTION LAWS

Article 67

Those who use deceitful means, bribery, or coercion to obstruct the election or candidacy of citizens for National Assembly delegates, or those responsible for election work who commit the crime of forging documents, election fraud, or using other means to distort the election results, shall be subject to disciplinary action, administrative penalties, or criminal prosecution depending on the severity of the offense.

Article 68

Any person has the right to report illegal acts during the election of National Assembly delegates; anyone who obstructs or retaliates against a reporter shall be subject to disciplinary action, administrative penalties, or criminal prosecution depending on the severity of the offense.

Chapter X

IMPLEMENTING PROVISIONS

Article 69

This Law replaces the Law on the Election of National Assembly Delegates dated December 18, 1980.

Article 70

The Standing Committee of the National Assembly and the Government shall provide detailed regulations for the implementation of this Law.
