Pursuant to Decree No. 01/2008/NĐ-CP dated January 3, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development, and Decree No. 75/2009/NĐ-CP dated September 10, 2009 of the Government amending Article 3 of Decree No. 01/2008/NĐ-CP dated January 3, 2008;
Pursuant to Decision No. 37/2008/QĐ-TTg dated March 12, 2008 of the Prime Minister approving the Program on Popularizing and Promoting Legal Education from 2008 to 2012;
Pursuant to Decision No. 1089/QĐ-BNN-PC dated May 24, 2011 of the Minister of Agriculture and Rural Development on perfecting the Steering Committee for Popularizing and Promoting Legal Education of the Ministry;
At the request of the Director of the Legal Department,
DECISION:
Article 1. This Decision promulgates the Regulation on the Operation of the Steering Committee for Popularizing and Promoting Legal Education of the Ministry of Agriculture and Rural Development.
Article 2. This Decision takes effect from the date of signature.
Article 3. The Director of the Office of the Ministry, Heads of Departments under the Department of Legal Affairs, Heads of units, and individuals concerned shall be responsible for implementing this Decision./.

REGULATIONS
ACTIVITIES OF THE STEERING COMMITTEE FOR POPULARIZING AND PROMOTING LEGAL EDUCATION OF THE MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT

Chapter 1.
GENERAL PROVISIONS
Article 1. Functions and Tasks of the Steering Committee
1. The Steering Committee for Popularizing and Promoting Legal Education of the Ministry of Agriculture and Rural Development (hereinafter referred to as the Steering Committee) is an organization coordinating and directing activities among agencies and units under the Ministry of Agriculture and Rural Development to implement popularizing and promoting legal education (PBGDPL) work in the agriculture and rural development sector (NN and PTNT).
2. The Steering Committee performs the tasks prescribed in Article 3 of Decision No. 1089/QĐ-BNN-PC dated May 24, 2011 of the Minister of Agriculture and Rural Development on perfecting the Steering Committee for Popularizing and Promoting Legal Education of the Ministry (Decision No. 1089/QĐ-BNN-PC dated May 24, 2011).
Article 2. Principles of Operation of the Steering Committee
1. The Steering Committee operates collectively, deciding issues according to the principle of majority rule.
2. Members of the Steering Committee operate on a part-time basis, performing tasks assigned by the Chairman of the Steering Committee.
Article 3. Methods of Operation of the Steering Committee
1. The operation of the Steering Committee is carried out comprehensively, specifically covering all coordinated PBGDPL activities; assigning responsibility for each piece of work according to the target audience and field of PBGDPL.
2. The Steering Committee operates according to programs and plans approved by the Steering Committee.
Chapter 2.
ORGANIZATION AND OPERATIONS OF THE BOARD
Article 4. Organizational Structure of the Steering Committee
The organizational structure of the Steering Committee includes:
1. The Chairman of the Steering Committee, Vice Chairmen of the Steering Committee, and members.
2. The Standing Body of the Steering Committee.
3. The Secretariat of the Steering Committee.
Article 5. Tasks of the Chairman of the Steering Committee and Vice Chairmen of the Steering Committee
1. The Chairman of the Steering Committee has the following tasks:
a) Directing the implementation of the activities of the Steering Committee to fulfill the tasks prescribed in Article 3 of Decision No. 1089/QĐ-BNN-PC dated May 24, 2011.
b) Mediating and coordinating the activities of the Steering Committee and being responsible to the Minister for the plan of directing, organizing, and implementing PBGDPL work of the Ministry of Agriculture and Rural Development; directing the activities of the Standing Body of the Steering Committee;
c) Assigning tasks to each member of the Steering Committee and supervising and urging the completion of assigned tasks;
d) Signing off on the issuance of documents of the Steering Committee, annual coordination programs and plans for PBGDPL, and conclusions of the Steering Committee;
đ) Directing the annual activity plan, financial plan, and budget for the activities of the Steering Committee; deciding on the mobilization and allocation of funds from available sources to support PBGDPL work;
e) Resolving other matters within the tasks and powers of the Steering Committee.
2. The Vice Chairman in charge of the Standing Body assists the Chairman of the Steering Committee in carrying out the tasks assigned as stipulated in Clause 1 of this Article, maintaining contact with the Steering Committee for Popularizing and Promoting Legal Education of the Government.
3. The Vice Chairmen of the Steering Committee have the task of directing and organizing the activities of the Steering Committee according to its program and plan.
Article 6. Tasks of the Standing Board
1. Chair the preparation of draft Programs, plans of activities, and other documents of the Board, and the budget for the Board's activities.
2. Prepare the content and organize meetings and other activities of the Board.
3. Coordinate with the Committees of the Board coordinating the dissemination of laws and regulations (PBGDPL) of the Government, and with relevant agencies to organize training sessions, seminars, mid-term and final reviews, inspections on the implementation of PBGDPL according to the Board's plan.
4. Monitor, compile, and report to the Board the results of implementing conclusions and activities of the Board.
5. Direct the activities of the Secretariat Team and perform other tasks assigned by the Chairman of the Board.
Article 7. Tasks of Board Members
1. Propose to the Board plans and the implementation of PBGDPL within their functional areas; measures to coordinate and integrate PBGDPL within their areas of responsibility with other fields.
2. Attend all sessions of the Board. If absent, they must report to the Chairman of the Board or the Standing Board.
3. Coordinate with the head of their unit to monitor, inspect, and urge the implementation of the Board's PBGDPL plan at their unit.
4. Report periodically every six months and annually to the Standing Board on the results of implementing the PBGDPL plan within their area of responsibility.
5. Perform other tasks as assigned by the Chairman or Vice-Chairman of the Board.
Article 8. Tasks of the Secretariat Team
The Secretariat Team is responsible for performing the tasks specified in Article 4 of Decision No. 1089/QĐ-BNN-PC dated May 24, 2011.
Article 9. Activities of the Board
1. The Board convenes regularly once every six months or at any time as decided by the Chairman of the Board or upon proposal of a Board member to address issues stipulated in Article 3 of Decision No. 1089/QĐ-BNN-PC dated May 24, 2011.
2. Guide, urge, inspect, and supervise the PBGDPL work of units under the Agriculture and Rural Development sector.
3. Report the results of the Board's PBGDPL activities to the Government's Joint Board for PBGDPL as prescribed.
Article 10. Budget for the Board's Activities
The budget for the Board's activities according to the approved program and plan is provided from the State budget and other sources of funding (if any).
The Standing Board coordinates with relevant agencies to prepare the annual budget estimate for the Board's activities.
Article 11. Implementation Provisions
1. The Chairman of the Board directs the implementation of this Regulation.
2. This Regulation may be amended and supplemented based on proposals from the Board and decided by the Chairman of the Board./.
